
On November 26, as winter deepens, the ‘First Light’ station in the Ruyuan community of the Listening Wave neighborhood in Shijiazhuang High-tech Zone is warm and welcoming. Resident Mr. Wang completed the medical insurance registration for his newborn in less than five minutes here. “In the past, I had to run to the community service center, but now I can handle it just by going downstairs. It saves time and effort; it’s really convenient,” he said with satisfaction.
This ‘First Light’ station, praised by residents, is a vivid reflection of the new grassroots governance model that the Party organization of the Listening Wave community has been sketching since its establishment in 2021, focusing on the needs of the people. Community Party Secretary Jia Xiaolong often says, “In grassroots work, action is paramount. It’s better to show results than to just talk.” They insist on using Party building as a bond to gather various forces, creating a new governance model of “two bases, two stations, and one platform,” making Party building the “strongest magnetic field” for uniting people.
Station in the Community: Services at Zero Distance
The several neighborhoods under the Listening Wave community are relatively independent in layout. How to deliver services accurately to every resident was a challenge the community aimed to solve. After in-depth visits to gather public opinion, the community Party branch cleverly integrated resources, utilizing idle office spaces in various neighborhoods to create the red grid service station—‘First Light’ station.
“‘First Light’ symbolizes the first ray of sunshine in the morning, warm and full of hope, and it also sounds like ‘original intention,’ reminding us to never forget our fundamental purpose of serving the people,” Jia Xiaolong explained the naming of the station.
Now, in neighborhoods like Rongyufu, Ruyuan, and Boshimingzhu, residents can find this “service center at their doorstep.” Inside the station, the organizational structure, work responsibilities, and service items are clear at a glance; community staff adopt a “bi-weekly rotation + assigned personnel” model to bring four major and nine minor regular services directly to residents’ doorsteps.
The transformation of the service model has led to a dual improvement in efficiency and reputation. From passive services waiting for residents to come to proactive services reaching out, this small station has become a bridge connecting the community and residents. So far, the ‘First Light’ stations have accumulated over 1680 service hours, handled more than 800 matters such as medical insurance registration and policy consultation, and served over 9200 residents, successfully shortening the service radius to “within a hundred meters.”
Building Employment Bridges: Thriving in the Neighborhood
Employment is the foundation of people’s livelihood. The Listening Wave community not only cares about residents’ immediate needs but also plans for their long-term prospects. In collaboration with the Hebei Noah Group Party branch, a talent employment service station named ‘Bluetooth’ was established.
“‘Bluetooth’ is a convenient and efficient connection technology in modern science, and it cleverly combines the ‘wave’ from ‘Listening Wave’ and the ‘Noah’ from ‘Noah Group,’ symbolizing our aim to build a seamless bridge between residents and enterprises,” community staff introduced.
This bridge extends both online and offline. Online, the community WeChat public account has opened a job express column, formed employment guidance groups, and linked professional recruitment mini-programs, allowing residents to “cloud select jobs” without leaving home. Offline, there is a fixed service point at the community Party and mass service center, where professional employment consultants from Noah Group regularly provide one-on-one career guidance.
What makes residents feel even more considerate is that the ‘Bluetooth’ station brings job fairs directly to the community square. Recently, at the ‘Happy Employment Neighborhood’ job fair held in Ruyuan community, 26 quality enterprises set up booths, attracting many residents to stop and inquire. “It’s such a rare opportunity to communicate face-to-face with recruiters right in my own neighborhood!” a resident who successfully found a desired job expressed joyfully. According to statistics, the ‘Bluetooth’ station has conducted various recruitment and job placement activities 10 times, organized over 200 enterprises, provided more than 350 job positions, and successfully helped 40 residents achieve employment “at their doorstep.”
Pooling Diverse Forces: Co-Governance Warms Residents’ Hearts
Community governance is not a “solo performance” by the Party organization, but a “grand chorus” of diverse social forces. To gather more resources and services, the Listening Wave community innovatively built the “Resident One-Call” 400 comprehensive service platform.
This platform serves as a “central stage” for gathering services, deeply integrating the community’s “red organizations, red alliances, red volunteers,” and successfully introducing professional social institutions such as Hebei Noah Group, Yishuo Consulting, and Qifa Psychology. Residents only need to make one phone call to receive one-on-one professional consultation and services in various areas such as employment, psychology, and public welfare.
Behind the platform is an expanding “co-construction circle.” The community collaborates with six resident units, two co-building universities, one home care service center, and 68 street-side shops to participate in community construction. College students from Shijiazhuang Information Engineering Vocational College, as members of the “Chaoying” social practice base, are active in the community grid, assisting grid staff in home visits, conducting anti-fraud publicity, and caring for the elderly, injecting fresh vitality into community service.
Genuine efforts have earned heartfelt feedback from residents. After successfully applying for a severe disability care subsidy with the community’s assistance, resident Mr. Yang excitedly presented a banner embroidered with “Enthusiastic Service, Caring for Residents” to the community staff. “You treat me like family, sincerely helping us solve big difficulties,” he held the staff’s hand tightly and wouldn’t let go. The Listening Wave community has received many such banners, each representing a warm story that records the deep friendship between the community and its residents.
“Residents’ matters, no matter how small, are significant. In the past, we waited in the office for residents to come; now we go out, immerse ourselves, and deliver services to the people. ‘First Light’ and ‘Bluetooth’ are not just the names of two stations, but our commitment to proactive service and closeness to the people’s hearts,” Community Party Secretary Jia Xiaolong stated. The community Party branch will continue to listen to residents’ voices, addressing the “key small matters” that everyone cares about, ensuring they are handled and implemented well. Let ‘First Light’ shine into daily life and ‘Bluetooth’ connect hearts, making Listening Wave a place where residents truly feel convenient and warm.
