To implement the core goal of the company’s safety production “Thunder Action” to “eliminate production safety fatal accidents and achieve ‘zero harm'”, and to comprehensively promote the work requirements of “major inspections, major investigations, and major rectifications”, during the C-level overhaul of Unit 2, the Power Operation Department has prioritized the high-risk task of de-energizing the 6kV bus as a key focus. Department Director Yang Jinlong and Deputy Director Shi Junjie led the command on-site, while electrical specialist Song Yifeng provided technical oversight throughout the process, leading the electrical operation team to integrate a “high, strict, detailed, and practical” work style throughout the maintenance process, demonstrating a resolute implementation of the Thunder Action through precise execution.


During the C-level overhaul of Unit 2, the de-energization of the 6kV bus is a critical prerequisite for the smooth advancement of subsequent maintenance work, directly related to the safe operation of the system, and falls within the category of high-risk operations under the strict control of the Thunder Action. The electrical operation team strictly adhered to the action’s requirements for “upgrading safety control measures”, building a solid defense through dual measures: on one hand, strictly adhering to the “singing and repeating” system to ensure compliance at every step of the process and precision in every instruction, eliminating safety hazards from the operational phase; on the other hand, deepening the “mentorship” model to cultivate a talent pipeline in practice, ensuring the current maintenance tasks are carried out safely and efficiently while laying a solid foundation for long-term safe production, effectively implementing the Thunder Action’s requirements to “strengthen on-site safety management and enhance overall safety capabilities”.
To further solidify control responsibilities, Yang Jinlong and Shi Junjie led the establishment of a joint supervision team, forming a dual guarantee system of “management + technology” with Song Yifeng, stationed on-site for supervision, strictly enforcing the Thunder Action’s regulations on “high-risk operations during key periods requiring elevated management and on-site supervision”. Yang Jinlong closely monitored critical isolation steps, repeatedly emphasizing the normative requirements, especially during the issuing and revoking of orders, requiring a strong awareness of norms, ensuring the verification of adjacent operating equipment numbers to guarantee complete isolation and eliminate blind operations; Shi Junjie simultaneously checked the execution progress of operation tickets and the implementation of safety measures, with the three collaborating and working in the same direction to ensure every step complies with the Thunder Action’s hard standard of “no operation without supervision”. Song Yifeng adhered to the principle of “precise prevention and control of high-risk operations”, repeatedly verifying standard work tickets before operations, formulating special on-site control measures based on the characteristics of Unit 2’s equipment, and organizing multiple rounds of simulation drills with the electrical operation team to anticipate and resolve potential risks such as equipment number confusion and isolation measure omissions; during operations, he closely monitored technical details, providing real-time guidance to the team on verifying equipment parameters, strictly following the action’s guidelines of “no operation without supervision, no advancement without norms”, establishing a solid technical safety barrier for high-risk operations.
“The de-energization operation of the 6kV 2A section of Unit 2 is ready, applying to execute the operation ticket!” As the supervisor reported to the shift leader, the operation officially commenced. Under the technical guidance of Song Yifeng and the on-site supervision of Yang Jinlong and Shi Junjie, the electrical operation team strictly followed the requirements for “standardizing ‘two ticket’ management” in the Thunder Action’s “major inspections and major rectifications”, checking each step and proceeding according to the steps. After the operation was completed, Song Yifeng promptly conducted a comprehensive check of the equipment status, confirming accuracy before reporting to the joint supervision team and the shift leader: “The de-energization operation of the 6kV 2A section of Unit 2 has been completed, and the equipment status is normal!”
This de-energization operation of the 6kV 2A section during the C-level overhaul of Unit 2 is a vivid practice of the Power Operation Department in implementing the Thunder Action. Yang Jinlong and Shi Junjie enforced strict management to solidify safety responsibilities, leading the electrical operation team to always maintain “zero harm” as the bottom line and “strict control” as the means, ensuring not only the safety of high-risk operations but also enhancing the team’s dual capabilities of “technology + safety”, contributing solid operational strength to the company’s robust advancement of the Thunder Action and the stability of safety production.
