On March 13, 2025, the Ministry of Housing and Urban-Rural Development released the national standard “Residential Project Specifications” (hereinafter referred to as “Specifications”), aiming for safety, comfort, green living, and intelligence. It stipulates regulations regarding the construction, use, and maintenance of residential projects in terms of scale, layout, function, performance, and key technical measures. Previously, Minister Ni Hong stated in response to reporters that efforts should be accelerated to build “good houses” that are “safe, comfortable, green, and intelligent.” This indicates that building “good houses” is not only a public need but also a key focus for future governmental work. Among these, “safety” is the primary element that a “good house” must possess.
The “Draft Guidelines for Good Housing Design in Sichuan Province” (hereinafter referred to as “Draft Guidelines”), recently compiled by the Sichuan Provincial Department of Housing and Urban-Rural Development, has put forward clear requirements regarding safety and other aspects. San Yi Kang Yang’s Shigu Huating has proactively integrated “nine major security systems and eight major intelligent systems,” deeply embedding the “safety factor” into community and indoor design through both hardware and software, thus establishing a new paradigm for community safety that perfectly aligns with the safety upgrade requirements under policy guidance.

In terms of residential security, the “Draft Guidelines” require that communities implement non-contact access control at entrances and exits, unit entrances, and elevators, or provide contactless item services. Additionally, it mandates the installation of video surveillance systems for monitoring high-altitude object throwing within the community.
San Yi Kang Yang’s Shigu Huating has submitted its community safety solutions from three dimensions: community hardware, community services, and home safety.
Community Hardware: The community gate is equipped with a facial recognition system to enable contactless entry; the community is also equipped with 720° surround security monitoring, 24-hour gate management, intelligent visitor management, offline facial recognition, automatic power supply during emergencies, emergency alarm systems, and high-altitude object throwing cameras and a series of security systems, creating a safety net for residents in public spaces.

Community Services: San Yi Kang Yang’s Shigu Huating is equipped with three professional teams: social workers, caregivers, and property management, providing meticulous services to homeowners. For instance, in terms of health and wellness services, the community utilizes the “e Xiao Kang” health big data platform, allowing residents to order health services through various means such as phone, mobile app, or customer service. Caregivers document the entire service process, which can be viewed by family members on their phones, ensuring that “the process is recorded, comparisons are made, and services are traceable”, further ensuring service safety.

Home Safety: For residents’ homes, San Yi Kang Yang’s Shigu Huating provides free gas leak alarms and one-click emergency call services as two major safety measures. Additionally, it offers customized elderly-friendly renovations and smart home services based on the needs of seniors, including the installation of human body sensing infrared cameras, elderly care managers, anti-fall infrared devices, and vital sign monitors, which effectively prevent accidents for the elderly at home. These smart devices can connect to the community’s intelligent safety center, and upon receiving warning signals, property staff can quickly confirm the elderly person’s condition.

These measures align with the policy’s guidance on community security, comprehensively and effectively enhancing the safety of residents’ living environments.

The “Specifications” systematically propose requirements for barrier-free and elderly-friendly construction. For example, it requires that handrails be installed next to toilets and bathing facilities or that conditions for installation be reserved; it mandates that each residential unit must have at least one barrier-free public entrance; it raises the minimum width requirements for doors and bathroom doors to facilitate the entry of elderly individuals or wheelchair access; and it specifies requirements for elevator cabin dimensions and emergency call button heights.
Based on the positioning of “age-friendly ecological intelligent health and wellness,” San Yi Kang Yang’s Shigu Huating strictly adheres to the construction standards for “elderly-friendly communities” and “child-friendly communities,” making it the first community in the area to implement comprehensive barrier-free and elderly-friendly construction.
Currently, San Yi Kang Yang’s Shigu Huating employs a “gentle slope + no threshold” design throughout, ensuring smooth and unobstructed pathways for wheelchair access; in functional spaces such as the wellness park, neighborhood house, and enjoyment space, elderly-friendly designs are fully implemented, with elderly-friendly furniture and walking aids in place; in public restrooms, barrier-free handrails, one-click alarm buttons, and anti-slip flooring are installed according to national standards, preventing falls for the elderly while using the restroom; these products effectively meet the needs of elderly residents and help them identify safety hazards, ensuring personal safety.


The “Draft Guidelines” emphasize that residential communities should ensure rapid fire response capabilities, suggesting the integration of micro fire stations or dedicated fire brigades into planning.
San Yi Kang Yang’s Shigu Huating is located just 900 meters from the town’s fire station, giving it a unique advantage in professional response capabilities. Additionally, the community employs a “internal training + external recruitment” dual approach to further strengthen fire safety work. First, it establishes and improves fire safety emergency plans and links the intelligent fire control system with the security system, regularly conducting fire equipment inspections and organizing fire drills to enhance fire prevention and emergency response capabilities; second, it proactively contacts fire safety and elevator maintenance authorities, bringing in instructors to conduct on-site inspections and training. This model aligns with policy advocacy for fire safety management and helps reduce fire risks.


The “Draft Guidelines” mention that communities should implement designs for the separation of “people, vehicles, and non-motorized vehicles” and ensure reasonable connections with urban roads. They encourage communities with conditions to create aesthetically pleasing, user-friendly, and intelligent above-ground pedestrian pathways and underground vehicle pathways, considering the reduction of interference from different vehicles during travel, moving, emergency response, delivery, and waste collection.
San Yi Kang Yang’s Shigu Huating has conducted overall planning for both above-ground and underground layers, allowing vehicles to enter the community through dedicated entrances and directly into the underground parking garage, completely separating pedestrian and vehicle traffic, which helps enhance safety and order within the community. The internal roads of the community are widely open and unobstructed, with a width of 7.4m, fully accommodating special vehicles.

As an age-friendly ecological intelligent health and wellness community, San Yi Kang Yang’s Shigu Huating has implemented measures in community security, elderly-friendly design, fire safety, and vehicle-pedestrian separation that align with policy guidance, closely matching the safety standards of “good houses.” Particularly, its applications of intelligence and elderly-friendly construction are at the forefront of community development.
