
Recently, Chengdu City has introduced the “Management Measures for the Construction and Operation of Embedded Service Facilities in Urban Communities of Chengdu (Trial)” (hereinafter referred to as the “Management Measures”), aimed at standardizing the planning, construction, operation, and supervision of embedded service facilities in urban communities across the city. Community embedded service facilities refer to functional facilities and adaptive services embedded in public spaces of communities (residential areas), primarily providing diverse services such as elderly care, childcare, community meal assistance, and more for residents. These facilities are located within walking distance for residents, aiming to meet daily living needs and enhance the quality of community services. Specifically, they include care services for the elderly and children, convenient dining services for residents, as well as comprehensive services such as health management and cultural activities. The “Management Measures” are an important initiative by Chengdu to implement the national requirements for the construction of embedded service facilities in urban communities, tailored to local realities, establishing a complete policy framework and management system to promote the orderly, efficient, and safe implementation of beneficial projects for the public.
Clarifying Responsibilities
Forming a Collaborative Effort Across Multiple Departments
The “Management Measures” clarify the division of responsibilities among various departments, establishing an efficient collaborative working mechanism. The Municipal Development and Reform Commission is responsible for overall coordination, the Municipal Housing and Urban-Rural Development Bureau guides construction in conjunction with projects such as the renovation of old residential areas and the construction of complete communities, the Municipal Party Committee’s Social Work Department coordinates the leadership of grassroots governance, fostering participation from multiple entities, the Municipal Planning and Natural Resources Bureau strengthens land element guarantees, and various industry authorities such as education, civil affairs, and health improve support measures in their respective fields and guide implementation and supervision. Each district (city) and county is responsible for project construction, operation, and management, with clear divisions of rights and responsibilities ensuring effective support throughout the entire process from planning to implementation.
Strengthening Land Use Guarantees
Providing Core Support for Facility Construction
In terms of land use and planning, the “Management Measures” provide strong support policies, clearly stating that when preparing land spatial planning, the demand for embedded service facilities must be considered comprehensively, and priority must be given to securing land for their construction. The planning conditions for supplementary service facilities in old residential areas can be appropriately relaxed. Notably, community embedded service facilities constructed by the government, as non-profit public service facilities, are allowed to maintain their original land use for five years without change; for community embedded service facilities constructed through the renovation of existing buildings, the land use主体 and planning conditions can remain unchanged for five years. This move will significantly reduce construction management costs and provide strong guarantees for revitalizing community stock resources and accelerating facility construction.
Refining Construction Standards
Emphasizing Priority for the Elderly and Children with Functional Integration
Regarding how facilities should be built, what they should look like, and how functions should be configured, the “Management Measures” propose specific and detailed standards. It stipulates that the area of community comprehensive service facilities should not be less than 30 square meters for every hundred households, and encourages the construction of highly integrated community embedded service complexes, which should generally not be less than 600 square meters and must include at least three types of service functions. Among these, elderly care and childcare services are prioritized and encouraged, with a special requirement that childcare for infants and toddlers must be located on the third floor or below, fully reflecting the safety and convenience considerations for infant care.
Broadening Construction Ideas
Classified Policies to Solve Spatial Challenges
The “Management Measures” propose an innovative classified construction path of “new construction and supplementary construction” for different community types. For new residential areas, it is clearly stipulated that construction requirements must be proposed at the time of land transfer to ensure that embedded service facilities are “planned, constructed, accepted, and delivered simultaneously” with the new residential area, guaranteeing the facilities’ implementation from the source. For existing communities, it encourages revitalizing idle resources through various means such as “supplementing, expanding, and renovating,” fully exploring the service functions of idle and inefficiently utilized community embedded service facilities for adjustment, and also allows for the renovation of existing non-residential spaces such as commercial buildings, office buildings, and old factories, greatly enhancing the flexibility and operability of the policy, opening new channels to address service shortfalls.
Innovating Operation Models
Ensuring Sustainable and High-Quality Inclusive Services
To ensure that facilities are not only “well-built” but also “well-used,” the “Management Measures” encourage diversified and market-oriented operation models. It proposes various models such as “public construction and private operation,” “private operation with public assistance,” and “government purchasing services,” which not only leverage the leading role of the government but also fully stimulate market vitality. By providing low-cost venues and implementing operational reward subsidy measures, it encourages operating entities to offer affordable prices and guaranteed quality services, and explores the chain operation and entrusted management of specialized institutions, constructing a service system of “street-community-residential area,” aiming for sustainable development and avoiding the dilemma of facilities being idle or services not meeting standards after construction.
