On November 17, according to media reports,the U.S. government recently proposed a clear semiconductor industry goal,ensuring that at least 50% of the chips used in the country are manufactured domestically, in order to reshape its leadership position in the global semiconductor manufacturing industry.

Semiconductors are core to key fields such as artificial intelligence, automotive, and communications, and their strategic value is increasingly prominent. However, over the past thirty years, the U.S. share of global semiconductor manufacturing has plummeted from 37% in 1990 to just 10% in 2022, a trend that is severely misaligned with the technological strategic needs of the U.S.

To reverse this situation, successive U.S. governments have continuously promoted policies to bring the industry back.From the key manufacturing incentives initiated during Trump’s first term, to the CHIPS and Science Act signed by Biden, and the current government’s proposed targeted tariff measures, a series of initiatives have prompted international semiconductor giants like TSMC and Samsung to invest heavily in building factories in the U.S.

The effects of these policies are gradually becoming apparent. In 2024, global semiconductor sales are expected to exceed $600 billion for the first time, reaching $630.5 billion. According to the World Semiconductor Trade Statistics Organization, global sales are projected to grow by 11.2% in 2025, reaching $701 billion, and are expected to reach $760.7 billion by 2026. Notably, the Americas region has become the fastest-growing market, with a year-on-year growth rate of 44.4%.

To achieve the 50% self-sufficiency target, the U.S. government plans to further strengthen policy tools,including imposing tariffs on semiconductor imports and establishing a “chip-for-chip” tax credit mechanism to incentivize companies to prioritize the procurement of domestically produced chips.
