India Aims to Manufacture Chips! ASML CEO: We Are Willing to Support

1. India Restarts “Semiconductor Strategy”, ASML Extends Olive Branch

Last month, Indian Prime Minister Modi announced the restart of the “semiconductor strategy” during his “Independence Day” speech, promoting local chip manufacturing, with the first “Made in India” chip expected to be launched by the end of 2025. Dutch semiconductor giant ASML responded positively, with CEO Christoph Hocke stating at the India Semiconductor Annual Summit that he hopes to establish cooperation with Indian chip manufacturers in the coming year. Hocke noted India’s significant potential, and ASML will support its goals through collaboration, knowledge exchange, and talent development, with advanced lithography solutions aiding Indian wafer fabs. Currently, ASML has established a physical presence in India and is sending more executives to the country; however, advanced technologies like extreme ultraviolet lithography (EUV) will only be collaborated on once the Indian industry matures, with the current focus on team building and increased investment.

2. Multiple Countries Support India’s Semiconductor Efforts, Market Potential Under Scrutiny

The Indian government launched the “Semiconductor India” initiative in 2021 with an initial budget of approximately $8.7 billion, but the results were unsatisfactory. Modi’s reiteration of the strategy has made semiconductor cooperation a key focus of India-Japan diplomacy. On August 29, Modi met with Japanese Prime Minister Kishida Fumio, reaching an agreement on the “Japan-India Economic Security Initiative,” which prioritizes semiconductors, with Japan supporting companies in establishing operations in India. Additionally, Japan and India are promoting the transfer of some production capacity to India. U.S. media pointed out that ASML views India as a potential Asian market due to trade disputes and impacts on sales to China. ASML predicts that India’s semiconductor market will exceed $55 billion by 2026 and reach $100 billion by 2030, driven by demand in areas such as smartphones and government support.

3. Challenges Facing India’s Semiconductor Industry, Future Development Remains to be Seen

However, India’s semiconductor industry faces numerous challenges. Bappa Sinha, CTO of Virtunet Systems in India, pointed out that Modi’s policies have not promoted local knowledge accumulation and technology transfer, and merely relying on subsidies is insufficient to attract leading companies; in four years, only Micron has agreed to set up a factory in India, and it is not a semiconductor plant. Analysts also indicate that India’s semiconductor industry is small, with weak export competitiveness, and there is a significant gap compared to China and the U.S., with domestic market demand needing to be stratified. Although India is actively positioning itself in the high-tech industry, it still has a long way to go to achieve breakthroughs and development in the semiconductor sector. While there is great potential for future industry development, whether it can seize opportunities and overcome challenges remains to be seen.
