The current laws and regulations applicable to drone control in Hunan include the “Public Security Administration Punishment Law of the People’s Republic of China”, the “Anti-Terrorism Law of the People’s Republic of China”, the “Civil Aviation Law of the People’s Republic of China”, the “Basic Flight Rules of the People’s Republic of China”, the “General Aviation Flight Control Regulations”, and the “Implementation Measures of the Anti-Terrorism Law of the People’s Republic of China in Hunan Province” (hereinafter referred to as the “Implementation Measures”).
In the “Implementation Measures”
it is stipulated that civil unmanned aerial vehicles
must be registered under real names and affixed with registration marks
It also clarifies
what penalties will be imposed for violating relevant regulations

Article 21
Operators and users of civil unmanned aerial vehicles must register relevant information truthfully through the information system of the competent authority according to national regulations. Users of civil unmanned aerial vehicles must affix registration marks on the body of the unmanned aerial vehicle; those who do not affix registration marks are not allowed to use them.
If unmanned aerial vehicles intrude into airspace for foreign affairs activities, major security tasks, major event venues, emergency response scenes, and key targets without approval, public security organs and national security organs may implement safety precautions such as interference, interception, capture, and destruction according to law.
Article 27
Violating the provisions of the first paragraph of Article 21 of these Measures, if the operators of civil unmanned aerial vehicles do not register relevant information truthfully through the information system of the competent authority, the competent authority shall order correction. If it is a unit, a fine of not less than 100,000 yuan and not more than 200,000 yuan shall be imposed on the unit, and a fine of not less than 10,000 yuan and not more than 100,000 yuan shall be imposed on the directly responsible supervisors and other directly responsible personnel; if it is an individual, a fine of not less than 10,000 yuan and not more than 100,000 yuan shall be imposed.
If users of civil unmanned aerial vehicles do not register relevant information truthfully through the information system of the competent authority or do not affix registration marks on the body, the competent authority shall order correction. If they refuse to correct, if it is a unit, a fine of not less than 10,000 yuan and not more than 100,000 yuan shall be imposed on the unit, and a fine of not less than 2,000 yuan and not more than 10,000 yuan shall be imposed on the directly responsible supervisors and other directly responsible personnel; if it is an individual, a fine of not less than 2,000 yuan and not more than 10,000 yuan shall be imposed.

2New user registration

After opening the page of the drone real-name registration system, we first need to register a new account. Please note: the username must consist of letters and numbers, and the password must consist of 8-20 characters including letters, numbers, and special symbols.
3Fill in personal information

After completing the registration, you can enter the system and follow the prompts to register your basic personal information in the first step. It is important to ensure that you fill in real and valid personal email information so that you can receive the valid QR code in a timely manner.
4Drone equipment information

After completing the registration of basic personal information, follow the page instructions to enter the drone equipment information registration interface. Click to add a new drone and fill in the relevant information as required in the pop-up interface. There are options for adding brand drones and adding self-made drones. Brand drones refer to commonly seen integrated machines, such as DJI drones; self-made drones refer to drones assembled by individuals. Fill in according to the type of drone you own.
5Drone serial SN code

The drone serial number (S/N) can usually be found on the body of the drone or the packaging box. The serial number of DJI drones is 14 digits, located near the battery compartment on the drone body.
6View management interface

After successful registration, you can see the registered information on the drone management page, with a default validity period of 3 years. Click on the registration mark to view detailed drone registration information.
7Generate QR code

After registration, the system will generate a unique QR code for each registered drone. After clicking to generate the QR code, the system will automatically send the QR code to the email you provided during registration in PDF format. Open the PDF attachment in the email, which contains 6 registration marks arranged in 2×3 format, including QR codes and registration number information.
Note: the email can only generate once within a day.
8Print and affix the QR code

Print the downloaded PDF attachment on A4 paper, cut it out, and affix it to a place on the drone that is not easily damaged, ensuring it remains clear and visible for inspection. It is essential to ensure that the registration mark is attached during each operation of the drone, and the registration number and QR code information must not be altered, forged, or transferred.
9Scan with your phone to view information

Note that after scanning the QR code with your phone, enter the verification code to see detailed drone registration information. Please keep your registration number and QR code safe to avoid leaking personal privacy.
10Scope of drone real-name registration

All civil drones with a maximum takeoff weight of 250 grams or more (including 250 grams) must be registered under real names. For example, all DJI drones need to be registered, including the Spark drone (with a takeoff weight of 300g).
Foreign nationals using drones in China must also register under real names.
