In 2025, AI has sparked a wave of transformation globally. On September 11, Albanian Prime Minister Edi Rama announced the new cabinet list, appointing the artificial intelligence “Diella” as the Minister of Public Procurement, making Albania the first country in the world to appoint a non-physical AI as a government minister.
“Diella” means “sun” in Albanian, and its virtual image is a woman dressed in traditional Albanian attire. Earlier in 2025, “Diella” was launched as an AI virtual assistant on the e-Albania e-government platform, assisting citizens with government documents, providing voice services, and issuing electronic seal documents.
As the Minister of Public Procurement, “Diella”‘s core function is to comprehensively review the bidding contracts signed between the government and private companies, objectively assess the reasonableness of each contract, and gradually take over the bidding decision-making power of various ministries to ensure that the public procurement process is 100% free of corruption and funds are transparent. Its operation is supported by a dedicated government department, promoting the application of AI in various government departments, as Rama emphasized: “This is not science fiction, but Diella’s responsibility.”
However, this groundbreaking initiative has also sparked numerous controversies and challenges. The government has not publicly explained the human oversight mechanism for AI decisions, nor has it responded to the potential risks of manipulation, and the public has questioned whether suppliers might “bribe” the AI system through technical means.
From a political background perspective, Rama was re-elected as Prime Minister for the fourth time in May 2025, and he had previously proposed the establishment of a “Digital Minister” or even an “AI Prime Minister,” with this appointment seen as an attempt to realize his vision of technological governance.
Rama claims that this move will make Albania the first country with “completely clean public bidding,” breaking the corrupt chain of the traditional bureaucratic system. At the same time, this appointment is also viewed as a radical experiment in the global digital transformation of government, potentially reshaping the exercise of public power.
In the education sector, the impact of AI is equally profound.
In the fall semester of 2025, AI education in Chinese primary and secondary schools entered a comprehensive implementation phase. Beijing, as the first province-level region to promote this initiative, has fully launched AI general education courses in over 1,400 primary and secondary schools, covering 1.83 million students, establishing six major systems: “curriculum, teaching, support, faculty, application, and promotion,” releasing local curriculum guidelines, and forming a layered and progressive curriculum framework across all educational stages.
The implementation of the curriculum emphasizes resource support and faculty empowerment, launching 160 sets of municipal-level curriculum resources, building an AI “curriculum supermarket,” training key teachers through the “Hundred-Thousand Seed Plan,” and promoting universities and enterprises to open laboratories to construct a “teaching alliance.”
At the national level, the Ministry of Education released the “Guidelines for General AI Education in Primary and Secondary Schools (2025 Edition),” clearly defining layered teaching objectives and evaluation systems, emphasizing the value of “technology for good.” In addition, regions such as Zhejiang and Guangdong have also initiated popularization plans, with a report from an educational research institute indicating that AI-enabled education has entered an explosive period, driving deep structural changes in teaching.
Whether it is Albania integrating AI into the core of government governance or China fully rolling out AI education in primary and secondary schools, both signify that AI is integrating into all aspects of society at an unprecedented speed and breadth.Albania attempts to eradicate public procurement corruption through technological means, becoming the world’s first pioneer country to incorporate AI into the cabinet, with its actual effectiveness depending on technological reliability, regulatory mechanisms, and defenses against human intervention, making it a high-risk institutional innovation experiment.Meanwhile, China’s AI education layout focuses on the future, laying a solid foundation for cultivating talents that adapt to the intelligent era.In the future, how many more changes will AI bring?
