Embedding Legal Frameworks in Agricultural Innovation at the Central Plains Grain Warehouse

Since the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, the national procuratorial organs have closely followed the deployment of the Supreme People’s Procuratorate, focusing on the main goals, strategic tasks, and the important instructions of General Secretary Xi Jinping regarding the comprehensive rule of law. They have fully performed their procuratorial functions and quickly initiated a wave of in-depth study and implementation of the spirit of the Fourth Plenary Session. Starting today, the “Procuratorial Daily” will launch a column titled “Implementing the Spirit of the Fourth Plenary Session at the Grassroots Level”, focusing on the frontline to showcase the new actions, changes, and achievements of various procuratorial organs in deeply implementing Xi Jinping’s rule of law thought and integrating the spirit of the Fourth Plenary Session into their practical duties. Please pay attention.

On a winter morning, the gentle light of dawn falls on the golden agricultural belt at 35 degrees north latitude. Entering a seed industry laboratory in the Central Plains Agricultural Valley in Xinxiang City, Henan Province, rows of newly cultivated rice seeds are nurtured in a temperature-controlled environment, while researchers diligently record growth data.

“The Chinese people’s rice bowl must always be firmly held in our own hands.” General Secretary Xi Jinping’s earnest exhortation has made Henan, an agricultural province, acutely aware of its significant responsibilities. The Fourth Plenary Session of the 20th Central Committee proposed to “coordinate the development of technological agriculture, green agriculture, quality agriculture, and brand agriculture, transforming agriculture into a modern large industry”, which has pointed out the path for Henan to shoulder the responsibilities of a major agricultural province and has also provided the Xinxiang City Procuratorate with a starting point and focus for serving and ensuring the construction of the “Central Plains Grain Warehouse”.

“When everyone is developing new varieties and encounters issues such as intellectual property disputes and variety protection, they can contact us anytime through the ‘Central Plains Agricultural Valley Procuratorial Service Center Platform’!” With a well-illustrated legal handbook, the procurators of the Xinxiang City Procuratorate entered the Central Plains Agricultural Valley, explaining relevant agricultural laws to researchers in conjunction with recent cases of seed industry infringement.

Carrying the significant strategic deployment of the Henan Provincial Party Committee and Provincial Government for building the Central Plains Agricultural Valley, this innovative land has gathered 67 high-level research platforms, with hundreds of new varieties approved by the state, supplying 4.5 billion pounds of high-quality seeds to the country every year.

“In the past, we relied on experience and weather for farming; now, in addition to technology, we also need to rely on the rule of law.” A village party branch secretary in the core area of the Central Plains Agricultural Valley looked at the neatly arranged fields, expressing his feelings, “In previous years, there were always concerns about buying fake seeds and fertilizers, which could waste a year of hard work. Now, the procuratorial organs not only severely crack down on counterfeiting but also frequently come to the fields to promote legal knowledge, teaching everyone how to identify authenticity and how to protect their rights, making everyone feel much more secure.”

The seed industry is the core industry of the Central Plains Agricultural Valley’s construction. In recent years, while strengthening the protection of arable land, the Xinxiang City Procuratorate has also focused on protecting “a single seed”. In June of this year, the Xinxiang City Procuratorate issued the “Implementation Opinions on Utilizing Legal Supervision Functions to Serve and Ensure the Construction of the ‘Central Plains Agricultural Valley'”, establishing a procuratorial service center for the Central Plains Agricultural Valley in the core area, enhancing the crackdown on fake seeds and agricultural materials, and strengthening judicial protection of intellectual property in the seed industry. This year, they have handled 23 criminal cases related to agriculture involving 68 individuals, 31 public interest litigation cases, and issued 30 procuratorial suggestions.

“After the procuratorial organs shut down the counterfeiting dens, the market order has improved, and our brand’s sales have increased,” said a local agricultural materials dealer happily.

The tangible changes in the Central Plains Agricultural Valley are the best echo of the effectiveness of procuratorial supervision. While maintaining a high-pressure stance against crime, the Xinxiang City Procuratorate is also exploring ways to optimize procuratorial services, transforming passive justice into proactive service.

At the Henan Central Plains Agricultural Valley Investment and Operation Co., Ltd., staff helped reporters log into the “Central Plains Agricultural Valley Procuratorial Service Center Platform”—the modules for news release, enterprise interaction, and online messaging are clear at a glance. When enterprises encounter legal issues, they can connect with procurators online with a single click.

“From the protection of intellectual property in seed research and development to legal issues in development and operation, procuratorial services precisely meet the needs of enterprises!” said Zhang Jinjie, deputy secretary of the company’s party committee and general manager. Since its launch in April this year, the platform has provided legal consultations 106 times, becoming a “high-speed data line” for efficient interaction between enterprises and procuratorial organs.

From vast fields to research laboratories, from offline visits to cloud services, the “rule of law chip” embedded by the Xinxiang City Procuratorate is continuously injecting development momentum into the Central Plains Agricultural Valley.

“We will continuously upgrade the system version of this ‘rule of law chip’, strengthen legal supervision in key areas such as intellectual property in the seed industry and arable land protection, establish a rapid handling mechanism for agricultural-related cases, expand the ‘Internet + Procuratorial Service’ model, and cultivate professional procuratorial teams to provide precise legal services for biological breeding, ensuring a more solid judicial guarantee for the Central Plains Agricultural Valley to build a national food security guarantee base and a modern agricultural innovation highland,” said Nie Tao, chief procurator of the Xinxiang City Procuratorate.

As the sun sets, the high-standard farmland of the Central Plains Agricultural Valley is bathed in a warm golden hue, with smart monitoring equipment contrasting with the vast breeding greenhouses. Under the precise escort of the rule of law, this fertile land, which carries the mission of national food security, is more stable and robust.
