Green Initiatives in Embedded Communities: From Policy to Practice – A Model of Low-Carbon Living by Sanyi Health and Shigu Huating

In recent months, various relevant departments have introduced numerous policies that set clear standards for the construction of “good houses.” Among these, “green and low-carbon” has become a frequently mentioned term in many documents.

The “Residential Project Specifications” (hereinafter referred to as “Specifications”), issued by the Ministry of Housing and Urban-Rural Development and effective from May 1, 2025, clearly states the principle of “green and low-carbon” construction for residential projects tailored to local conditions. The “Design Guidelines for Good Housing in Sichuan Province (Draft for Comments)” (hereinafter referred to as “Draft for Comments”), recently compiled by the Sichuan Provincial Department of Housing and Urban-Rural Development, also requires that housing construction integrate design with industrialization, digitalization, and greening, providing comprehensive technical solutions and adopting new technologies for energy conservation and emission reduction from a life-cycle perspective. It is evident that “green and low-carbon” is an important standard for the construction of “good houses.”

Driven by both policy guidance and market demand, Sanyi Health and Shigu Huating have implemented the “good house” standards with a core philosophy of “green and low-carbon” across all aspects from material selection, community planning to operational management. Specifically, the project systematically achieves a high degree of alignment with national standards and provincial guidelines through three major dimensions: the rigorous application of green building materials, the meticulous creation of ecological communities, and innovative practices of zero waste concepts, thereby creating a truly healthy and livable environment for residents.

The “Draft for Comments” proposes that the ground of public areas such as children’s activity spaces should use non-toxic building materials, such as rubber mats and artificial turf.

Sanyi Health and Shigu Huating have meticulously created an ecological leisure space surrounding the central courtyard, providing owners with a healthy and comfortable outdoor activity area. Among these, the Sunny Grass Slope features environmentally friendly pebble pathways, complemented by a healthy jogging track approximately 400 meters long, with all facilities made from green and non-toxic building materials. This carefully designed circular leisure belt allows residents to enjoy leisurely activities such as walking and jogging at any time, breathing fresh air and relaxing after meals.

This “Specification” sets upper limits on housing plot ratios based on climate zones and building heights (e.g., high-rise residential plot ratio ≤ 2.8~3.1). The “Draft for Comments” suggests that residential areas should reasonably enhance the level of greening, with concentrated green spaces meeting a width of no less than 8m and an area of no less than 400㎡; residents should ideally see greenery within 300 meters and parks within 500 meters; a green travel system should be constructed, ensuring smooth connections between pedestrian systems in residential areas and city sidewalks, non-motorized vehicle lanes, and public transport stations.

External Environment: Sanyi Health and Shigu Huating is located in Shigu Town, Shifang City, surrounded by rich ecological natural resources, beautiful environments, and pleasant climates. The forest coverage rate in Shifang City reaches 46.7%, making it a natural ecological oxygen bar; within a 30-minute drive from the community, there are over 30 national 4A scenic spots and nearly a hundred natural/cultural attractions; within 2 kilometers of the community, there are several green spaces, including nearly 10,000㎡ of shared gardens for residents and 1.8 kilometers away, the Red Bean Happiness Lane. Residents can voluntarily contract their own small gardens. This public space not only provides residents with a unique farming experience but also helps them maintain a green and healthy lifestyle.

Space Planning: Sanyi Health and Shigu Huating has a total planned building area of approximately 80,000㎡ with a plot ratio of 2.0 and a building density of only 23%. The community has set up 18 functional spaces to meet various needs of residents for relaxation, learning, and socializing. The community’s green space ratio reaches 30.38%, featuring a simple and elegant European-style garden and a 3,000㎡ central garden landscape group, allowing residents to enjoy park-like scenery within the community; the community emphasizes balanced planning, striving for every household to achieve a certain scenic view; along with various landscape nodes, the community also features gentle sloping lawns, green corridors, sports and fitness areas, and healthy jogging tracks, providing residents with a green and healthy living environment.

Green Travel:The entire community is characterized by distinctive planning and design, with buildings, environments, and roads coexisting harmoniously. The community has set up various roads, including healthy jogging tracks, to meet residents’ needs for fitness and walking. At the same time, the community adopts a separation of pedestrians and vehicles design, with a total of 3 entrances and exits, one main entrance and two secondary entrances, with the main entrance designated for pedestrian access only, while the secondary entrances are for vehicle access. The main entrance connects smoothly with city pedestrian roads and blocks, ensuring green travel for residents. Currently, a new bus stop has been added outside the community, making residents’ travel more convenient.

The “Specifications” require that residential projects set up waste collection points, which must meet the following requirements: they should meet the needs for waste classification; they should have easily identifiable signage; and kitchen waste collection containers should have sealing functions. The “Draft for Comments” suggests that residential areas should implement green and low-carbon management, intelligent waste classification management, and other innovative applications.

A zero-waste community refers to a community where various waste generated in production and life can be utilized as raw materials for other industries, achieving maximum reuse of household waste. In the Sanyi Health and Shigu Huating community, in addition to clearly marked classification bins, regular environmental protection courses are conducted to guide residents in participating in enzyme production, waste classification, and waste transformation. These practical actions not only reduce waste generation but also promote resource recycling, further advancing the construction of a “circular zero-waste” community low-carbon scenario.

Since the first half of 2024, Sanyi Health and Shigu Huating have actively engaged in the construction of a “zero-waste community,” relying on the strength of social workers to widely mobilize community residents to participate in waste classification and reduction actions. Currently, Shigu Huating has partnered with the Sankeshu Social Work Service Center to form a low-carbon environmental self-organization called Zero Waste Moms. This organization focuses on building low-carbon scenarios in the community, utilizing unique resources such as kitchen waste oil, fruit and vegetable peels, and shared gardens in Shigu Huating, aiming to create a family zero-waste environmental education base, with the produced compost, waste oil soap, and environmental enzymes used for the construction of public spaces in Shigu Huating, extending the green and low-carbon concept to every family space, allowing everyone to participate in a green low-carbon lifestyle and collaboratively create a happy and beautiful community.

From the rigorous selection of green building materials to the meticulous planning of ecological communities, and the in-depth practice of zero-waste concepts, Sanyi Health and Shigu Huating have comprehensively implemented the construction standards of “good houses” with systematic thinking. The project not only fully complies with the technical requirements of the “Residential Project Specifications” and the “Design Guidelines for Good Housing in Sichuan Province” but also transforms the concept of “safe, comfortable, green, and intelligent” good houses into a tangible living experience through innovative environmental practices.
