In order to thoroughly implement the requirements for the construction of “standardization, legalization, and normalization” in disciplinary inspection and supervision work, and to effectively integrate supervision into the entire process of operational management, the Disciplinary Inspection Commission of Shenfu Branch has recently taken proactive measures. Together with the General Office, Planning and Finance Department, and other relevant departments, they have conducted special supervision on key basic management tasks such as vehicle maintenance management and asset disposal. This aims to build a solid risk defense line through embedded supervision and to close management loopholes through extended supervision, thereby improving the quality and efficiency of internal control work in basic management.

This supervision focuses on the goals of “advancing supervision, accurately identifying problems, and promoting both symptom and root cause treatment”. It innovatively employs a dual supervision model, adhering to the principle of “not interfering with business, not replacing management” to deeply integrate disciplinary supervision into all aspects of business work. In the investigation of vehicle maintenance management, key issues such as whether the maintenance application approval process is standardized, whether the choice of maintenance manufacturers is compliant, and whether parts replacement is necessary were verified through reviewing maintenance logs, checking reimbursement vouchers, and on-site inspections of maintenance records. At the same time, the supervision was extended by randomly selecting three in-use vehicles for on-site checks and visiting two cooperative maintenance manufacturers to understand service quality and pricing standards, preventing integrity risks such as “inflating maintenance items and costs”.

In the supervision of asset disposal, the supervision team focused on “compliance with procedures and transparency in disposal”. They strictly verified the documentation for asset disposal applications, appraisals, approvals, and disposals, paying special attention to whether asset appraisals are objective and fair, whether disposal processes are open and transparent, and whether residual value assessments are reasonable and compliant. They also collaborated with the Planning and Finance Department to establish a dynamic tracking mechanism for disposed assets. Additionally, supervision was extended to the storage site of disposed assets, where on-site checks were conducted to ensure that the quantity, condition, and registration information of assets are consistent, preventing issues such as “concealing disposed assets and improper disposal” to ensure that corporate assets do not go missing.

This collaborative supervision is a vivid practice of the Shenfu Branch’s Disciplinary Inspection Commission in implementing the “three modernization” requirements of disciplinary inspection work. In the future, the Disciplinary Inspection Commission of Shenfu Branch will continue to deepen the supervision model, focusing on the completion of key tasks throughout the year, concentrating on key areas and critical links, and continuously improving the precision and effectiveness of supervision, promoting the “three modernization” construction of disciplinary inspection and supervision work to go deeper and more practical.
