“We are proactively laying out cutting-edge technologies such as artificial intelligence and brain-computer interfaces to create new tracks and shape new advantages.” On September 18, 2025, Yin Hejun, Minister of Science and Technology, introduced this at a series of press conferences on “High-Quality Completion of the 14th Five-Year Plan” held by the State Council Information Office.

Interface News learned from the press conference that the added value of China’s high-tech manufacturing industry has increased by 42% compared to the end of the 13th Five-Year Plan; the added value of the “three new” economies accounts for 18% of GDP; and new economic growth points are emerging in cutting-edge fields such as artificial intelligence and biotechnology.

Yin Hejun stated that in the field of artificial intelligence, several general models have emerged domestically that reach international advanced levels, with some models achieving accuracy rates exceeding 95%, creating over a hundred benchmark application scenarios. In the field of humanoid robots, breakthroughs in overall machine technology have been achieved, with progress in key technologies such as multimodal perception and brain-cerebellum models, promoting deep integration with embodied intelligence, and accelerating the application of humanoid robots in scenarios such as automotive manufacturing, logistics handling, and power inspection, laying a solid foundation for the future trillion-level industry development.

In the field of brain-computer interfaces, assistance has been provided to paraplegic patients to begin standing and walking, and blind individuals have regained light perception; domestically produced brain stimulators have achieved full commercialization, with implantation conducted in 400 hospitals across 8 countries, clinically helping 30,000 Parkinson’s disease patients improve their motor functions, becoming a new engine for high-quality development in the field of population health.

“Now, there are only 10 years left to achieve the goal of building a strong technological nation, and the next five years are a critical period for tackling challenges. Seizing the opportunities of a new round of technological revolution and industrial transformation, responding to the complex and changing international situation, and supporting high-quality development all pose higher requirements for scientific and technological work,” said Yin Hejun.

Regarding the work focus during the 15th Five-Year Plan period, Yin Hejun introduced that the advantages of a new type of national system will be leveraged to promote the integrated development of education, science and technology, and talent, facilitate the deep integration of technological innovation and industrial innovation, create a world-class innovation environment, and comprehensively enhance the capacity for technological innovation, laying a solid foundation for building a strong technological nation.

Yin Hejun stated that the first priority is to strengthen original and leading technological breakthroughs, planning and laying out a number of new major national scientific and technological projects urgently needed by national strategies, enhancing organized basic research, and continuously increasing the supply of high-quality technology. Promoting the deep integration of technological innovation and industrial innovation, further strengthening the leading role of enterprises in technological innovation, accelerating the construction of concept verification and pilot verification platforms, and driving the large-scale application of new technologies, new products, and new scenarios.

In addition, Yin Hejun introduced that the integrated promotion of education, science and technology, and talent development will be carried out, strengthening the collaborative education of science and technology and the integration of industry, academia, and research in talent utilization, cultivating and creating first-class leading talents and innovative teams in major scientific and technological tasks, and building a competitive advantage in talent.
