The report titled “Research Report on the Cultivation of Specialty Semiconductor and Semiconductor Equipment Industry in Nanhai District” (referred to as “the Report”) released at the meeting shows that the semiconductor industry in Nanhai District has begun to take shape.

In the materials field, Huate Gas supplies leading companies such as SMIC; in the design field, chips developed by Xidiwei have entered the supply chains of Xiaomi and Audi.

In the equipment field, Lian Dong Technology’s testing platform has reached international standards, serving international clients such as ON Semiconductor, while the domestic substitution rate of BODON’s nano-precision ion source equipment has reached 60%.

In the packaging and testing field, the yield rate of the board-level fan-out packaging technology from Fuzhixin is 95%, with costs reduced by 30%, outperforming the international average.

In terms of specialty processes, Qingyi Optoelectronics, which ranks first in domestic flat panel display masks, has invested 3.5 billion yuan to expand production, achieving a domestic substitution rate of over 60% for high-precision masks.

Beyond the industrial foundation, Nanhai’s “application market advantage” is also significant. Nanhai is located in the heart of the Guangdong-Hong Kong-Macao Greater Bay Area, which is one of the most densely populated manufacturing regions in the country. The semiconductor demand from industries such as smart equipment, consumer electronics, and new energy vehicles exceeds 100 billion yuan annually, forming a supply-demand closed loop and providing a broad market space for the development of the semiconductor industry. For instance, in the smart home appliance sector, leading companies like Midea and Galanz have annual chip procurement exceeding 2 billion yuan, with strong demand for power management chips, MCUs, and more. In the automotive electronics sector, the annual production capacity of the FAW-Volkswagen Foshan base reaches 600,000 vehicles, driving a surge in demand for automotive-grade MCUs and sensors.

The Guangdong Institute of Semiconductor Micro-Nano Manufacturing Technology is located in Shishan Town, Nanhai District, and was established in July 2019.

Major innovation platforms such as Jihua Laboratory and Guangdong Micro-Nano Institute can provide key support for industrial development. The public service platform for sensor and third-generation semiconductor (gallium nitride) chip manufacturing created by the Guangdong Micro-Nano Institute has served over 260 enterprises and institutions nationwide; the industrial incubation area, primarily featuring a thousand-level clean space, focuses on the chip manufacturing process, meeting the flexible needs of enterprises for shared equipment and low-cost joint production lines, effectively lowering the threshold for enterprises to start production. Jihua Laboratory focuses on the localization research and development of semiconductor equipment, concentrating on key core technology breakthroughs and the development of major equipment in the fields of new display equipment and semiconductor technology and equipment.

In addition, Nanhai is fully committed to building specialized parks such as the Foshan Semiconductor Technology Park, Jihua Pilot Achievement Incubation Base, Foshan Advanced Manufacturing Industry Park for Information Equipment, Yian Science and Technology Innovation Park, Tianfu Technology City, and Nanhai Electronic Information Industry Park.

Precisely planning three tracks

Quickly forming industrial competitiveness

Currently, from an international perspective, the semiconductor industry landscape is undergoing deep adjustments, with the “barriers” of core technologies and key equipment gradually diminishing. Domestically, semiconductor demand is shifting from “scale growth” to “quality improvement,” with emerging segments in design, manufacturing, and packaging and testing continuously emerging. Moreover, cities from the Yangtze River Delta to the Pearl River Delta are heavily investing in the semiconductor industry, leading to intense competition.

Nanhai is also clearly aware that high-end chip design, wafer manufacturing, and other “high investment, high risk, high barrier” fields are evidently not aligned with Nanhai’s current resource endowment and industrial foundation. Instead, it focuses onspecialty semiconductors and semiconductor equipment that meet local needs and align with its own advantages, avoiding homogenized competition while quickly forming industrial competitiveness.

The first track is to rely on the Guangdong Micro-Nano Institute’s pilot platform to develop semiconductor component processing and advanced packaging processes, gathering Fabless design and manufacturing enterprises, and advanced packaging enterprise clusters.

The second track is to rely on Jihua Laboratory to develop new display equipment and key components of semiconductor equipment.

The third track is to rely on the manufacturing foundation to cultivate the consumables and equipment repair service industry.

In the next steps, Nanhai will quickly introduce support policies around the semiconductor industry, focusing on specialty semiconductors and semiconductor equipment, and pursue a path of industrial development with Nanhai characteristics.
