Understanding GOIP and VOIP
“GOIP” and “VOIP” arescam devices that use mobile and landline numbers for virtual dialing.
In fact, the two are quite similar, both based on IP voice transmission that disguises the overseas calls to criminals.GOIP uses mobile SIM cards to connect to the telephone network, displaying the mobile number as the caller ID; VOIP uses landline connections to the telephone network, displaying the landline number as the caller ID.
What is a GOIP device?
GOIP refers to virtual dialing devices, which can support hundreds of mobile SIM cards operating simultaneously.
What is a VOIP device?
VOIP is a method used by scammers to commit fraud by setting up VOIP devices and remotely dialing over different networks, thereby concealing their true location. Scammers remotely control VOIP devices in different locations, using domestic landline numbers to make calls and send messages, achieving a separation between the human and the machine, which enhances concealment and deceit.

“GOIP” Networking
Generally composed of “GOIP + SIM card pool devices”, the paired SIM card pool can hold hundreds of SIM cards, and the pool can also be used separately from the GOIP.

Simple “GOIP” Networking
Scammers use multiple mobile phones, combined with remote control software and audio lines to set up a communication network, then control one phone through remote control software, and communicate with another phone via WeChat, QQ, or other network software, transmitting audio signals to the first phone to carry out scam calls.

Criminal Penalties
The crime of assisting information network criminal activities (“aiding crime”) was added as a new charge in the amended Criminal Law (Nine) that took effect in November 2015. It mainly refers to the behavior where a person knowingly provides internet access, server hosting, network storage, communication transmission, or other technical support for others to commit crimes using information networks, or provides advertising promotion, payment settlement, or other assistance, making them an important accomplice in telecommunications network crimes.
According to Article 287-2 of the Criminal Law, the statutory punishment for “aiding crime” is imprisonment for not more than three years or criminal detention, and a fine may also be imposed.

Occupation Ban and Prohibition Orders
According to the Supreme People’s Court and the Supreme People’s Procuratorate’s interpretation on handling criminal cases involving illegal use of information networks and assisting information network criminal activities, the judicial authorities may declare an occupation ban for those convicted of “aiding crime”; for those sentenced to control or probation, a prohibition order may be declared based on the crime circumstances.

Administrative Penalties
According to the Anti-Telecom Network Fraud Law of the People’s Republic of China that took effect on December 1, 2022, organizing, planning, implementing, or participating in telecommunications network fraud activities or providing assistance for such activities constitutes a crime, and criminal responsibility shall be pursued according to law. If the aforementioned behaviors do not constitute a crime, the public security organs may detain the person for not less than ten days but not more than fifteen days; confiscate illegal gains, and impose fines of one to ten times the illegal gains; if there are no illegal gains or the illegal gains are less than ten thousand yuan, a fine of less than one hundred thousand yuan may be imposed.

Disciplinary Measures
For bank cards, there will be measures such as credit penalties, business restrictions, and strict account management, which will affect the relevant persons’ loan and credit card applications for a certain period. For five years, related units and individuals will be suspended from non-counter banking services; for mobile cards, during the penalty period, the new network access services for the perpetrator will be stopped, and only one mobile number will be retained by the basic operators.
Police Reminder
1. Illegally installing and using GOIP and VOIP devices constitutes a crime; do not seek profit and become an accomplice to telecom fraud.
2. Do not rent, lend, or sell your bank cards, mobile cards, and various third-party payment and social media accounts.
3. Please protect your personal information and related documents, bank cards, and mobile cards. If you discover someone engaging in aiding behavior, report it to the public security organs promptly.
4. If you accidentally fall victim to fraud or encounter suspicious situations, preserve evidence, and immediately call 110 to report or 96110 for consultation.
