In fact, the two are quite similar; both are based on IP voice transmission that disguises overseas calls to criminals.GOIP uses SIM cards to access the phone network, displaying the mobile number for incoming calls; VOIP uses landline connections to access the phone network, displaying the landline number for incoming calls.

What is a VOIP Device?
VOIP is a type of voice communication technology that uses the internet to communicate. Fraudsters implement scams by setting up VOIP devices and remote dialing over different networks, achieving the goal of concealing their true location. By remotely controlling VOIP devices in different locations, fraudsters can use domestic landline numbers to make calls and send messages, thus achieving a separation between the human operator and the device, which has strong concealment and deception capabilities.

Simple GOIP Networking
Fraudsters use multiple mobile phones, paired with remote control software and audio recording lines to set up a communication network. They control one of the mobile phones using some remote control software and communicate with another mobile phone using network software like WeChat or QQ, transmitting audio signals to the first mobile phone, thus carrying out fraudulent calls.


Relevant Legal Consequences

Using GOIP or VOIP for telecom network fraud is a criminal act.
According to the “Criminal Law Amendment (Nine)”, knowing that others are using information networks to commit crimes, providing technical support such as internet access, server hosting, network storage, and communication transmission, or providing assistance such as advertising promotion and payment settlement constitutes the crime of assisting information network criminal activities. In serious cases, imprisonment of less than three years or criminal detention, and fines may be imposed.
According to Article 38 of the “Anti-Telecom and Network Fraud Law of the People’s Republic of China”, organizing, planning, implementing, participating in telecom network fraud activities, or providing assistance to telecom network fraud activities constitutes a crime, and criminal responsibility will be pursued according to the law. If the aforementioned actions do not constitute a crime, the public security organs may detain for more than ten days and less than fifteen days; confiscate illegal gains and impose fines of more than one to ten times the illegal gains. If there are no illegal gains or the illegal gains are less than ten thousand yuan, a fine of less than one hundred thousand yuan will be imposed.
