Recently, in the clean workshop of the Lu’an Jin’an Economic Development Zone, shiny gallium nitride wafers are circulating on the automated production line. Yang Lixun, Deputy General Manager of the Technology Center of Anhui Ge’en Semiconductor Co., Ltd., is carefully inspecting the details of a laser chip just off the production line through a microscope, stating, “This high-end gallium nitride laser chip has long been monopolized by foreign countries. We have not only broken through the technical bottleneck but also achieved large-scale production within two years.” Behind him, technicians in dust-proof clothing are conducting final inspections on chips that are about to be sent to an artificial intelligence company in Shanghai.
This is a microcosm of the strategic emerging industry development in Jin’an District. The district has positioned the semiconductor industry as a breakthrough for high-quality regional economic development, promoting the semiconductor industry from scratch and from weak to strong through systematic layout and full-chain support, paving a unique path for the continuous growth and consolidation of strategic emerging industries.
To solidify the industrial foundation, Jin’an District has implemented a policy “combination punch.” In 2024, it will introduce the “Implementation Plan for Building a National Semiconductor Laser Industry Base in Jin’an District,” with high standards for planning and constructing a 550-acre electronic information industrial park, establishing an industrial investment fund, and creating a comprehensive support system covering talent, R&D, and market. “Our goal is to create a future industrial cluster led by semiconductors with continuous innovation capabilities, rather than simply introducing a few projects,” said a relevant official from the Jin’an District government.
As a leading enterprise in the park’s semiconductor industry, Ge’en Semiconductor has gathered a high-level talent team, including nearly 20 PhDs, and maintains a research and development investment intensity of over 30% of its operating income. Currently, it has applied for more than 500 patents, with nearly 200 patents granted.
“The semiconductor industry has a high technical threshold and long investment cycles. Without continuous policy support, it is difficult for enterprises to establish a foothold during the startup phase,” Yang Lixun lamented. Today, Ge’en Semiconductor has become one of the few companies globally that master the IDM full-chain model, with an expected output value of 200 million yuan by 2025.
The industrial agglomeration effect in the Jin’an Economic Development Zone is becoming increasingly prominent. So far, the park has attracted 29 semiconductor-related enterprises, forming a complete industrial chain from materials, equipment to design, manufacturing, and packaging testing. From January to August this year, the semiconductor industry in the park achieved an output value of over 1.6 billion yuan, a year-on-year increase of over 70%, demonstrating strong development momentum.
Walking into the park, workers are busy installing and debugging equipment in the newly built 50,000 square meter standardized factory. Not far from the factory, technical backbones from Hefei, Shanghai, and other places have already moved into the supporting talent apartments. The entire park presents a vibrant scene of integrated production and urban development.
“We not only want to introduce high-quality enterprises but also create an industrial ecosystem that retains and fosters the development of these enterprises,” said Zhu Wenjing, Deputy Director of the Jin’an Economic Development Zone Management Committee. The park has innovatively constructed a service system of “three libraries and one platform,” providing precise services for enterprises through a technology enterprise cultivation library, a technology supply and demand matching library, and a technology research project reserve library; at the same time, it has built a public R&D service platform to allow small and medium-sized enterprises to share cutting-edge equipment.
The Anhui Industrial Technology Innovation Research Institute Lu’an Institute plays an important role in promoting the integration of industry, academia, and research. Director Hu Kun told reporters that the institute has successfully introduced 29 innovation and entrepreneurship teams and facilitated 22 industry-university-research collaborations, “We are working hard to build a complete innovation chain from technology R&D to achievement transformation, providing continuous technical support for the development of the semiconductor industry.”
The effectiveness of industrial development is reflected in various economic indicators. In the first three quarters of 2025, industrial investment in Jin’an District increased by 31.5% year-on-year, with technological transformation investment increasing by 67.8%, both ranking among the top in Lu’an City. Behind these numbers is the new development momentum brought by the semiconductor industry.
At the other end of the park, Anhui Saifulisi Semiconductor Technology Co., Ltd. has intelligent equipment operating at high speed, with workers rushing to fulfill a batch of orders destined for Europe. “We are an enterprise introduced from Xi’an through the Yangtze River Delta industrial collaboration mechanism,” said Vice President Shen Chen, “After landing, we developed rapidly, with orders exceeding 10 million yuan in the first month of production.”
“Consolidating and enhancing the advantages of strategic emerging industries requires continuous innovation and systematic promotion,” said a relevant official from the Jin’an District government, who stated that they will continue to deepen industrial cooperation with the Yangtze River Delta region, actively promote the construction of the Hefei-Lu’an Economic Corridor, and strive to build a nationally influential semiconductor industry base.
