On July 22, under the leadership of General Manager Lan Jifeng, the practice team members visited the old Quzhou Industrial Wastewater Treatment Plant. Lan Jifeng explained the ecological philosophy and operational mechanism of the old plant, and the practice team members traced back to understand the formulation of the 811 strategy.

In 2004, when Zhejiang launched the first round of the 811 remediation action, the Quzhou Economic Development Zone was listed as one of the 11 provincial key environmental protection supervision areas due to the direct discharge of industrial wastewater from 49 chemical enterprises into the Wuxi River. The Quzhou Wastewater Treatment Plant, through a first-level discharge standard treatment process, has undergone multiple purification treatments of industrial wastewater, ending the black and odorous history of the Wuxi River. On September 5, 2005, then Zhejiang Provincial Party Secretary General Secretary Xi Jinping visited the Shenjia Wastewater Treatment Plant for research, focusing on wastewater treatment, and emphasized at the subsequent symposium on water pollution control in the Qiantang River Basin that “the pollution prevention and control work in the Qiantang River Basin is not only directly related to the production and life of 14 million people in the basin but also related to whether our province can achieve the goal of ecological province construction.” This set the direction for ecological pollution control. From3000 tons to 100,000 tons of treatment capacity, from a single plant to a comprehensive network system, the transformation of the Quzhou Wastewater Treatment Plant verifies the core logic of the “811” strategy: to force industrial transformation through institutional innovation and to protect the ecological foundation through technological upgrades.

From 3000 tons to 100,000 tons, as the scale of the Quzhou Wastewater Treatment Plant expands, the plant is also undergoing a transformation from the old plant to the new plant. This major transformation revolves aroundinheriting experience, transitioning, and adapting to upgrades. The old plant mainly adopts a manual inspection model, while the new plant uses an intelligent control system (such as remote monitoring of water quality indicators and automatic adjustment of reagent dosing). The two plants progress together through communication, achieving innovation in management methods and operational mechanisms. This communication resembles a combination of mentorship and mutual adaptation, preserving the practical wisdom of the old plant while allowing the advanced model of the new plant to be implemented more smoothly, ultimately achieving a smooth transition from experience-based operation to intelligent processing.

Director Wang Zhe led the practice team members into the new plant, explaining in detail how the new plant has upgraded from wastewater treatment to a resource regeneration modern system factory. The practice team members witnessed the quiet transformation of wastewater through sedimentation and bubbles, with effluent purification and sludge turning into organic fertilizer, achieving a true water-energy-material closed-loop cycle. This is not only the flow of technology but also a crystallization of a city’s wisdom in green governance. The practice team members learned from the researcher that the Quzhou Wastewater Treatment Plant currently mainly uses microbial treatment technology, which is cost-effective but has limitations in treating certain raw water; for wastewater that is difficult for microorganisms to process, chemical treatment is required, although this increases costs and the reagents used may impact the external environment. Meanwhile, the newly built wastewater plant has introduced advanced fans such as magnetic levitation and air flotation, effectively reducing energy consumption and noise.

In the subsequent discussion, Director Wang Zhe shared his deep thoughts on the “ecological account” and “economic account” with the practice team members. He said: “Pollution control is not the end, but the starting point. In the future, industrial parks must learn to ‘do the cleanest work with the least energy consumption.'” The General Secretary’s research and the launch of the “811” campaign connect every key leap in Quzhou’s pollution control. The director emphasized that low-carbon living should not only be reflected in factories but also in everyone’s daily life.
