The National Development and Reform Commission, in conjunction with relevant departments, has revised the “Guidance Catalog for Industrial Structure Adjustment (2011 Edition) (Revised)” to form the “Guidance Catalog for Industrial Structure Adjustment (2019 Edition, Draft for Comments)” which was issued on April 8, 2019, and publicly solicited opinions from society.
The announcement shows that the “Guidance Catalog for Industrial Structure Adjustment (2019 Edition, Draft for Comments)” consists of three categories: encouraged, restricted, and eliminated.
Encouraged mainly refers to technologies, equipment, products, and industries that play an important role in promoting economic and social development, beneficial to meeting the people’s needs for a better life, and driving high-quality development.
Restricted mainly refers to outdated processes and technologies that do not meet industry access conditions and relevant regulations, prohibiting the construction and expansion of production capacity, processes, technologies, equipment, and products that need to be urged for transformation.
Eliminated mainly refers to outdated processes, technologies, equipment, and products that do not comply with relevant laws and regulations, lack safety production conditions, severely waste resources, and pollute the environment, which need to be eliminated.
It should be noted that those that do not belong to the encouraged, restricted, or eliminated categories, and comply with national laws, regulations, and policy provisions, are classified as allowed. The allowed category is not included in the catalog.
Among the 28 categories of information industry encouraged for development, high-density printed circuit boards, flexible circuit boards, high-frequency microwave printed circuit boards, and high-speed communication circuit boards are prominently listed.
The announcement states that the orientation of this revision is to adhere to the overall tone of seeking progress while maintaining stability, uphold the new development concept, promote high-quality development, and focus on the real economy as the main line of supply-side structural reform, promote the integrated development of the primary, secondary, and tertiary industries in rural areas, and drive rural revitalization; adapt to the new round of world technological revolution and industrial transformation, support the optimization and upgrading of traditional industries, accelerate the development of advanced manufacturing and modern service industries, promote the digital, networked, and intelligent upgrading of manufacturing, and promote the deep integration of advanced manufacturing and modern service industries; and use market-oriented and legal means to vigorously eliminate ineffective supply.
