Function Description
The Shanghai Intelligent Sensor Industry Park is one of the first characteristic industrial parks in Shanghai, tasked with national strategic missions and a key development platform for the city. It is also the core of the “one body, two wings” layout of Shanghai’s integrated circuit industry in the “northern wing”. In 2023, the industrial park, as the reporting entity, successfully received national recognition as a characteristic industrial cluster for small and medium-sized enterprises in the Jiading District. The park is supported by research institutions and leading enterprises, focusing on three major fields: intelligent sensors, automotive chips, and IoT chips. It develops intelligent sensor industries based on MEMS semiconductor processes, covering categories such as force, light, sound, heat, magnetism, and environment. By breaking through core technologies in chips, components, and software, it promotes research and innovation in the integrated circuit and intelligent sensor industry chain, thereby addressing the shortcomings of “Chinese chips”.

In accordance with national and local industrial policies, the park focuses on supporting the entry and development of enterprises related to the integrated circuit and intelligent sensor industries. The park provides specialized R&D, office space, high-quality infrastructure, and convenient transportation facilities to ensure that enterprises can quickly establish and operate. Through customized services, policy application guidance, and investment and financing connections, it accelerates technological R&D and achievement transformation, cultivates core competitiveness, and promotes high-quality industrial development.
At the same time, the park is committed to building a high-quality industrial ecosystem, relying on high-level platforms such as the National Intelligent Sensor Innovation Center and the Industrial Research Institute, establishing industry cooperation and communication mechanisms, and promoting collaborative innovation among upstream and downstream enterprises in the industry chain, including material R&D, chip design, manufacturing, packaging, and application integration. By organizing technical seminars, industry matchmaking events, and supply chain cooperation, it promotes key technological breakthroughs and resource sharing, forming a complete closed-loop from R&D to commercialization, assisting in the regional industrial cluster and intelligent development.

The industrial park has always adhered to the dual approach of attracting and nurturing, continuously increasing the cultivation of high-tech enterprises within the park, and promoting the optimization of the industrial ecosystem. There are 14 national-level specialized and innovative “little giant” enterprises, 51 municipal-level specialized and innovative enterprises, and 84 high-tech enterprises in the park. The enterprises in the park continuously overcome difficulties, innovate breakthroughs, and exhibit strong development momentum.
2Industrial Cluster
The park gathers well-known enterprises such as New Aotian Technology, New Silicon Polymer, Intelligent Driving Continent, United Imaging Microelectronics, Jiading Production Line, Shengjian Technology, Liyang Chip, Yushi Technology, Huayi Technology, and Shangguang Communication, covering different links of the integrated circuit and intelligent sensor materials, design, manufacturing, packaging, and system application, forming a certain scale of industrial agglomeration development.
3Brand Building
The industrial park is responsible for the related work of the Jiading District Integrated Circuit Industry Chain Alliance, exploring new models for attracting investment, with the “chain master” unit responsible for integrating upstream and downstream resources of the industry chain, fully utilizing its advantages to attract more high-quality enterprises to settle in Jiading, and assisting in building an ecosystem for “chain master” enterprises. At the same time, the industrial park, guided by enterprise needs, creates a distinctive service brand called “Instant Perception” for enterprises, conducting various specialized activities from policy support, discussion exchanges, enterprise cultivation, to humanistic care, providing multi-dimensional and comprehensive support for enterprise growth.
