On November 23, the RISC-V Special Committee and the RISC-V Industry Alliance of the Chongqing Semiconductor Industry Association were established at the Chongqing Integrated Circuit Collaborative Innovation Center. Officials from the Municipal Economic and Information Commission, Chongqing Semiconductor Industry Association, Chongqing University of Posts and Telecommunications, Xiyong Industrial Investment Group, and Xiyong Microelectronics Park, along with leaders from key semiconductor enterprises in the city, attended the unveiling ceremony.

The RISC-V Special Committee of the Chongqing Semiconductor Industry Association is the first specialized committee established under the strategic background of the Chongqing government actively laying out the RISC-V industry. The committee aims to meet the development needs of the RISC-V industry in the city, guide RISC-V industry research, build an industry platform for technical collaboration, standard development, and ecological co-construction, promote technological advancement, industrial development, talent cultivation, and ecological growth of RISC-V in Chongqing, and facilitate the industrialization of technological achievements, enhancing the innovation capability of the industry.
The Chongqing RISC-V Industry Alliance is a non-profit industry collaborative organization voluntarily formed by enterprises, research institutions, and universities engaged in various aspects of the RISC-V ecosystem, including instruction set architecture, chip research and development, software development, and terminal applications. The alliance’s core mission is to “integrate industry resources, promote collaborative innovation, and build an independent ecosystem,” relying on Chongqing’s industrial foundation in electronic information and intelligent connected vehicles, and is committed tocreating a full-chain collaborative platform spanning “IP cores—chips—software—systems—applications”, helping Chongqing become a core hub for innovation and industrialization development in the domestic RISC-V industry.
The Chongqing RISC-V Industry Alliance and the RISC-V Special Committee operate in parallel, initiated by key enterprises and research institutions in the RISC-V field in the city, including Chongqing University of Posts and Telecommunications, Chongqing Lanshan Automotive Electronics Co., Ltd., Hangzhong Tianqi (Chongqing) Microelectronics Co., Ltd., China Electronics Technology Group Corporation Chip Technology Co., Ltd., and Chongqing Jixin Technology Co., Ltd. A total of 30 units have joined in the first phase. The secretariat of the committee and the alliance is undertaken by the Chongqing Integrated Circuit Collaborative Innovation Center.
The Chongqing Integrated Circuit Collaborative Innovation Center is hosted by the Xiyong Comprehensive Bonded Zone Management Committee, built on the Integrated Circuit School of Chongqing University of Posts and Telecommunications, and was established in June 2023 in the Xiyong Microelectronics Park. In November 2024, the RISC-V Industry-Education Integration Innovation Center will be established. As a core platform for the collaborative development of the regional integrated circuit industry, it focuses on technology research and development, achievement transformation, and resource integration. Relying on a multi-party cooperation mechanism among industry, academia, and research, it builds common technology service platforms for chip design, testing, and verification, providing technical support, talent matching, and industry information services for member units, helping to strengthen and supplement the integrated circuit industry chain in Chongqing, and promoting the application of RISC-V technology in the local industry.

RISC-V is a processor technology based on an open standard instruction set architecture (ISA), defining the basic “language” and “syntax” for chip operation. Unlike proprietary architectures such as Intel’s X86 and ARM, which require licensing fees, RISC-V’s greatest feature is its open and free nature, allowing any company, university, or individual to freely design chips based on its standards without paying high architecture licensing fees. This significantly lowers the barrier to chip design and is expected to promote innovation and popularization of computing technology. In today’s chip world dominated by giants like Intel and ARM, the emergence of RISC-V brings a universal “lingua franca” and an open “stage for innovation” to everyone.
