In August 2022, the Party Committee of the Business Center was established simultaneously with the Building Affairs Committee. Under the leadership of the party organization, this business building, which gathers 105 companies and nearly 6000 white-collar workers, is solving the difficulties of party building in buildings, such as “difficulty in gathering party members, difficulty in carrying out activities, and difficulty in providing precise services,” through a “Party Building + Governance” model.In 2025, the Party Committee of the Business Center was awarded the honorary title of “Pioneer Fortress of the New Era” in Shanghai.

“The distinctive features of our building are the high number of foreign enterprises, a large number of young white-collar workers, and the strong mobility of party members.”
Secretary Zhang Yue of the Business Center Party Committee admitted that in the early stages of establishment, party building faced many challenges: some party members were reluctant to reveal their identities due to the corporate atmosphere, becoming “pocket party members”; the fast-paced work rhythm of white-collar workers made it difficult to find time to participate in organizational life; and companies were “door-to-door strangers,” making it hard to connect resources.
The solution lies in
innovations that precisely meet needs.
“During the lunch hour,there are party classes, empowerment training, and convenient services,which are perfect for us!”
The “Party Class + Empowerment” activity mentioned by white-collar worker Xiao Li at the Business Center is the “signature dish” of the building’s party committee.
Utilizing the break time from 12 PM to 1 PM, the committee combines red-themed party classes with activities like music box making, ukulele DIY, and public welfare clinics,transforming “I have to participate” into “I want to participate.”Now, the activities have upgraded from “group classes” to “direct sessions,” delivered straight to the companies.
To address the issue of “invisible” party members, the committee established a democratic discussion platform through the “Building Affairs Committee,” dynamically grasping party member information and needs through online surveys and offline visits.
“We do not implement a ‘one-size-fits-all’ approach, but rather use services to encourage party members to reveal their identities voluntarily.”
Zhang Yue cited an example of a party member from a Japanese company in the building who was initially reluctant to disclose their identity but actively contacted the party committee after participating in an environmental public welfare activity: “I didn’t expect party building activities to be so down-to-earth; I want to join the organizational life.”

In 2022, with the establishment of the Building Party Committee and the Building Affairs Committee, the rooftop garden project was born.
Ten member units of the Building Affairs Committee, under the leadership of the party committee, each claimed a plot of land to plant various vegetables according to seasonal changes.The harvested vegetables are given to sanitation workers, white-collar workers, cleaners, couriers, and nearby elderly people living alone,conveying warmth and care from the business center. This is a microcosm of the building’s party building “environmental protection + health” brand.
In the field of public welfare,the “One Hour Encounter” volunteer service project connects the building with the community:Benson-style barbers provide free haircuts for elderly residents; volunteers from Zhonghui Life Insurance help six disadvantaged elderly people regularly with care packages; dentists move their free clinic into the residential area…
The “Party Class + Empowerment,” “Public Welfare + Micro Wishes,” and “Environmental Protection + Health” three-dimensional service network built by the Party Committee is integrating party building work into the fabric of the building.
From “Fighting Alone” to “Co-Governance and Sharing”

“During peak hours, robots compete for elevators; can we adjust the delivery times?” “The hallway lights are too dim; it feels a bit scary to work late…”
At the monthly party committee meeting, members express their opinions freely. These seemingly trivial requests are always responded to quickly. Now, robot deliveries are paused during the morning peak from 8:50 to 9:10, and lighting facilities have been added in the hallways,addressing the “key small matters” of enterprises and white-collar workers one by one.
In addition, an electrical company once raised the issue of how to handle high-end appliances that were out of season; the committee immediately facilitated a connection, enabling it to collaborate with another company in the building to use the appliances for model room decoration, thus reducing inventory and procurement costs.
Over the past three years, nearly twenty such livelihood issues have been resolved:shared bicycles parked haphazardly, designated areas were established; companies faced obstacles in settling talent, and the street’s business office provided precise policy interpretations… The mechanism of “building affairs discussed, managed, and handled by the building” has led to a 10% decrease in building conflicts and disputes, with a 100% satisfaction rate among enterprises.
From “Party Building Leadership” to “Ecological Co-Prosperity”
The resilience behind an 85% occupancy rate
“In recent years, many buildings have seen a decline in occupancy rates; our ability to maintain 85% is due to ‘retaining enterprises and retaining people,'” said Zhang Yue.
After the establishment of the building’s party committee, through the “Party Building + Industry Chain” linkage, enterprises are encouraged to share supply chain resources, conduct joint recruitment, and reduce operating costs; street functional departments regularly participate in “Business Partner Days” to interpret tax reduction and talent introduction policies; property management has launched warm services like “cool windows for overtime workers”… A series of measures have strengthened enterprises’ willingness to settle: some companies that originally planned to relocate ultimately decided to renew their leases due to high employee satisfaction with the project.
“Party building in buildings is not just about signs and meetings,” Zhang Yue said, “it is real services and connections,allowing enterprises to want to stay and giving white-collar workers a sense of belonging.”“
In the next step, the Party Committee of the Business Center will continue to rely on the Building Affairs Committee platform, advocate the concept of “environmentally friendly buildings,” deepen the main line of “Party Building Integration ยท Power Navigation,” and promote the quality and efficiency of party building in buildings: relying on its own mini-program to create an online learning platform, establish a party member check-in points system, where points can be exchanged for consumption vouchers from merchants in the building, stimulating party members’ initiative to learn through “learning and application combined”; enhancing characteristic brands, expanding the scope of vegetable plot claims in the “rooftop garden,” and involving more enterprises in ecological planting and public welfare donations to extend the social value of the brand; deepening resource linkage, continuously carrying out the “Add Harmony and Enjoyment” series of activities, promoting co-construction and sharing of services, activities, and resources between building enterprises and street shops, further building a governance community under the leadership of party building.
