
Recently, the Ministry of Industry and Information Technology issued the ‘Guidelines for High-Standard Digital Park Construction’ (hereinafter referred to as ‘Guidelines’). To better understand and implement the content of the ‘Guidelines’, the following interpretations are provided.
1. What is the background of the ‘Guidelines’?
General Secretary Xi Jinping emphasized the need to accelerate the integration of new generation information technology with manufacturing, enhancing the digital, networked, and intelligent development levels of the manufacturing industry. The ‘Suggestions of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development’ proposed promoting the digital transformation of manufacturing and accelerating changes in industrial models and corporate organizational forms. The ‘Action Plan for the Digital Transformation of Manufacturing’ aims to establish around 200 high-standard digital parks by 2027. The ‘Implementation Opinions of the General Office of the State Council on Accelerating Scene Cultivation and Open Promotion of Large-Scale Application of New Scenes’ clearly deploys the innovation of high-standard digital parks and other application scenarios in the manufacturing sector.
Building high-standard digital parks is a key measure to promote high-quality development of parks and an important tool for driving the digital transformation of the manufacturing industry. The new era and new journey of accelerating the new type of industrialization impose higher requirements on the digital transformation of parks. The overall digital transformation of parks in our country is still in the exploratory stage, with various parks facing issues such as non-unified standards and unclear paths for promoting digital transformation. It is urgent to formulate the ‘Guidelines’ to accelerate the creation of a batch of high-standard digital parks, leading and driving various parks to speed up their digital transformation.
2. Who will build high-standard digital parks?
High-standard digital parks are built based on various parks or characteristic industrial parks (i.e., ‘parks within parks’) approved by the State Council or provincial (autonomous region, municipality) governments (including the Xinjiang Production and Construction Corps), with manufacturing and productive service industries as the leading sectors.
3. What makes high-standard digital parks ‘high’?
High-standard digital parks focus on the high-quality development of park industries, guiding parks to move towards the ‘four high’ standards of high-level industrial digitization, high-quality professional services, high-efficiency operational management, and high-capacity infrastructure.
—— High level of industrial digitization. The application of industrial internet covers all industries in the park, with a digital transformation coverage rate of 100% for industrial enterprises above designated size.
—— High quality of professional services. Providing high-quality digital public services in production, life, and government affairs, with the coverage rate of digital production service applications in industrial enterprises above designated size reaching 100%.
—— High efficiency of operational management. Establishing a digital operational management system covering key aspects such as asset management, economic operation monitoring, green low-carbon development, and safety emergency control, significantly improving the operational management efficiency of the park.
—— High capacity of infrastructure. The supporting role of digital infrastructure has significantly increased, with a dual-gigabit network coverage rate of 100%, effective deployment and application of computing power infrastructure, and significant improvements in data openness, sharing, and security assurance levels.
4. What construction tasks are proposed in the ‘Guidelines’?
The ‘Guidelines’ propose 13 construction tasks in four aspects centered around the ‘four high’ standards.
First, promote the digital transformation of industries, guiding various types of enterprises to widely carry out digital transformation, including creating benchmarks for enterprise digital transformation, conducting chain-based digital renovations, and strengthening digital transformation services for small and medium-sized enterprises.
Second, strengthen digital services in parks, providing comprehensive digital services based on the differentiated needs of enterprises, personnel, and management institutions, including expanding digital production services, upgrading digital life services, and optimizing digital government services.
Third, improve digital management in parks, enhancing the level of digital management in parks from the perspective of coordinated development and safety, including strengthening digital management of park assets, improving digital management of economic operations, promoting green low-carbon digital management, and reinforcing safety emergency digital management.
Fourth, solidify digital support capabilities, guiding parks to strengthen the construction of digital foundations, including improving digital infrastructure, building data development and utilization platforms, and enhancing digital security assurance levels.
5. How to promote the implementation of the ‘Guidelines’?
To ensure the smooth implementation of the ‘Guidelines’ and accelerate the construction of a batch of high-standard digital parks, three measures are proposed.
First, strengthen construction guidance. The Ministry of Industry and Information Technology will enhance guidance on the construction of high-standard digital parks, regularly selecting high-standard digital park creation targets and clarifying construction tasks. Local industrial and information technology authorities will evaluate according to the guidelines’ construction standards, formally designating those meeting the standards as high-standard digital parks.
Second, strengthen policy support. The Ministry of Industry and Information Technology will increase support for the construction of high-standard digital parks in conjunction with large-scale equipment updates and pilot projects for new manufacturing technologies. Local industrial and information technology authorities, governments of park locations, and park management institutions will fully utilize existing resources to strengthen the guarantee of elements for digital construction in parks and policy support.
Third, conduct effectiveness evaluations. The Ministry of Industry and Information Technology will develop an evaluation index system for the development of high-standard digital parks, conducting annual effectiveness evaluations, summarizing the achievements and typical models of high-standard digital park construction, and increasing publicity and promotion through organizing on-site meetings and experience exchange meetings.
