Chapter One
General Principles

*Article 1 In order to standardize the qualification recognition and evaluation work of motor vehicle inspection institutions, this supplementary technical requirement is formulated based on the “Road Traffic Safety Law of the People’s Republic of China” and its implementation regulations, the “Air Pollution Prevention and Control Law of the People’s Republic of China”, the “Management Measures for the Qualification Recognition of Inspection and Testing Institutions” and related document provisions.

Interpretation of the Provisions

This article is about the purpose and basis of the formulation.

Article 15 of the “Implementation Regulations of the Road Traffic Safety Law of the People’s Republic of China” stipulates: “The quality and technical supervision department is responsible for the metrological certification management of motor vehicle safety technical inspection institutions, …”; Article 54 of the “Air Pollution Prevention and Control Law of the People’s Republic of China” stipulates: “Motor vehicle emission inspection institutions shall legally pass metrological certification, …”

In order to standardize the qualification recognition and evaluation work of motor vehicle inspection institutions, this “Supplementary Technical Requirements” is formulated based on the “Management Measures for the Qualification Recognition of Inspection and Testing Institutions” and related documents.

*Article 2 The motor vehicle inspection institutions referred to in this supplementary technical requirement include institutions that carry out motor vehicle safety technical inspection and emission inspection.

The motor vehicle safety technical inspection institution refers to the institution that conducts safety technical inspection of motor vehicles that are on the road in accordance with the provisions of the “Road Traffic Safety Law of the People’s Republic of China” and its implementation regulations, according to the motor vehicle safety technical inspection standards.

The motor vehicle emission inspection institution refers to the institution that conducts emission inspection of motor vehicles that are on the road in accordance with the provisions of the “Air Pollution Prevention and Control Law of the People’s Republic of China”, according to the national standards and the specifications formulated by the competent ecological environment department of the State Council or the relevant local regulations.

This article is the definition of motor vehicle inspection institutions applicable to this “Supplementary Technical Requirement”.

Article 10 of the “Road Traffic Safety Law of the People’s Republic of China” stipulates that “motor vehicles approved for registration shall meet the national safety technical standards for motor vehicles. When applying for motor vehicle registration, the motor vehicle shall accept safety technical inspection…”; Article 13 stipulates that “for motor vehicles that are registered and driven on the road, regular safety technical inspections shall be conducted in accordance with the provisions of laws and administrative regulations, according to different situations such as vehicle use, passenger and cargo capacity, and years of use…”; Article 15 of the “Implementation Regulations of the Road Traffic Safety Law of the People’s Republic of China” stipulates that “motor vehicle safety technical inspections shall be conducted by motor vehicle safety technical inspection institutions…”; Article 53 of the “Air Pollution Prevention and Control Law of the People’s Republic of China” stipulates that “used motor vehicles shall be regularly inspected for emissions by motor vehicle emission inspection institutions in accordance with national or local relevant regulations…”

Article 53 of the “Air Pollution Prevention and Control Law of the People’s Republic of China” only stipulates that “used motor vehicles shall be regularly inspected for emissions by motor vehicle emission inspection institutions in accordance with national or local relevant regulations.” Therefore, institutions that only conduct emission inspections on newly produced motor vehicles are not applicable to this supplementary requirement.

*Article 3 The qualification recognition evaluation of motor vehicle inspection institutions shall comply with this supplementary technical requirement.

This article is the provision of the applicable scope of this “Supplementary Technical Requirement”.

When conducting qualification recognition evaluations for inspection and testing institutions specified in Article 2, in addition to meeting the general requirements of the “Evaluation Criteria for the Qualification Recognition of Inspection and Testing Institutions”, the provisions of this “Supplementary Technical Requirement” shall also be met.

*Article 4 If the business scope of motor vehicle inspection institutions involves motor vehicle repair, maintenance, and sales, they shall ensure the independent operation between motor vehicle inspection business and other related businesses to guarantee the fairness of the inspection.

This article is the requirement for the fairness of the motor vehicle inspection institutions.

Article 13 of the “Road Traffic Safety Law of the People’s Republic of China” stipulates that “…motor vehicle safety technical inspection institutions shall not require motor vehicles to be repaired or maintained at designated places.” Article 9 of the “Management Measures for the Qualification Recognition of Inspection and Testing Institutions” stipulates that the inspection and testing institutions applying for qualification recognition shall meet the requirement of “having and effectively operating a management system that guarantees the independence, fairness, scientific nature, and integrity of their inspection and testing activities”.

To ensure the fairness of the inspection, when the legal person of the motor vehicle inspection institution’s business scope involves motor vehicle repair, maintenance, sales, etc., the institution shall ensure relative independence between motor vehicle inspection business and these related businesses in personnel, management, and finance, ensuring that the inspection business operates independently and is not affected by other related businesses.

Chapter Two
Technical Capability Evaluation Requirements

*Article 5 Motor vehicle inspection institutions shall have the inspection capability for all items of safety technical inspection of one or several types of vehicles applicable in “Motor Vehicle Safety Technical Inspection Items and Methods” (GB38900), and shall also have the emission inspection capability for vehicles corresponding to the emission standards in “Limits and Measurement Methods for Pollutants from Gasoline Vehicles” (GB18285), “Limits and Measurement Methods for Pollutants from Diesel Vehicles” (GB3847) or other relevant emission standards (except those not applicable).

This article is the requirement for the capability evaluation of motor vehicle inspection institutions.

According to the “Notice on Printing and Distributing the Opinions on Deepening the Reform of the Motor Vehicle Inspection System and Optimizing Vehicle Inspection Services” (Public Transport Management [2022] No. 295), “Integrating the qualification recognition conditions for motor vehicle safety technical inspection institutions and emission inspection institutions, newly established inspection institutions shall have the capability for both safety technical inspection (hereinafter referred to as safety technical inspection) and emission inspection (hereinafter referred to as emission inspection) for the same type of vehicles, achieving ‘two stations in one’, providing one-stop convenience services. For institutions that only have safety technical inspection or emission inspection capability, if the capability is not supplemented and the license expires, the market supervision department will no longer renew the qualification recognition certificate, and the public security and ecological environment departments will no longer recognize the inspection results issued by them,” the basic inspection and testing capabilities that motor vehicle inspection and testing institutions should possess when applying for qualification recognition shall at least include the inspection capability for all safety technical inspection items of one or several types of vehicles applicable in “Motor Vehicle Safety Technical Inspection Items and Methods” (GB38900) and the emission performance inspection capability for corresponding vehicles.

In Table 1 or Table 2 of GB38900-2020, the applicable vehicle types of passenger cars are classified into two types, non-operating small and micro passenger cars as one type, and other passenger cars as another type. Non-operating small and micro passenger cars can apply for qualification recognition as one type of vehicle.

Since the vehicle classification in the emission performance inspection based on the standards does not completely correspond to the applicable vehicle types in Table 1 or Table 2 of GB38900-2020, it should be understood that their inspection and testing capabilities can cover the applicable vehicle types in Table 1 or Table 2 of GB38900-2020, including gasoline vehicles, diesel vehicles, or gas vehicles, etc. Vehicles that do not require emission inspection may not apply for their inspection capability.

For institutions that have the inspection capability for a certain type of vehicle, but cannot meet all inspection and testing capability requirements in terms of equipment measurement range capability such as load on axle, vehicle size, or engine power (displacement), it should be noted in the appendix of the qualification recognition certificate, rather than being regarded as insufficient capability for that applicable vehicle type and not authorized.

*Article 6 Motor vehicle inspection institutions with multiple inspection sites shall ensure that each inspection site has the complete inspection capability for all items of safety technical inspection and emission inspection of one or several types of vehicles, and has the complete inspection capability and service capability to independently conduct motor vehicle inspections.

This article is the requirement for the capability evaluation of motor vehicle inspection institutions with multiple sites.

When a motor vehicle inspection institution (legal person) has multiple inspection sites, each inspection site should meet the provisions of Article 5 of this “Supplementary Technical Requirement” in terms of capability and be able to provide complete vehicle inspection services, that is, after the vehicle is delivered for inspection, all inspection services can be completed at once. The capability scope applied for between sites can be different.

For multi-site motor vehicle inspection institutions that implement unified quality system management, integrated management of certificates can be implemented based on the voluntary application principle.

Chapter Three
Personnel Evaluation Requirements

*Article 7 Inspection institutions shall configure corresponding inspection personnel according to qualification recognition requirements. The inspection personnel of motor vehicle inspection institutions shall include (but not limited to): registration staff, appearance inspectors, chassis component inspectors, vehicle drivers, OBD inspectors, emission inspectors, etc. The inspection personnel’s inspection capability should match the motor vehicle inspection work they undertake.

This article is the requirement for the configuration of inspection personnel in motor vehicle inspection institutions.

Motor vehicle inspection institutions should configure corresponding inspection personnel, and the capabilities of the inspection personnel should meet the inspection requirements.

*Article 8 Motor vehicle inspection institutions shall train the inspection personnel, and only after passing the assessment and confirming that they meet the technical capability requirements can they engage in the inspection work of relevant positions.

This article is the assessment requirement for inspection personnel in motor vehicle inspection institutions.

Motor vehicle inspection institutions shall train and assess the inspection personnel. Training and assessment can be conducted internally by the institution or externally by other institutions, and the inspection institution should retain training and assessment records. If theoretical assessments do not meet capability confirmation requirements, practical operation methods can be used for assessment. The inspection institution should confirm the assessment results and retain confirmation records.

*Article 9 The number of inspection personnel in motor vehicle inspection institutions shall match the number of inspection lines and the daily number of inspected vehicles, meeting the requirements for motor vehicle inspection.

This article is the requirement for the number of inspection personnel in motor vehicle inspection institutions.

The number of inspection personnel in motor vehicle inspection institutions shall be determined based on the number of inspection lines and the daily vehicle inspection volume, and positions can be held concurrently or multiple inspection personnel can be set for the same position. Concurrent personnel should confirm that they have the capability to perform the concurrent position’s work.

*Article 10 The technical person in charge and the authorized signatory of motor vehicle inspection institutions shall be familiar with relevant laws, regulations, and standards, familiar with the theoretical and structural knowledge of motor vehicles, emission control systems, the business processes of each inspection station, and related professional knowledge, and be proficient in the operation procedures of inspection and testing instruments and equipment.

This article is the basic capability requirement for technical persons in charge and authorized signatories.

Technical persons in charge and authorized signatories should be familiar with laws and regulations related to motor vehicle inspection (such as the “Road Traffic Safety Law of the People’s Republic of China” and its implementation regulations, the “Air Pollution Prevention and Control Law of the People’s Republic of China”, the “Management Measures for the Qualification Recognition of Inspection and Testing Institutions”, the “Supervision Management Measures for Inspection and Testing Institutions”, etc.), technical specifications (such as the “Evaluation Criteria for the Qualification Recognition of Inspection and Testing Institutions”, the “Supplementary Technical Requirements for the Qualification Recognition of Motor Vehicle Inspection Institutions”, and environmental emission detection specifications, etc.) and inspection standards, and be familiar with the business and professional knowledge related to motor vehicles and motor vehicle inspection work.

When the technical person in charge and authorized signatory are responsible for safety technical inspection or emission inspection, they should at least meet the capability requirements within their responsibility.

*Article 11 The technical person in charge and authorized signatory of motor vehicle inspection institutions shall have intermediate or higher relevant professional technical titles and have engaged in relevant inspection and testing work for three years or more, or possess equivalent capabilities. For the authorized signatory of inspection reports for large passenger vehicles, school buses, and vehicles for transporting dangerous goods, the time requirement for engaging in relevant inspection and testing work is increased by two years on the basis of the original requirements.

The relevant professional technical titles referred to in this article are: vehicle engineering, power engineering (internal combustion engine), automotive engineering, automotive maintenance engineering, automotive testing (technology), automotive design and manufacturing, automotive testing, automotive service engineering, mechanical engineering, road transport safety, electromechanical manufacturing, automation control, environmental engineering, and environmental monitoring technical titles.

The equivalent capabilities referred to in this article mean: meeting the equivalent capability requirements stipulated in the “Evaluation Criteria for the Qualification Recognition of Inspection and Testing Institutions”; or having a bachelor’s degree in vehicle engineering, automotive engineering, automotive service engineering, etc., or an associate degree in vehicle design, manufacturing, assembly, testing, maintenance, appraisal, modification, automotive electronics, automotive marketing and services, automotive new energy, etc., and engaging in relevant inspection and testing work for three years or more; or having technician or higher skill qualifications (levels) in motor vehicle testing, maintenance, automotive manufacturing, automotive assembly, engineering machinery maintenance, etc., and engaging in relevant inspection and testing work for three years or more.

The relevant inspection and testing work referred to in this article means: engaging in complete vehicle inspection in inspection and testing institutions, conducting complete vehicle inspections in motor vehicle manufacturing enterprises, engaging in complete vehicle inspections in automotive repair enterprises, conducting motor vehicle safety technical inspections, emission inspections, and comprehensive performance inspections of motor vehicles.

This article is the evaluation requirement for the titles and capabilities of technical persons in charge and authorized signatories.

The first paragraph of this article provides the evaluation requirements for the professional technical titles and work experience of technical persons in charge and authorized signatories, namely, “having intermediate or higher relevant professional technical titles and engaging in relevant inspection and testing work for three years or more, or possessing equivalent capabilities.” Here, the personnel originally required to have “a college degree or higher in motor vehicle-related majors” or “technician or higher technical level” are uniformly classified into the category of equivalent capabilities. Meanwhile, the requirements for the authorized signatories of inspection reports for large passenger vehicles, school buses, and vehicles for transporting dangerous goods are raised, requiring that authorized signatories for inspection reports of large passenger vehicles, school buses, and vehicles for transporting dangerous goods must have intermediate or higher relevant professional technical titles (or qualifications), and if they are equivalent capability personnel, the time requirement for relevant inspection and testing work is increased by two years on the basis of the original relevant inspection and testing work time requirement.

The second paragraph of this article is an explanation of intermediate or higher professional technical titles (or qualifications) related to this requirement. For personnel with intermediate or higher technical titles (or qualifications) that do not belong to the professional range required in this paragraph, the equivalent capability requirements should be followed.

The third paragraph of this article is an explanation of “equivalent capabilities”. Among them, “engaging in relevant inspection and testing work for three years or more” should be understood as after obtaining the corresponding education or technician or higher skill qualifications (levels).

The fourth paragraph of this article is an explanation of “engaging in relevant inspection and testing work”. Among them, comprehensive performance inspection of motor vehicles refers to the comprehensive performance inspection of motor vehicles that need to be operated on the road based on standards and specifications such as GB18565-2016.

*Article 12 The vehicle driver for motor vehicle inspection shall hold a valid motor vehicle driver’s license corresponding to the inspected vehicle type and have a driving experience of more than two years.

This article is the evaluation requirement for the driving qualifications of vehicle drivers in motor vehicle inspection institutions.

The vehicle driver refers to the personnel who drive vehicles to conduct related inspections during safety technical inspections and emission inspections.

*Article 13 Motor vehicle inspection institutions shall sign labor and employment contracts with motor vehicle inspection personnel to establish labor relations. Inspection personnel shall sign a commitment letter of integrity inspection, promising to strictly carry out motor vehicle inspection work in accordance with laws, regulations, and technical standards.

Chapter Four
Facility Evaluation Requirements

*Article 14 Motor vehicle inspection institutions shall have fixed workplaces with ownership or complete usage rights, and their working environment can ensure the accuracy of inspection results.

This article is the evaluation requirement for the workplace of motor vehicle inspection institutions.

The ownership or complete usage rights referred to in this article include self-owned property, allocation or permission for use from higher authorities, or leasing agreements. The workplace should not be shared with others, should not occupy public roads, and should not have external enclaves.

*Article 15 The premises, buildings, and other facilities of motor vehicle inspection institutions shall meet the requirements for the inspection items and safe operations of the inspected vehicle types and shall set up corresponding office, inspection, service, and other areas.

The office area shall set up offices, archives (classifying and storing technical archives and vehicle archives), and machine rooms.

The inspection area shall set up pre-inspection areas, external inspection areas, vehicle chassis component inspection areas (which can be combined with inspection areas that have the function), testing workshops (automated control areas for instruments and equipment), chassis dynamic inspection areas, road test inspection areas for driving brake performance (if applicable), road test inspection areas for parking brake performance (if applicable), and inspection areas for preparation/empty vehicle weight and external dimensions (if applicable). The external inspection area shall set up external inspection sheds or external inspection workshops. When conducting mobile inspections of vehicles in the inspection area, closed management should be implemented to prevent unrelated personnel from entering, ensuring inspection safety.

This article is the evaluation requirement for the setting of areas in motor vehicle inspection institutions.

The premises, buildings, and other facilities of motor vehicle inspection institutions should be able to meet the inspection items and safety operations requirements of the inspected vehicle types during continuous vehicle inspections, such as having sufficient space, appropriate lighting, and corresponding safety protection measures.

Pre-inspection areas and external inspection areas of the institution can be used together. Mobile inspections of vehicles include safety technical inspections, emission inspection tests on inspection lines, chassis dynamic inspections, road test driving brakes, parking brake tests, etc.

*Article 16 The internal roads of motor vehicle inspection institutions shall be made of cement or asphalt, with good visibility and smooth flow. The length, width, and turning radius of the roads shall meet the normal driving requirements of the inspected vehicle types.

This article is the evaluation requirement for the internal road setting of motor vehicle inspection institutions.

*Article 17 Motor vehicle inspection institutions shall reasonably plan the driving routes within the premises. Sufficient traffic signs, traffic markings, guide signs, safety signs, etc., shall be set up. The information on internal traffic signs and markings should be concise, clear, continuous, and directed, in accordance with the provisions of “Road Traffic Signs and Markings” (GB5768), ensuring safe passage of vehicles and personnel and smooth entry and exit.

This article is the evaluation requirement for the internal driving routes and signs of motor vehicle inspection institutions.

The internal driving routes of the institution should minimize vehicle cross-driving as much as possible to ensure safety and smoothness. The internal traffic signs and markings should comply with the requirements of “Road Traffic Signs and Markings” (GB5768). Isolation measures can also be used to replace some traffic signs and markings.

*Article 18 The operational space for chassis component inspection should meet inspection requirements and have good lighting, ventilation, signals, etc. Safety measures should be taken around the pits to prevent vehicles from falling in. The stairs and passages for entering and exiting the pits should be set on the side of the pits, with safety guardrails at the entrances and exits, or other measures that can protect the safety of personnel inspecting the chassis components without affecting vehicle passage. Sufficient working and escape space should be reserved for inspection sites using lifting devices.

This article is the evaluation requirement for the chassis component inspection site and facilities of motor vehicle inspection institutions.

The operational space for chassis component inspection should meet the activity requirements of personnel inspecting chassis components. The length of the pits should match the length of the inspected vehicles, ensuring that vehicles do not need to move during the inspection process. The pits should be waterproofed, and safety facilities should be set up to prevent vehicles from falling in. Ventilation measures should be implemented in the pits to prevent exhaust gas accumulation. Measures should be taken to ensure that during vehicle movement over the pits, inspection personnel are not underneath the vehicle, avoiding injuries from falling vehicles or rotating parts. All measures should not affect vehicle passage. Safety should also be ensured when using lifting devices for chassis inspections, and the safety inspection standards should not be lowered.

*Article 19 The testing workshop shall be a fixed building, and its ventilation, lighting, drainage, rainproof, and fireproof measures shall meet safety protection requirements.

The length, width, internal space, spacing, and entrance and exit of the testing workshop shall meet the requirements for the inspected vehicle types and inspection items. The testing workshop should fully consider air circulation, and if necessary, install vehicle exhaust discharge devices to reduce air pollution in the workshop, ensuring good ventilation in the emission inspection workshop, and preventing the accumulation of motor vehicle exhaust in the emission inspection area.

The testing workshop should have a hard floor (such as cement, terrazzo, etc.) that is easy to clean, and the floor strength should meet the load-bearing requirements of the inspected vehicles; the longitudinal and transverse slope of the driving surface should not exceed 0.1%; the coefficient of adhesion of the driving surface before and after the braking performance testing equipment should not be less than 0.7 (6m within the large vehicle testing line, 3m within the small vehicle testing line, except when using a flat brake testing platform), or other measures should be in place to prevent vehicle sliding during brake testing.

The entrance and exit of the testing workshop should be set separately and not mixed.

If there are pedestrian passages in the testing workshop (if any), they should be set with isolation barriers and signs, separated from the inspection passage, with a width of no less than 1m.

The entrance and exit of the testing workshop should have a vehicle entrance and necessary traffic signs.

This article is the evaluation requirement for the testing workshop of motor vehicle inspection institutions.

The testing workshop (where the safety inspection and environmental inspection lines are located) should be a fixed building that is immovable and can be used for a long time, rather than a temporary building (such as a rain shed, etc.).

The testing workshop should meet inspection requirements, and there should be appropriate safety distances between workstations, ensuring no mutual interference, and not affecting the passage and safety of inspection personnel and vehicles. The emission inspection workshop should ensure good ventilation, and the emission inspection area should not have motor vehicle exhaust accumulation or gathering that affects the accuracy of the test results. The floor of the inspection workstation should be flat to avoid affecting the accuracy of the weighing, braking, lighting, and side slip test results. The coefficient of adhesion of the driving surface should not be less than 0.7 within 6m of the large vehicle testing line and 3m of the small vehicle testing line. If other measures are adopted, they should ensure that during brake testing, vehicles do not slide backward due to low surface adhesion.

*Article 20 Motor vehicle inspection institutions shall have a road test lane for driving brakes, and the length and width of the lane shall meet the requirements for inspection work.

The road test lane shall be paved with a flat, hard, clean cement or asphalt surface, with standardized traffic signs and markings, a longitudinal slope of no more than 1%, and a coefficient of adhesion between tires and the ground of no less than 0.7. For road test lanes for vehicles with a total mass of less than or equal to 3500kg, the effective length shall be no less than 80m and the width no less than 6m; for vehicles with a total mass greater than 3500kg, the effective length shall be no less than 100m and the width no less than 6m; or it shall be measured to meet the requirements of the inspected vehicle types. The road test lane should have safety signs and safety protection measures. Road test lanes should not be set on rooftops, basements, and areas outside the premises. When using a flat brake testing platform to test the driving brake performance of non-operating small and micro passenger cars, a road test lane is not required.

This article is the evaluation requirement for the road test lane for driving brakes of motor vehicle inspection institutions.

Motor vehicle inspection institutions shall have a road test lane for driving brakes, and the road test lane shall meet the requirements of Article 2 of this article, and there should be a certain area for vehicle turning or maneuvering before and after the lane. For road test safety, the road test lane should have safety signs and safety protection measures, and it should generally be set in an independent area, with isolation measures taken during the test. The longitudinal slope of the road test lane should not exceed 1%, and at least ensure that in the area where braking is implemented, the longitudinal slope does not exceed 1%, and the transverse slope does not cause side slip.

*Article 21 Motor vehicle inspection institutions shall have parking ramps or equip parking brake testing instruments and equipment that meet the requirements of “Motor Vehicle Safety Technical Inspection Items and Methods” (GB38900). The parking ramp shall meet the following requirements: slope of 15% (if applicable) and 20%, and the width of the ramp shall be 1m wider than the maximum width of the inspected vehicle type. Safety signs and safety protection measures shall be set. Parking ramps shall not be set on rooftops, basements, and areas outside the premises.

Motor vehicle inspection institutions may use brake testing platforms (drum platforms, flat platforms) for parking brake performance testing, or may use parking ramps for parking brake performance testing.

*Article 40 These supplementary technical requirements shall come into effect on June 1, 2023. The “Supplementary Requirements for the Qualification Recognition of Motor Vehicle Safety Technical Inspection Institutions” issued by the former General Administration of Quality Supervision, Inspection and Quarantine and the former Certification and Accreditation Administration on September 24, 2015, shall be simultaneously repealed.
