To better measure policy intensity, such as the digital economy development plan, we can select digital economy planning documents issued by some provincial-level cities. We will use the dimensions of “relevance to rural e-commerce”, “clarity of income increase orientation”, and “strength of supporting measures” as dimensions 1, 2, and 3. For each dimension, we will establish specific indicators and scoring rules (the frequency of terms like “rural e-commerce”, “agricultural product upward sales”, and “rural online sales” mentioned in the documents will be scored based on the number of mentions), and set weight recommendations.
If we define the calculation formula for Intensityi as: Intensityi=0.4 x score of dimension 1 + 0.3 x score of dimension 2 + 0.3 x score of dimension 3, we can derive the following Intensityi results:
Among them, the documents “Implementation Plan for Accelerating E-commerce Development in Urumqi”, and “Action Plan for Building ‘Digital Tongliao’ (2024-2026)””
