On November 19, the Ministry of Industry and Information Technology held a press conference where He Yaqiong, Director of the Consumer Goods Industry Department, stated that in response to the data security and privacy protection issues highlighted by the rapid development of the AI toy industry, relevant departments will strengthen research and guide enterprises to enhance technical protection. They will timely research and formulate special standards to build a “digital defense line” for the information security of minors. This statement marks the upgrade of AI toy regulation from traditional physical safety to a dual safety dimension of “hardware + data”.

Market Boom: AI Toys Become a New Blue Ocean, Safety Standards Lagging Behind Raise Concerns
The deep integration of AI technology and the toy industry has given rise to a market worth hundreds of billions. Data shows that by 2024, the AI toy market in China will reach 24.6 billion yuan, with industry predictions indicating it will climb to 29 billion yuan by 2025. Products such as voice-interactive story machines and emotional companion robots, due to their educational and interactive nature, have become the first choice for young parents. However, behind the rapid market growth, the issue of lagging standard system construction is becoming increasingly prominent. Previously, the GB 6675 “Toy Safety” series of standards mainly focused on the physical safety of traditional materials and lacked clear specifications for voice collection, data transmission, and cloud storage in AI toys.

Emerging Risks: Biological Information Leakage Becomes a Core Hazard
The “intelligence” of AI toys is precisely the weak point of privacy security. These products generally come equipped with microphones, cameras, and other modules, achieving interaction through voice recognition and emotional computing technologies, inevitably collecting sensitive biological information such as children’s voices and faces. Research by the China Cybersecurity Association shows that some products have issues with excessive data collection, even illegally collecting family geographical locations and contact information. More alarmingly, small and medium-sized manufacturers, due to insufficient technical capabilities, have not deployed data encryption transmission mechanisms, posing risks of data theft by hackers; some products quietly expand their collection scope through firmware updates, making it difficult for parents to notice.

Multi-faceted Efforts: Enterprises Explore Technical Protection, Industry Initiatives Lead the Way
Before the regulatory signals were released, the industry had already begun self-regulatory practices. In September, the China Cybersecurity Association, in conjunction with 16 units, released the “Personal Information Protection Initiative for Smart Toys,” which clearly outlines eight principles, including data minimization and local processing priority. Leading enterprises have taken the lead in implementing technical protection solutions: Hape’s AI story machine is equipped with a physical power switch, and the microphone power supply circuit is connected to a MOSFET, allowing parents to manually cut off the collection function; BubblePal ensures data transmission security through AES-256 encryption technology, requires parental authorization for saving chat records, and supports deletion at any time. E-commerce platforms are also strengthening audits and increasing compliance spot-check frequencies to build a solid defense from the circulation link.

IV. Standard Implementation: Transition Period to Support Industry Transformation, Long-term Mechanism to be Established
According to He Yaqiong, the revised version of the “Toy Safety” standard has been completed, which for the first time incorporates information processing and privacy protection requirements for AI toys, specifying technical norms such as electrical isolation of smart modules and data minimization. Considering the compliance pressure on small and medium-sized enterprises, regulatory authorities will set a transition period and simultaneously promote testing institutions to establish supporting testing methods. Industry insiders point out that the implementation of standards needs to overcome three challenges: first, to refine the graded protection rules for different types of AI toys; second, to establish a regulatory mechanism for cross-border data flow in the cloud; and third, to assist small and medium-sized enterprises in technological upgrades through subsidies and other policies.

He Yaqiong emphasized that the safety governance of AI toys needs to form a synergy of “standard regulation + corporate responsibility + social supervision”. In the next step, the Ministry of Industry and Information Technology will work with the Cyberspace Administration, market supervision, and other departments to establish a data security risk monitoring system, while also conducting consumer education to guide parents to enhance their privacy protection awareness. With the improvement of the standard system, the AI toy industry will bid farewell to “barbaric growth” and move towards a high-quality development stage that balances safety and innovation.
