On November 19, 2025, the Ministry of Industry and Information Technology held a press conference to introduce the revision of the GB 6675 “Toy Safety” series of mandatory national standards. He Yaqiong, Director of the Consumer Goods Industry Department of the Ministry of Industry and Information Technology, Feng Haicang, First Inspector (Director-General level), Miao Yuchen, Deputy Director of the Quality Supervision Department of the State Administration for Market Regulation, and Cai Bin, Second Inspector of the Standards Technology Department attended the conference to introduce relevant information and answer reporters’ questions. The press conference was hosted by Gong Xian, Deputy Director of the General Office of the Ministry of Industry and Information Technology.The press conference conveyed a clear message:AI toys will bid farewell to “concept hype” and enter a “golden age” of standardized and regulated development.
01Policy Support: Guiding AI Toys to Create New Demand
“Currently, driven by both technological revolution and consumer upgrades, China’s toy industry is entering a new stage of intelligent development. Especially with the deep integration of artificial intelligence technology and the traditional toy industry, it is accelerating the reshaping of product forms and value chain structures. AI toys are becoming a new engine for promoting high-quality industrial development.” He Yaqiong emphasized at the press conference that the Ministry of Industry and Information Technology will work with relevant departments to formulate implementation plans to promote the adaptation of supply and demand for consumer goods, guiding enterprises to use AI technology to stimulate children’s creativity and create high-quality products that combine companionship and educational functions.
The core direction of the policy is to make AI toys a powerful assistant for “edutainment”.
He Yaqiong stated, “Next, our ministry will strengthen collaboration with relevant departments to jointly promote the high-quality development of the AI toy industry.” Efforts will be made in policy support, promoting product innovation, and regulating industrial development.
02The Future is Here: Preview of Mainstream AI Toy Forms in 2025
According to the information revealed at the press conference and industry trends, we will see the following types of mature AI toy products next year:

AI Story Weaver: A dinosaur-shaped doll that can not only tell preset stories but also create unique adventures with children. Children set the protagonist and the beginning, and the AI can weave reasonable and imaginative plots in real-time.

AI Science Exploration Box: Paired with physical experimental equipment, the AI acts as a “laboratory assistant.” When children encounter difficulties in connecting circuits, the AI can not only provide voice guidance but also generate dynamic 3D disassembly animations on the accompanying tablet app, intuitively demonstrating the principles.

AI Emotional Companion Robot: Equipped with more refined sensors, it can recognize children’s emotions through voice tone and even preliminary facial expression recognition. When a child is unhappy, it will actively play soothing music or tell a joke, becoming a true “emotional partner.”
03Safety Assurance: Dual Protection of Data Privacy and Material Safety
The safety issues that parents are most concerned about were addressed at the press conference. In response to the uniqueness of AI toys, regulatory authorities will strengthen defenses from two aspects: “material safety” and “data safety.”
Regarding material safety, the newly released version of GB 6675 “Toy Safety” series of mandatory national standards sets strict “safety red lines” for AI toys.
Cai Bin, Second Inspector of the Standards Technology Department of the State Administration for Market Regulation, stated that this standard adds limit requirements for ten types of harmful substances, including formaldehyde and total volatile organic compounds (TVOC). The formaldehyde limit for toys for children under 36 months is strictly limited to 30 milligrams per kilogram, and the TVOC release amount has introduced an internationally leading standard of 0.5 milligrams per cubic meter for the first time. This means that the risk of children coming into contact with harmful substances when biting or touching AI toys will be significantly reduced.
More attention has been paid to the data safety issues of AI toys, which also have clear solutions.
He Yaqiong stated that the Ministry of Industry and Information Technology will guide enterprises to strengthen technical protection while timely researching and formulating specialized standards to comprehensively safeguard children’s personal information security, such as voice and image data. In the future, parents will no longer have to worry about issues like “children’s conversations being monitored” or “privacy data being leaked,” truly achieving “safe play and secure use.”
It is worth mentioning that to avoid the impact of standard upgrades on enterprises, the new version of the “Toy Safety” national standard has set a “12+12” dual transition period: a 12-month production transition period for enterprises to upgrade production lines and a 12-month sales transition period to ensure the orderly exit of old standard inventory, maintaining safety bottom lines while considering the actual development of the industry.
04Advice for Parents: How to Choose Qualified AI Playmates for Children?
In the face of the upcoming AI toy boom, how should parents make wise choices? The press conference also provided official guidance:

Recognize the “Standard Label”: Starting in 2026, AI toys that meet national standards will bear a special “compliant AI toy” label. This is the first line of defense for safety and quality.

Examine the “Depth of Interaction”: Experience it personally. Good AI toys should not have mechanical question-and-answer dialogues but should possess memory and logic, enabling open-ended and heuristic communication.

Control “Data Permissions”: In the accompanying parent app, ensure you can clearly manage permissions for microphones, cameras, etc., and understand how data is being used. Any product that does not provide transparent data management options should be approached with caution.
