In July 2022, the Qin Chuang Yuan Innovation Promotion Center launched a public welfare empowerment cultivation project – the Qin Chuang Yuan • Qinghe Plan. This plan focuses on the core bottlenecks faced by technology-based small and micro enterprises in areas such as management, market expansion, financing, and talent cultivation, providing precise solutions through a full lifecycle “drip irrigation” service.
Over the past three years,the plan has empowered enterprises 328 times, facilitated 12 industrial and innovation ecosystem collaborations, and helped enterprises leverage financing of 151 million yuan, becoming an important “cultivation carrier” in the Shaanxi technology innovation ecosystem.
Precise Empowerment to Solve Growth Challenges
In mid-August this year, during the “Legal Empowerment for Enterprise Development” public welfare legal empowerment event, Shaanxi Jinxin Tiantai Material Technology Co., Ltd. achieved significant results. “The experts from the public welfare legal service team not only identified hidden risks in our investment and financing processes but also provided a complete compliance rectification plan, which is crucial for the company’s next steps in development,” said the company leader.
Funding is the “lifeline” for enterprise development. At the beginning of the Qinghe Plan, the Qin Chuang Yuan Innovation Promotion Center signed strategic cooperation agreements with multiple financial institutions to break through financing barriers for enterprises. Wang Yihong, the head of Shaanxi Taihe Intelligent Drilling Co., Ltd., deeply felt this: “In previous years, the industry developed rapidly, but we were hindered by a lack of collateral for financing, limiting our capacity expansion. The Xi’an branch of Minsheng Bank issued a 20 million yuan credit loan through ‘Yichuang Loan’ and also provided 18 million yuan in financing leasing in collaboration with Minsheng Jinzu, revitalizing the company’s assets.” This year, the bank has additionally granted a three-year credit of 10 million yuan for “technology research and development credit loans,” continuously empowering the company’s development.
In addition, the Qinghe Plan actively promotes innovation in technology finance products, collaborating with insurance companies to launch new financial products such as intellectual property insurance. As early as 2023, Proton Automotive Technology Co., Ltd. signed the first intellectual property insurance under the Qin Chuang Yuan plan with the Shaanxi branch of Pacific Insurance. “60% of our employees are R&D personnel, and patents are our ‘lifeline’,” said a relevant company representative. With insurance in place, banks are more confident in lending, and enterprises are more willing to invest in R&D.
Resource Integration to Build a Collaborative Ecosystem
Technological innovation relies on collaborative cooperation. The Qinghe Plan builds an industrial collaborative ecosystem centered around leading enterprises through the “Strengthening Foundation” project, promoting synergy among large, medium, and small enterprises.
In May this year, the “Qin Chuang Yuan • Qinghe Plan Machine Tool Industry and Military Industry Precision Empowerment Innovation Exchange Activity” precisely matched industrial technology needs by collecting and publishing product demands from seven military units such as AVIC Xi’an Aircraft Industry Group and 618 Institute, as well as the technical product capability lists of 21 CNC machine tool enterprises, facilitating three collaborations among five machine tool industry chain enterprises in the region.
Focusing on strengthening, supplementing, and extending the industrial chain, the Qin Chuang Yuan Innovation Promotion Center has also collaborated with the China Hydrogen Energy Alliance and the National Energy Group to hold two consecutive preliminary rounds of the Hydrogen Energy Specialized and Innovative Entrepreneurship Competition in Xi’an, as well as the Qinghe Plan Innovation Exchange Activity; promoting Haier’s open 98 technical demands, attracting multiple domestic university teams and technology innovation enterprises to respond; leading the establishment of the Xi’an Hydrogen Energy Standardization Committee, and jointly issuing the “Xi’an Hydrogen Energy Industry Standard System Construction Guide (2024 Edition)” with the Municipal Market Supervision Administration, Municipal Industry and Information Technology Bureau, Municipal Ecological Environment Bureau, Municipal Emergency Management Bureau, and Municipal Development and Reform Commission, creating an “ecological rainforest” for resource integration and industrial collaboration for enterprises.
Linking Internal and External Resources
From Provincial Cooperation to National Networking
The service scope of the Qinghe Plan extends beyond the Qin Chuang Yuan main window in the Xixian New Area, becoming an important interface for connecting Shaanxi’s innovation network internally and externally.
Within the province, the Qinghe Plan extends the resources of the main window to cities. The Qin Chuang Yuan Innovation Promotion Center collaborates with cities such as Xianyang and Baoji to hold industrial-financial docking activities, helping enterprises achieve cross-regional financing and precise matching of technology needs.
Outside the province, the Qinghe Plan actively promotes the “Shaanxi Team” to connect with national resources. So far, it has organized multiple cross-provincial industrial-financial docking activities in regions such as Beijing-Tianjin-Hebei, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Jiaodong Peninsula, establishing “city partnership” relationships with five well-known institutions, facilitating 19 cooperation intentions and six financing contracts, deeply empowering 59 enterprises. This year, at the industrial-financial ecological docking conference for large, medium, and small enterprises held in the Xixian New Area, eight key projects were signed, with a total investment of about 400 million yuan.
Over the past three years, the Qinghe Plan has evolved from provincial cooperation to national networking, becoming a key link for Qin Chuang Yuan to connect “new quality productivity”, continuously adding momentum to enterprise development, bridging industrial collaboration, and facilitating cross-regional cooperation, injecting vitality into the high-quality development of the Qin Chuang Yuan main window.
