Introduction
The 2025 RISC-V Industry Development Conference was successfully held, fully demonstrating the vigorous development trend and broad application prospects of RISC-V technology globally. The conference deeply consolidated industry consensus, assessed development trends, and conveyed core development directions covering technological evolution, product innovation, application expansion, standardization, and ecosystem construction, systematically outlining the key transformation path for the RISC-V industry from isolated breakthroughs to systematic development, presenting a clear development blueprint for the global industry.

01

Technology:From Instruction Architecture to Full-Stack Ecosystem

The development of RISC-V technology has completely broken through the single category of chip instruction sets, establishing a full-stack technology system covering “instruction architecture – chip design – EDA tools – operating systems – application development,” becoming the core driving force for the transformation of the chip industry in the AI era. The formation of this system deeply aligns with the four major directions of chip technology pointed out by Academician Ni:
Process level: Transitioning from traditional process iterations to multi-generation stacking technology, compensating for performance bottlenecks caused by physical limits through collaborative innovation between architecture and process;
Architecture level: With the explosive growth of AI inference demand, customization and scenario-based solutions have become mainstream directions, and DSA architecture continues to gain momentum, complementing the open and flexible characteristics of RISC-V;
Energy efficiency level: Emerging computing architectures are showing multiple breakthroughs, with a focus on technologies such as integrated storage and computing, as well as heterogeneous computing, effectively addressing the dual demands of AI applications for energy consumption control and scalability;
Security level: Security and standardization have become important cornerstones for building a full-stack ecosystem, requiring the integration of security mechanisms into every aspect from instruction architecture design to application development, achieving a balance between technological innovation and risk prevention.
Today, RISC-V is no longer a single technical component but has achieved end-to-end optimization from the chip level to upper-layer applications through full-stack layout, shifting the focus of chip technology from merely pursuing performance enhancement to a new stage of comprehensive development that emphasizes system-level optimization, full ecosystem construction, and scenario adaptation.

Products: From Single Chips to Solutions

The focus of RISC-V industry development has shifted from isolated breakthroughs in chip R&D to the construction of an integrated product matrix of “chips + solutions + scenario applications,” releasing technological value through ecological collaboration and scenario deepening. This transformation aligns with the trend of chip technology in the AI era towards system-level optimization, ecosystem construction, and scenario adaptation, leveraging RISC-V’s flexible and open core advantages to achieve deep alignment between technology and industry needs.
At the conference, the results of the 2025 RISC-V Excellent Products and Solutions selection were officially announced, providing authoritative guidance for product innovation and market application. Among them, leading units such as Alibaba DAMO Academy, Guoxin Technology, and Saifang Technology won multiple honors for their high-performance technologies and benchmark products.Currently, RISC-V has achieved the deployment of nearly 60 benchmark projects, covering core areas such as the Internet of Things, industrial applications, automotive, and high-performance computing, forming a diversified application layout. Specifically, this includes 6 foundational projects, 16 chip projects, 5 IoT applications, 4 industrial applications, 3 automotive electronics projects, 12 smart city projects, and 11 emerging application projects, covering the entire chain from underlying technology support to terminal scenario implementation.
Based on these practices, RISC-V has formed an ecological development model of “1 origin (instruction set architecture) + 1 foundation (basic software) + N value applications,” providing replicable and promotable practical experience for the entire industry, promoting RISC-V from technological innovation to large-scale industrial application.

Applications: From Edge IoT to Various Industries

The application boundaries of RISC-V are continuously expanding, successfully penetrating multiple core industry fields from the initial edge IoT domain to smart vehicles, consumer electronics, data centers, high-performance computing, robotics, and industrial manufacturing, demonstrating strong scenario adaptation capabilities.
In the automotive electronics field, RISC-V, with its open flexibility and high energy efficiency, is gradually becoming the core technical choice for key components such as vehicle control systems; in the smart home appliance sector, chip solutions based on RISC-V architecture effectively meet the demands for device intelligence and low power consumption, driving home appliance products towards smarter and more energy-efficient upgrades; in the data center field, RISC-V-related products launched by companies like Saifang have achieved preliminary applications, providing new technical paths for data center computing power upgrades; in the high-performance computing and server fields, companies like Suan Neng are continuously pushing for technological breakthroughs and application implementations of RISC-V in high-end computing scenarios, gradually breaking the monopoly of traditional architectures.

Standards: From Isolated Following to System Construction

China’s standard discourse power in the RISC-V field continues to rise, steadily transitioning from being an isolated follower of international standards to a leader in the global RISC-V standard system construction. This transformation is reflected in the official release of the “RISC-V Standard System” at the conference, marking the entry of China-led standard construction into a large-scale implementation phase. As the current president of the RISC-V Working Committee, Zhi Hao stated, a comprehensive standard system covering foundational commonalities, technology, and scenario applications has been established, achieving full scenario coverage from instruction set specifications to IP, chips, basic software, and diverse scenarios such as IoT, cloud computing, and smart cities, providing unified technical guidelines for global industrial development. To address the issue of ecological fragmentation, this standard system deeply integrates the core design concept of “diversity at both ends, convergence in the middle”: at the instruction set architecture level, it supports diversified chip development to meet the customized innovation needs of different enterprises; at the industry application level, it encourages a rich variety of scenario implementations to adapt to the digital transformation needs of various industries; while the intermediate software platform achieves convergence and unification, effectively reducing development costs and enhancing software and hardware compatibility.

Ecology: From Sparks to Regional Wildfires

The development of the RISC-V ecosystem has entered a new stage, gradually forming an ecological network centered on regionally distinctive innovation platforms and cross-regional collaborative cooperation as an important link, showing a trend of development from scattered layouts to regional collaborative networks. During the conference, a signing ceremony for representative projects of “City RISC-V Platforms and Applications” was held, where five major innovation hubs—Beijing, Xiong’an, Suzhou, Chengdu, and Zhuhai—signed city-level RISC-V application projects with leading enterprises, and the landing of several key projects will further improve the regional RISC-V industry layout, promoting the cross-regional flow and optimal allocation of innovative elements such as technology, capital, and talent. Through the radiating effect of regional innovation platforms, combined with cross-regional collaborative mechanisms, the RISC-V ecosystem is gradually forming a good pattern of multi-point support and collaborative development, providing strong ecological momentum for the large-scale expansion of the industry.

The successful holding of the 2025 RISC-V Industry Development Conference comprehensively showcased the development achievements and future directions of the RISC-V industry. With the continuous improvement of the full-stack technology system, the ongoing enrichment of the product matrix, the extensive penetration of application scenarios, the global promotion of the standard system, and the collaborative upgrade of the ecological network, the RISC-V industry is ushering in unprecedented development opportunities, expected to become the core driving force for the transformation of the global information technology industry, injecting strong momentum into the digital transformation of various industries.
