In recent years, the rise of the RISC-V architecture in China has benefited from strong support from national policies and active responses from the industry. In March 2025, eight national departments jointly drafted guiding policies to encourage the nationwide use of open-source RISC-V chips, promoting their application in government procurement, public services, and key areas. Within China’s Xinchuang (Information Technology Application Innovation) system, RISC-V is seen as an important force to replace ARM and x86 architectures. Its open-source, royalty-free, and customizable features give it a natural advantage in fields such as AIoT, edge computing, and industrial control. For example, Alibaba’s Xuantie series processors cover application scenarios from low power consumption to high performance and have been applied in multiple projects.

Guangdong Province has clearly stated in its “Measures to Accelerate the Development of the Semiconductor and Integrated Circuit Industry” to support the research and application of RISC-V chips. The policy focuses on breakthroughs in high-end general-purpose chip design such as storage chips and processors, and strongly supports the development and design of specialized chips such as RF chips, sensor chips, baseband chips, switching chips, optical communication chips, display driver chips, RISC-V chips, IoT smart hardware core chips, and automotive-grade AI chips.

Additionally, Zhuhai High-tech Zone has also introduced policies to support the development of the RISC-V industry, encouraging the establishment of RISC-V ecological application innovation centers, supporting the research and development of high-performance computing chips and high-end general-purpose chip technologies based on the RISC-V instruction set, and providing rewards of up to 1 million yuan for RISC-V chip products included in the Zhuhai Innovation Product List or selected by the Zhuhai RISC-V Ecological Application Innovation Center.
Sichuan Province: Chengdu High-tech Zone Builds RISC-V Ecological Innovation Center
In November 2024, the Chengdu RISC-V Ecological Innovation Center was officially inaugurated in Chengdu High-tech Zone. This center is jointly established by the RDI Alliance, Chengdu Data Group, and Chengdu High Investment Electronics Group, dedicated to working with ecological chain partners to formulate standards, conduct testing and verification, implement demonstration projects, and promote industry applications, collectively enhancing RISC-V technology, products, and system capabilities, and promoting the prosperity of RISC-V digital infrastructure ecology and industrial development. After the establishment of the innovation center, it will promote the construction of related application scenarios, create RISC-V demonstration application projects, and empower ecological chain partners and downstream client scenario enterprises.
Chongqing: Promoting the Industrialization of RISC-V
Chongqing has also taken active measures to promote the industrialization of RISC-V. The Chongqing municipal government has introduced policies to support the development of the integrated circuit industry, encouraging enterprises to carry out RISC-V architecture chip research and application. In addition, Chongqing has strengthened cooperation with universities and research institutes to promote RISC-V technology research and talent training, providing technical support and talent assurance for industrial development.
Chongqing is also actively promoting the application of RISC-V technology in the field of intelligent connected vehicles. At the first China (Chongqing) Intelligent Vehicle Basic Software Ecological Conference in 2024, Chinese Academy of Engineering academician Ni Guangnan delivered a speech on “Open-source RISC-V Promotes the Development of New Productive Forces,” emphasizing the broad market prospects of RISC-V in the field of intelligent connected vehicles.

Wuhan: Building a RISC-V Ecological Innovation Center
In July 2024, the Wuhan RISC-V Ecological Innovation Center was officially inaugurated in Wuhan Optics Valley. The Wuhan municipal government has provided strong policy support, encouraging enterprises and research institutions to carry out RISC-V architecture chip research and application.
Additionally, Wuhan has strengthened cooperation with universities and research institutes to promote RISC-V technology research and talent training, providing technical support and talent assurance for industrial development. The Wuhan municipal government has also introduced policies to support the development of the integrated circuit industry, encouraging enterprises to carry out RISC-V architecture chip research and application.

Industrial Ecosystem: From Standard Formulation to Application Implementation
In terms of industrial ecosystem construction, China is actively promoting the establishment of a RISC-V standard system. In January 2025, Beijing released the “RISC-V Industry Development Action Plan,” launching key projects such as the “RISC-V Standard System,” “RISC-V Industry Ecosystem Map,” and “RISC-V Software Community,” to accelerate the construction of a complete RISC-V industrial ecosystem.
At the same time, the application of RISC-V in fields such as automotive, IoT, and artificial intelligence is also continuously expanding. For example, Infineon is promoting RISC-V to become the open standard in the automotive industry, launching a new series of automotive microcontrollers based on RISC-V to meet market and localization needs.
National Major Science and Technology Projects and Funding Support: Multi-Dimensional Assistance for Domestic Production Process

The three major directions and three points of hope for the development path of RISC-V in China
The Deputy Director of the Electronic Information Department of the Ministry of Industry and Information Technology, Shi Huikang, represented the industry management department at the opening ceremony of the Fifth RISC-V Conference, and proposed three points of hope for the future:
First, the Ministry of Industry and Information Technology’s Electronic Department has taken the lead in establishing the RISC-V Working Committee, which includes over 80 core units from industry, academia, research, and application. The next step is to form a synergy in key areas such as instruction set expansion, basic toolchains, and operating systems, building a public service platform internally and conveying China’s voice externally;
Second, accelerate transformation and drive large-scale applications. We must continue to consolidate advantages in fields such as IoT, industrial control, and edge computing, while also striving to break through high-value scenarios such as data center servers, AI accelerators, and intelligent connected vehicles, bridging the “last mile” from the laboratory to mass production;
Third, firmly embrace openness and lead global collaboration. Encourage Chinese enterprises and universities to deeply participate in the affairs of the RISC-V International Foundation, contributing Chinese solutions to global issues such as basic standards, security specifications, and interoperability, gathering global innovation resources through high-level openness.
