Intelligent robots, transitioning from industrial workshops to everyday life, are showcasing the infinite possibilities of the deep integration of artificial intelligence and the real economy in a highly engaging and interactive manner.
The 2025 Baoshan Intelligent Robotics Industry Conference and Carnival, an annual event that integrates industry discussions, technology demonstrations, and experiential scenarios, not only allows professional audiences to witness cutting-edge technological breakthroughs but also enables ordinary citizens to genuinely feel that the era of intelligent robots is accelerating. As an important hub for Shanghai’s robotics industry, Baoshan is fully promoting the robotics and intelligent manufacturing industry towards a new stage of high-quality development with a clear strategic layout, solid industrial foundation, and an open innovation ecosystem.
At the opening ceremony, Deputy Secretary of the Baoshan District Committee and District Mayor Deng Xiaodong pointed out that Baoshan’s robotics and high-end equipment have been included in the first batch of “city-district coordinated” trillion-level industrial clusters in the city, with a series of landmark projects like the Shanghai Electric High-end Intelligent Equipment Base accelerating their implementation. Behind this series of achievements is Baoshan’s years of deep cultivation and accumulation in the robotics industry. From international robotics giants like Fanuc and Yaskawa to local innovative enterprises like Yushu Technology and Kepler, a number of upstream and downstream enterprises in the industrial chain have taken root in Baoshan, forming a complete industrial ecosystem from core components to complete machine integration, from R&D design to scenario application. “For more than a decade, Baoshan has continuously prioritized the development of intelligent robots as a key pillar industry within the district,” emphasized Han Dadong, a second-level inspector of the Shanghai Municipal Economic and Information Commission. To optimize the industrial spatial layout, Baoshan has constructed an industrial spatial pattern centered on the Shanghai Robotics Industry Park as the core area, with the High-tech Park as the industrial expansion area and Nanda as the technology source area. In terms of enhancing platform functionality, Baoshan, Shanghai University, and Yushu Technology have jointly established high-level R&D platforms such as the “Shanghai University General Intelligent Robotics Research Institute,” focusing on technical breakthroughs in robot motion control, embodied intelligence, and advanced detection methods. Scene-driven: Moving from “Laboratory” to “Application Field” “True innovation comes from real demand,” emphasized Xiao Gang, a member of the Standing Committee of the Baoshan District Committee and Deputy District Mayor, when releasing the “Action Plan for High-Quality Promotion of Humanoid Robot Industry Innovation Development in Baoshan District.” Baoshan will open high-quality application scenarios in four major areas: manufacturing, cultural tourism, public services, and urban governance, inviting global enterprises to make Baoshan their “best testing ground.”
During the keynote forum, three industry experts elaborated on the development path of intelligent robots from different dimensions. Academician Zhu Junhao from the Chinese Academy of Sciences explained the core logic of the integration of the intelligent era and the robotics industry, pointing out that the core of intelligent robots lies in three capabilities: “dynamic perception, intelligent recognition, and automatic response.”
Chief Scientist Jiang Lei of the National and Local Jointly Built Humanoid Robot Innovation Center focused on the two themes of “open source” and “standards” in his presentation. He believes that the open-source ecosystem has accelerated the rapid popularization of humanoid robot technology, while standardization will be the key to the next stage of industrial scaling. Chief Scientist Yan Weixin of the Shanghai Artificial Intelligence Research Institute emphasized that “the true implementation of humanoid robots will certainly be through the integration of large and small brains to compensate for the dexterous operational capabilities that current industrial collaborative robots cannot achieve.”
Currently, Baoshan is continuously expanding the supply-demand matching of application scenarios, such as the Longtan Observation Tower guide robot and the Baosteel converter workshop inspection robot dog. These provide indispensable real data and application feedback for technological innovation, forming a rapid iteration closed loop of “testing and modifying, becoming more adept with use.”

According to the “Action Plan for High-Quality Promotion of Humanoid Robot Industry Innovation Development in Baoshan District,” Xiao Gang pointed out that Baoshan’s vision is to become a model area for the source of humanoid robot technology, achievement transformation, and scenario demonstration by 2027, contributing solid Baoshan strength to the development of the robotics industry in Shanghai and even China. The plan proposes a three-dimensional spatial carrier planning of “one port, one park, one base”: the Nanda Humanoid Robot Innovation Port as the core engine for R&D training, the Shanghai Robotics Industry Park and its industrial radiation area as a solid base for industrialization, and application bases like Baoshan High-tech Zone as a broad stage for demonstration and promotion. “The complementary functions of one port, one park, and one base will promote coordinated development, providing enterprises with full lifecycle support from 0 to 1 and then to N,” said Xiao Gang. “We welcome more robotics companies to settle in Baoshan and deepen their roots here, working together to strengthen the Baoshan robotics industry.” Deng Xiaodong promised that Baoshan will “make every effort to provide more convenient services for various enterprises settling in Baoshan and gather higher-quality innovative elements,” fully creating a first-class business environment that is market-oriented, law-based, and internationalized.
