
Chapter 1 General Provisions
1.1
Purpose
This regulation is formulated to ensure the safety of laboratory equipment, maintain a clean environment, standardize usage procedures, improve resource utilization, and provide a safe and efficient working and learning environment for association members.
1.2
Scope of Application
This regulation applies to all members of the association, registered external personnel, and all behaviors related to the use of the laboratory.
1.3
Management Responsibilities
· Operations Department: Responsible for overall laboratory management, with authority over equipment allocation, purchasing and repairing damaged instruments, and daily registration, environmental checks, consumable management, and issue feedback.
· All members: Strictly adhere to this regulation, consciously maintain laboratory order and environment, and proactively report equipment failures or safety hazards.
· Heads of departments: Responsible for approving external personnel borrowing experimental stations temporarily.
· President and Vice President: Responsible for reviewing external personnel borrowing laboratory space for extended periods.
Chapter 2 Workstation Usage Regulations
2.1
Fixed Workstations
· Fixed workstations are exclusive spaces approved by the heads of departments for those in need, and temporary occupation or storage of items by other members is prohibited.
· Heads of departments must keep workstations tidy, personal items should be stored by the individual, and valuable items should not be stored long-term.
· If a workstation is left idle for an extended period, consideration will be given to reclaiming the workstation.
· Members who stay in the laboratory for long periods have the responsibility and obligation to supervise and maintain laboratory safety.
2.2
Floating Workstations
· The principle of “first come, first served + clean up after use” is implemented, and long-term occupation is prohibited.
· During use, the desktop must be kept tidy, experimental materials and tools should be stored promptly, and the desktop should be cleared of clutter and chairs returned to their place when leaving.
· Personal items (such as computers, backpacks) should be managed by the individual, and loss is at their own risk.
· If violations occur, consideration will be given to canceling the member’s floating workstation usage rights for one month.
Chapter 3 Equipment and Instrument Management
3.1
Usage Registration
· When internal members of the association use or external members borrow experimental stations, they need to register their usage.
· Before use, the “Instrument Usage Registration Form” must be filled out, and operations can only commence after confirming that the equipment is functioning normally; any abnormalities found before or after use must be registered immediately and reported to the head of the operations department.
3.2
Operating Regulations
· Basic equipment (such as multimeters, tweezers, clamps, etc.): Members can use directly, strictly following operating instructions, and are prohibited from improperly plugging and unplugging interfaces or using force.
· Core equipment (such as development boards, oscilloscopes, simulators, soldering irons, heating platforms, etc.): Members who have not undergone training and practice are not allowed to use them, and inexperienced members must not use them without supervision.
· Strictly adhere to the principle of safety first, prohibiting unauthorized disassembly or modification of any equipment, and prohibiting the use of equipment for activities unrelated to learning or experiments.
3.3
Faults and Repairs
· If equipment malfunctions are discovered, stop using it immediately, note it in the registration form, and contact the president or department head to arrange repairs.
· Members who cause damage to equipment must bear the repair costs or compensate at market value; in severe cases, they will receive a reprimand and be prohibited from use.
Chapter 4 Management of External Personnel
4.1
Reporting Process
· External personnel wishing to enter the laboratory must have an association member report the application in the work group, stating the identity of the visitor, purpose, and duration of stay.
· After approval by the department head, the introducer can arrange to bring them in; non-association members are not allowed to stay in the laboratory alone, and unreported personnel are strictly prohibited from entering.
· Long-term borrowing of laboratory space and equipment is generally not allowed; this situation requires an application to the president or vice president, who will review it based on safety and laboratory management regulations.
· In the event of an accident or loss, the borrower, introducer, and reviewer are responsible for the laboratory usage situation.
4.2
Accompaniment Requirements
· During the time external personnel are in the laboratory, the reporting association member must accompany them at all times, clearly informing them of laboratory rules and restricting their activity range (they are not allowed to touch large property or use fixed workstations without permission).
· The accompanying personnel are responsible for the behavior of the visitors; if equipment is damaged or the environment is harmed, the accompanying personnel will bear corresponding responsibility.
Chapter 5 Property and Consumables Management
5.1
Property Inventory
· The administrator will check the laboratory property every two weeks, including: name, specifications, quantity, purchase date, storage location, and usage status.
· Establish a “Laboratory Property List” to update loss and replenishment situations in a timely manner; if items are found to be lost, immediate investigation and reporting to the department head is required.
5.2
Consumable Usage
· Consumables used at the experimental station do not require registration, but safety must be observed during use.
· Waste of consumables is prohibited; remaining consumables should be returned promptly, and when stock is insufficient, the operations department will apply for procurement uniformly.
· To avoid waste of 3D printing materials, print files need to be reviewed by the person in charge; any damage caused by unauthorized use must be compensated.
Chapter 6 Environmental Maintenance and Safety Management
6.1
Regular Cleaning
· Responsibility zones are defined: personal workstations are the responsibility of the user, and public areas (floors, desktops, instrument cabinets, trash cans) are on a rotation system, with a duty roster.
· The president and vice president will check the cleanliness once a week, and members with fixed workstations will collectively clean the laboratory on Sundays.
6.2
Safety Management
· Electrical safety: Power off when leaving, prohibiting unauthorized wiring, high-power equipment (such as power supplies, oscilloscopes) must use dedicated sockets to avoid overload; flammable and explosive items are prohibited near equipment.
· Fire safety: The laboratory is equipped with fire extinguishers and first aid kits, and their locations must be conspicuous; all members must be familiar with usage methods; smoking, open flames, and consumption of strong-smelling foods are prohibited in the laboratory.
· Emergency handling: In case of an accident, stop operations immediately, contact emergency contacts (president, department head), and call emergency services if necessary.
Chapter 7 Usage Hours and Permission Management
7.1
Opening Hours
Weekdays: 9:00-12:00, 15:00-22:00
Weekends: 10:00-12:00, 15:30-22:30
· Use of the laboratory outside of opening hours requires prior application to the department head, stating the reason and time for use, and can only be used after approval.
· To implement laboratory safety management requirements, members entering the laboratory earliest and leaving latest must register their names and times; the last member to leave is responsible for checking power off, and any safety hazards found must be reported in the work group.

Supplementary Provisions
8.1 This regulation is interpreted by the department head of the association.
8.2 This regulation can be revised and improved based on actual usage; revisions must be re-announced and confirmed by members.
8.3 This regulation takes effect from the date of publication.
