Effectiveness Evaluation Report of Soil Remediation Project for the BSP0-0103 Unit 0311-03 Plot in Gucun Large Residential Community, Baoshan District, Shanghai

The BSP0-0103 Unit0311-03plot(Remediation of Initial Adjustment Plot) (hereinafter referred to as “the plot”) is located in Gucun Town, Baoshan District, Shanghai. It is bordered to the east by the0311-02 and0311-04 plots (west side of Lianyang Road), to the south by the0311-02 plot (north side of Mengsijing), to the west by the0311-02 plot (east side of Mengsijing), and to the north by Poyang Lake Road, covering an area of 27,477.5 m2.Historically, this plot was mainly agricultural land, waterways, and industrial enterprises; currently, it is vacant land surrounded by fencing and monitored by dedicated personnel. According to the planning document “Detailed Control Planning for the Large Residential Community in Gucun, Baoshan District, ShanghaiBSP0-0101,BSP0-0102,BSP0-0103,BSP0-0104 Units”, the future plan for the plot is for three types of residential group land (Rr3), classified as the first type of land in the “Soil Environmental Quality Construction Land Soil Pollution Risk Control Standards (Trial)” (GB 36600-2018), and categorized as 070102 second-class urban residential land in the “Guidelines for Land Classification for National Land Space Survey, Planning, and Use Control”.

The project team of Shanghai Geological and Mineral Engineering Survey (Group) Co., Ltd. was commissioned by the owner, Shanghai Real Estate Northern Investment Development Co., Ltd., to carry out the effectiveness evaluation of the soil remediation project for the BSP0-0103 Unit0311-03 plot (Remediation of Initial Adjustment Plot). The conclusions from the effectiveness evaluation are as follows:

(1) During the construction period of the remediation project, this evaluation unit conducted a process evaluation of the remediation project, including the implementation overview of the remediation project and the implementation of secondary pollution prevention measures. The evaluation concluded that the project implementation and secondary pollution prevention measures met the requirements of the remediation plan, technical guidelines, and other relevant standards;

(2) The test results of target pollutants in the samples from the excavation of the foundation pit were all below the target values for pit clearance, indicating that the excavation met the standards;

(3) The test results of target pollutants in the soil samples after remediation were all below the target values in the remediation technical plan; the monitoring results of potential secondary products during the chemical oxidation remediation process met relevant standards, indicating that the soil remediation met the standards;

(4) The test results of soil and groundwater samples in potential secondary pollution areas were all below the assessment standard values, indicating that the implementation of the remediation project did not cause secondary pollution.

In summary, the soil in the BSP0-0103 Unit0311-03 plot (Remediation of Initial Adjustment Plot) in Gucun Large Residential Community, Baoshan District, Shanghai, has reached the remediation target after being remediated by the construction unit, meeting the environmental protection requirements for subsequent development and utilization of the plot, and can be developed as first-class land.
