Ning’er County Implements ‘Embedded’ Supervision to Support Local Employment and Income Generation

Entering Shigaojing Village in Tongxin Town, Ning’er Hani and Yi Autonomous County, Pu’er City, the morning mist has yet to dissipate, and the employment support workshop at the village entrance is already bustling with activity. Workers are sorting and packaging at the assembly line, full of energy. This scene reflects the quiet changes in the mountain village after Ning’er County promoted local employment opportunities.

“Now that the workshop is built right at our doorstep, I can earn money without delaying my farm work, and I can take care of the elderly and children. It feels much more secure than going out to work!” Sister Wang, a villager working in the fruit factory support workshop, shared with the visiting disciplinary inspection and supervision officials.

In recent years, Ning’er County has prioritized promoting local employment as a crucial strategy to consolidate and expand the achievements of poverty alleviation while effectively connecting with rural revitalization. The county has continuously increased efforts in building employment support workshops. The county’s Commission for Discipline Inspection and Supervision has incorporated the construction and operation of these workshops into its political supervision focus, using precise oversight to ensure the effective implementation of employment support policies, allowing more residents to achieve both family care and income generation.

In response to issues identified during previous “on-site” supervision, such as imprecise planning and inadequate alignment with enterprise labor needs in some townships’ employment support workshops, the Ning’er County Commission for Discipline Inspection and Supervision promptly issued supervision reminders to the county’s Development and Reform Bureau, Human Resources and Social Security Bureau, and Rural Revitalization Bureau, urging them to scientifically validate project locations and industry types, preventing hollow operations and ensuring that support workshops are genuinely built close to the people and integrated into the industrial chain.

As a number of employment support workshops have been established and put into operation, the focus of supervision has shifted to policy implementation and operational efficiency. The county has adopted a “room-group-field” collaborative approach, conducting periodic embedded supervision in various township workshops.

“Are workers’ wages paid on time? Is skills training being conducted?” The supervision team, through reviewing documents and engaging in face-to-face discussions with business leaders and workers, thoroughly understands the employment of poverty alleviation labor, subsidy distribution, and safety production, focusing on identifying and addressing issues such as inadequate job placements, insufficient training, and inadequate policy benefits, ensuring that support workshops operate according to regulations and achieve effectiveness.

To promote the sustainable and high-quality development of employment support workshops, the Ning’er County Commission for Discipline Inspection and Supervision has established a collaborative mechanism between disciplinary inspection and functional departments, facilitating smooth channels for reporting and complaints. Issues related to employment support workshops are prioritized for prompt investigation and resolution, with strict measures against any bureaucratic behavior, negligence, or inefficiency in supporting workshop development.

Under the supervision, relevant functional departments have proactively provided services by organizing special recruitment events, implementing tax reductions and fee exemptions, and conducting skills enhancement training, assisting enterprises in overcoming difficulties and stabilizing and expanding jobs. The employment support workshop at Ning’er County Fengkeyuan Fruit Factory has now expanded from Shigaojing Village to several surrounding administrative villages, stabilizing employment for hundreds of residents and becoming a typical representative of the “public welfare position + employment support” model.

“Building the employment support workshop is just the beginning; it must be utilized effectively. We will continue to strengthen comprehensive supervision, promote standardized management of the workshops, and enhance their effectiveness, ensuring that residents can securely hold onto their ‘rice bowls’ right at their doorsteps, injecting continuous ‘clean power’ into rural revitalization,” stated a relevant official from the Ning’er County Commission for Discipline Inspection and Supervision.

Currently, the county has established 16 employment support workshops, which have cumulatively absorbed 673 laborers, including 109 poverty alleviation laborers.
