Three Efforts to Promote High-Quality Development of the AI Toy Industry
Beijing Daily:
Currently, China is vigorously promoting the “Artificial Intelligence +” initiative, actively fostering the development of an intelligent product ecosystem, and AI toys have become a new consumer trend. What new characteristics have emerged in the development of AI toys, and what considerations are there for promoting the empowerment of AI technology in the toy industry? He Yaqiong:Currently, driven by both technological revolution and consumption upgrade, China’s toy industry is entering a new stage of intelligent development. Especially with the deep integration of artificial intelligence technology and the traditional toy industry, it is accelerating the reshaping of product forms and value chain structures, making AI toys a new engine for promoting high-quality industrial development. The development of the AI toy industry shows three significant characteristics.First, stronger product integration. Toys have evolved into important carriers for the integrated application and innovative fusion of AI technology. Language models, visual models, etc., enable toy products to “understand,” “see,” and “think.” They can engage in cognitive processes and interact with users. At the same time, AI technology integrates with national cultural IP, significantly enhancing the technological and cultural value of toy products, thus increasing their added value.Second, redefined functional roles. Previously, toys mainly served as companions for children, focusing on entertainment. With the integration of AI technology in toy products, the role of toys in people’s lives has evolved from a single entertainment function to a “smart partner” that integrates educational enlightenment, emotional companionship, and creativity stimulation, transitioning from “unchanging” to “increasingly understanding you.”Third, comprehensive user coverage. AI toys break the age limitations of traditional toy products, achieving full coverage across all age groups, greatly satisfying the diverse consumption needs of various age demographics. For example, an AI memory assistant toy can remind elderly users to take medication on time, schedule medical appointments, play old songs, and tell historical stories, helping to alleviate memory decline, and is well-received by older adults. Many AI toys can connect to Wi-Fi or Bluetooth, enabling internet access and downloading of the latest content. The next step for our ministry is to strengthen collaboration with relevant departments to jointly promote the high-quality development of the AI toy industry.First, focus on policy support. We will work with relevant departments to formulate and publish implementation plans to promote the adaptation of supply and demand in consumer goods, guiding toy companies to apply AI technology to create more new demands. AI toys will stimulate children’s creativity, provide personalized companionship, and guide children in learning and growth through interaction.Second, focus on promoting product innovation. We encourage toy companies and AI technology companies to collaborate, leveraging market demand insights and the advantages of new technology integration to incorporate more excellent traditional culture into toys, creating more popular AI toy products that lead consumer trends and allow children to immerse themselves in AI technology and Chinese culture.Third, focus on regulating industry development. In response to consumer concerns regarding data security and network security of AI toys, we will work with relevant departments to strengthen assessments, guiding toy companies to enhance technical protection while timely researching and formulating relevant standards to effectively ensure the quality and safety of AI toys and data privacy. Thank you!

AI Toy Industry Scale
In recent years, the variety of toy products in China has significantly increased, quality has continuously improved, and the standard system has been continuously refined. According to statistics, in 2024, the market size of AI toys in China is approximately 24.6 billion yuan, and it is expected to increase to 29 billion yuan in 2025. Toys made from plush, fabric, wood, metal, and plastic have basically achieved full coverage, with innovative products such as educational toys and smart toys leading new trends. Among them, artificial intelligence and large applications inject new life into toy products, making interactive, characterful, and memory-capable AI toys particularly popular among young people.
