The registration of real estate is closely related to the national economy and people’s livelihood, serving as an important “barometer” for measuring the business environment. In recent years, the Natural Resources and Planning Bureau of the Jiyuan Demonstration Zone has directly faced historical legacies, process bottlenecks, and service imbalances, innovatively constructing a three-dimensional solution of “mechanism breakthroughs + process reengineering + digital empowerment,” cumulatively resolving 152 registration issues, benefiting over 13,800 households and more than 20 enterprises, and supporting “big livelihoods” with “small certificates.”
Mechanism Breakthrough: From “Case-by-Case Response” to “Systematic Clearance,” Tackling Historical Legacy “Hard Nuts”
Historical legacy issues are a longstanding challenge in real estate registration, involving multiple fields such as planning, housing construction, and fire safety, often with complex causes and difficult coordination. The Natural Resources and Planning Bureau of the Jiyuan Demonstration Zone has moved beyond the passive model of “treating the headache by treating the head” and has gathered efforts to resolve issues through mechanism innovation.
Special task forces unite efforts. A special task force for deepening the resolution of “registration difficulties” has been established, involving multiple departments such as the Discipline Inspection Commission, housing construction, taxation, and the court. A meeting system of “weekly scheduling and monthly assessment” has been established to implement precise measures for projects such as Guodian Daling Wind Power, Youyang Beverages, and various livelihood projects in Jianye series communities, with “one project, one file; one issue, one solution.” Through a combination of “government leadership, departmental collaboration, acceptance with deficiencies, and informed commitments,” a number of “certificate issuance deadlocks” caused by missing procedures and unclear ownership have been resolved. Process Reengineering: From “Multiple Door Runs” to “One Chain Processing,” Activating a New Engine for Efficiency Improvement
In response to strong feedback from enterprises and the public regarding the issues of “many steps, long time, and excessive materials,” the Natural Resources and Planning Bureau of the Jiyuan Demonstration Zone has focused on “reducing steps, reducing time, and reducing materials” to promote systematic reconstruction of the registration process.
“Verification and Registration Integration” Shortens Time Limits. An innovative new model of “verification and registration integration” for engineering construction projects has been implemented, integrating planning verification, land verification, fire acceptance, and other completion acceptance steps with the property registration requirements such as housing area measurement. Through “one-time entrustment, multiple measurements combined, and one set of data,” the measurement results are shared across departments, compressing the original 15 working days processing period to within 5 working days, reducing the approval steps from 2 to 1, and compressing the processing time and steps by 67% and 50%, respectively. Projects such as the Industrial Waste Comprehensive Disposal Center of Jiyuan Zhongchen Environmental Technology Co., Ltd. and the Energy-Saving and Environmental Safety Reconstruction Project of Shuntian Petrochemical Co., Ltd. have been the first to enjoy this policy benefit, achieving “certificate upon acceptance” and saving valuable time for enterprises to start operations.
“Integrated Services” Reduce Errands. A comprehensive window for “one-stop service, one-window acceptance, and one-network processing” has been created, incorporating 106 items across 11 categories into a unified service system, achieving integrated processing for real estate registration, tax payment, and utility transfers. To address the funding turnover difficulties in second-hand housing transactions, a “transfer with mortgage” model has been actively introduced, allowing buyers and sellers to complete transaction registration without prior mortgage release, saving over 8.75 million yuan in “bridge” funds for enterprises and the public. Currently, general transfer registrations and mortgage registrations are completed within 0.5 working days, while simple tasks such as sealing and cancellation can be completed within 1 hour.
Digital Empowerment: From “Window Processing” to “Online Processing,” Building a Comprehensive Coverage “Service Network”
Relying on digital technology, the Natural Resources and Planning Bureau of the Jiyuan Demonstration Zone has broken the limitations of time and space, extending services from “offline windows” to “cloud platforms,” achieving full coverage of service touchpoints.
Smart Platform “Mobile Processing.” A digital service matrix has been created, including “real estate registration + finance” and “real estate registration convenience service platform,” relying on platforms such as the Yushi Ban APP to provide “mobile services” such as electronic certificate downloads and processing progress inquiries. “Non-face-to-face approval” has been implemented at 9 bank outlets, allowing enterprises and the public to complete the entire process of application, approval, and certificate collection for mortgage registration without returning to the registration hall.
Grassroots Extension “Nearby Processing.” Focusing on the insufficient convenience of rural real estate registration, convenience service points have been established in 9 townships (streets), equipped with self-service inquiry terminals, and a “township acceptance, city-level review” linkage mechanism has been implemented. Home services have been provided for special groups, and the process for rural homestead registration has been optimized to allow the public to “run less or not at all.” At the same time, the cross-departmental mutual recognition of electronic certificates in areas such as financial credit and children’s enrollment has further allowed “data to run” instead of “the public running errands.”
From resolving eight years of legacy issues with a focus on people’s livelihoods to the efficiency and speed of “verification and registration integration,” the Natural Resources and Planning Bureau of the Jiyuan Demonstration Zone has implemented a series of innovative measures to tackle “registration difficulties,” safeguarding the property rights of enterprises and the public while enhancing the “golden signboard” of optimizing the business environment. In the next step, the Bureau will continue to deepen reforms, providing more precise, efficient, and heartfelt services, ensuring that every real estate certificate becomes a “bonus certificate” for the business environment and a “reassurance certificate” for public happiness.
