International cooperation to prevent proliferation has led Taiwan’s Ministry of Economic Affairs to update its list of controlled high-tech goods, imposing new regulations on exports from Taiwanese companies.
On November 17, the Bureau of Foreign Trade of Taiwan’s Ministry of Economic Affairs announced a revision of the “Strategic High-Tech Goods Export Control List”, adding a total of 18 products across three major categories, including advanced 3D printing equipment, advanced semiconductor equipment, and quantum computers.。
In the future, if Taiwanese manufacturers wish to export these controlled goods, they must apply in advance to the Bureau for a strategic high-tech goods export license.。
01 Background of the Legislative Amendment
This legislative amendment is based on the standards and conventions of international export control organizations, including the Wassenaar Arrangement, the Nuclear Suppliers Group, the Missile Technology Control Regime, and the Australia Group.。
“To align our controlled goods list with international export control organizations and assist manufacturers in complying with export controls,” the Bureau stated in the announcement.。
The Ministry of Economic Affairs emphasized that the list will be updated annually based on international standards, a practice consistent with allied countries, with the amendment based on Article 13, Section 3 of the Trade Act.。
02 New Controlled Items
This revision mainly includes two parts: corrections and amendments to 127 items in the original list, as well as the addition of 18 new high-tech controlled items.。
The newly added 18 controlled items cover three major categories of technology:
Advanced 3D printing equipment has become one of the newly controlled items, widely used in high-end manufacturing and military applications.。
Advanced semiconductor equipment includes critical semiconductor manufacturing and testing equipment such as Complementary Metal-Oxide-Semiconductor (CMOS) integrated circuits, cryogenic cooling systems, scanning electron microscopes (SEM), and low-temperature wafer testing equipment.。
Quantum computer technology has also been included in the control list, reflecting global concerns about the potential military applications of quantum computing.。
03 Export Control Procedures
The Bureau clearly stated that this move does not prohibit exports, but rather aims to mitigate the risk of goods being used for proliferation activities through international cooperation.。
If Taiwanese manufacturers need to export controlled goods on the list, they must apply in advance to the Bureau for an export license.。
The Bureau promises that as long as the export transaction is confirmed to pose no proliferation risk, an export license will be issued, allowing manufacturers to export.。

The announcement of this revision has a 60-day comment period, during which relevant industry associations and stakeholders can provide feedback.。
