Embedded Supervision Safeguards the New Agricultural Hub ‘Fruit Bank’

In early winter, the 60,000 acres of apple orchards in Xinyingpan Township, Ninglang County, bask in the warm sunlight, with heavy fruits bending the branches, and the air filled with the sweet aroma of fruit. This year, with the successful completion of the first phase of the Xinyingpan Modern Agricultural Industrial Park, a highland characteristic modern agricultural industrial demonstration zone integrating agricultural product processing, exhibition and sales, warehousing logistics, and e-commerce has officially commenced operations.

In the workshop, an intelligent sorting line capable of processing 10 tons of apples per hour operates continuously, with bright red apples lined up on the conveyor belt as workers skillfully sort them. Nearby, a cold storage facility with a capacity of 22,000 cubic meters stands like a ‘fruit bank’, quietly welcoming the arrival of the harvest season.

Early in the morning, Sister Yang from Maojia Village ties on her apron and walks with her neighbor, chatting and laughing towards the sorting workshop of the industrial park. ‘In the past, at this time, I was either busy working in other places or worrying about how much I could sell those few acres of corn. Now it’s great; I can get to work in just ten minutes, earn over a hundred yuan a day, and still take care of my family.’ In the workshop, workers stand on either side of the assembly line, skillfully picking apples. Sister Yang works efficiently while chatting with a young girl next to her: ‘Xiao Fen, you used to work in Kunming, why are you back now?’ Xiao Fen shyly smiles: ‘I earned more in the city, but expenses were high, and I hardly saw my parents all year. Now working here, I get meals at noon, which is much better than being outside.’

This ‘happiness at the doorstep’ is inseparable from the solid guarantee of disciplinary supervision. During the construction of the industrial park, the township’s discipline inspection commission implemented ’embedded’ supervision throughout the entire project cycle, strictly controlling every aspect from land transfer, fund usage to project quality. ‘We must ensure that every penny is spent wisely and that every project truly benefits the people,’ said a staff member from the township’s discipline inspection commission, who often goes to the front lines of construction to understand the demands of the masses and solve practical problems.

In the early stages of the project, the township’s discipline inspection commission urged relevant units to strictly implement the ‘Four Discussions and Two Publicities’ system to ensure the public’s right to know and participate. During construction, in response to issues raised by the public regarding the timely payment of labor income, the commission intervened promptly to supervise rectification, ensuring that farmers’ wages are paid on time and in full. ‘Now our wages are settled daily; we can get paid right after finishing work, which is very reassuring,’ said Brother Li, who works at the industrial park.

Currently, the apple planting area in Xinyingpan Township has reached 60,000 acres, with an annual output of 135,000 tons and a production value exceeding 200 million yuan. The industrial park has provided numerous job opportunities for surrounding farmers, allowing them to increase their income right at their doorstep. With Ninglang County launching a three-year action plan for the high-quality development of the forestry and fruit industry, Xinyingpan Township will further expand its industrial scale and improve product quality through the ‘Five Batch’ project, driving more people to increase their income and become prosperous.
