GCC Certification (General Certificate of Conformity) is a compliance document for general use products. For products subject to consumer product safety rules, a written General Certificate of Conformity (GCC) must be issued based on testing or a reasonable testing program to demonstrate compliance with the relevant rules.
Scope of GCC Certification
Manufacturers and importers of non-child products subject to consumer product safety rules must demonstrate compliance with all applicable rules through GCC. Manufacturers or importers must provide testing records or a reasonable testing program for each product.

Mandatory Requirements for GCC Certification
Products within the scope must undergo GCC certification to be imported into the USA. Failure to issue a GCC certificate, issuing false compliance certificates, or violating CPSA requirements will result in severe consequences such as civil penalties, criminal penalties, and asset forfeiture.
Difference Between GCC and CPC Scope
Important Note: Children’s products require the issuance of aChildren’s Product Certificate (CPC), not a General Certificate of Conformity (GCC).
GCC Certification Process
Document Submission: Customers submit product information as required
Preliminary Assessment: Assess GCC-related testing items and costs
Testing: Testing is conducted by CPSC authorized laboratories
Certificate Issuance: A General Certificate of Conformity is issued after passing the tests
