To standardize the professional behavior of practitioners, guide the direction of vocational education and training, and provide a basis for vocational skills assessment, the Ministry of Human Resources and Social Security, in conjunction with the Ministry of Industry and Information Technology, organized relevant experts to formulate the “National Vocational Skill Standards for Semiconductor Chip Manufacturing Workers” (hereinafter referred to as “the Standards”) based on the Labor Law of the People’s Republic of China, adapting to the objective needs of economic and social development and technological progress, and focusing on cultivating a spirit of craftsmanship and a dedication to excellence.

1.1 Job Title
Semiconductor Chip Manufacturing Worker
1.2 Occupational Code:6-25-02-05
1.3 Job Definition
Personnel who operate equipment such as epitaxy furnaces, high-temperature oxidation diffusion furnaces, photolithography machines, and deposition platforms to manufacture semiconductor discrete devices, integrated circuits, and sensor chips.
1.4 Occupational Skill Levels
This occupation has five levels: Level 5/Junior Worker, Level 4/Intermediate Worker, Level 3/Senior Worker, Level 2/Technician, and Level 1/Senior Technician.
1.5 Working Environment Conditions
Indoor, constant temperature, constant humidity, clean, and anti-static environment.
1.6 Occupational Ability Characteristics
Possesses certain analytical, judgment, and reasoning abilities; able to express language and text and perform calculations; normal color vision, vision, hearing, and smell; dexterous fingers and arms, coordinated movements, and good perception.
1.7 General Education Level
High school graduate (or equivalent education).
1.8 Vocational Skills Assessment Requirements
1.8.1 Application Conditions
Those who meet one of the following conditions may apply for Level 5/Junior Worker:
(1) Have worked in this occupation or a related occupation for 1 year (inclusive) or more. (2) Completed the apprenticeship period in this occupation or a related occupation.
Those who meet one of the following conditions may apply for Level 4/Intermediate Worker:
(1) After obtaining the Level 5/Junior Worker vocational qualification certificate (skill level certificate) in this occupation or a related occupation, have worked in this occupation or a related occupation for 4 years (inclusive) or more.
(2) Have worked in this occupation or a related occupation for 6 years (inclusive) or more.
(3) Obtained a graduation certificate from a vocational school in this major or a related major (including current students who have not yet obtained a graduation certificate); or obtained a graduation certificate from a secondary or higher vocational school in this major or a related major with an assessment and verification aimed at intermediate skills (including current students who have not yet obtained a graduation certificate).
Those who meet one of the following conditions may apply for Level 3/Senior Worker:
(1) After obtaining the Level 4/Intermediate Worker vocational qualification certificate (skill level certificate) in this occupation or a related occupation, have worked in this occupation or a related occupation for 5 years (inclusive) or more.
(2) Graduates with a graduation certificate from a senior vocational school or technician college after obtaining the Level 4/Intermediate Worker vocational qualification certificate (skill level certificate) in this occupation or a related occupation (including current students who have not yet obtained a graduation certificate); or obtained a graduation certificate from a higher vocational school in this major or a related major with an assessment and verification aimed at advanced skills (including current students who have not yet obtained a graduation certificate).
(3) Hold a college degree or higher in this major or a related major, and after obtaining the Level 4/Intermediate Worker vocational qualification certificate (skill level certificate) in this occupation or a related occupation, have worked in this occupation or a related occupation for 2 years (inclusive) or more.
Those who meet one of the following conditions may apply for Level 2/Technician:
(1) After obtaining the Level 3/Senior Worker vocational qualification certificate (skill level certificate) in this occupation or a related occupation, have worked in this occupation or a related occupation for 4 years (inclusive) or more.
(2) Graduates from a senior vocational school or technician college with a Level 3/Senior Worker vocational qualification certificate, have worked in this occupation or a related occupation for 3 years (inclusive) or more; or graduates with a preparatory technician certificate have worked in this occupation or a related occupation for 2 years (inclusive) or more.
Those who meet the following conditions may apply for Level 1/Senior Technician:
After obtaining the Level 2/Technician vocational qualification certificate (skill level certificate), have worked in this occupation or a related occupation for 4 years (inclusive) or more.
1.8.2 Assessment Methods
Assessment consists of theoretical knowledge examination, skill assessment, and comprehensive evaluation. The theoretical knowledge examination is primarily conducted through written tests and computer-based tests, mainly assessing the basic requirements and related knowledge that practitioners should master in this occupation; skill assessment is mainly conducted through on-site operations and simulated operations, primarily assessing the skill level that practitioners should possess in this occupation; comprehensive evaluation is mainly for technicians and senior technicians, conducted through reviewing application materials and defense.
The theoretical knowledge examination, skill assessment, and comprehensive evaluation are all graded on a scale of 100, with a passing score of 60 (inclusive) or above.
1.8.3 Ratio of Supervisors, Evaluators, and Candidates
The ratio of supervisors to candidates in the theoretical knowledge examination should not be less than 1:15, with at least 2 supervisors in each examination room; the ratio of evaluators to candidates in the skill assessment should not be less than 1:5, with an odd number of evaluators (3 or more); the comprehensive evaluation committee should consist of 3 or more members (odd number).
1.8.4 Assessment Duration
The theoretical knowledge examination lasts no less than 90 minutes; the skill assessment lasts no less than 120 minutes; the comprehensive evaluation lasts no less than 40 minutes.
1.8.5 Assessment Venue and Equipment
The theoretical knowledge examination is conducted in standard classrooms; the skill assessment is conducted in factory production sites, laboratories, or training rooms, equipped with appropriate equipment, tools, and materials according to the assessment requirements of each job level.
