Chapter One General Provisions
*Article One In order to standardize the qualification recognition review work of motor vehicle inspection institutions, this supplementary technical requirement is formulated based on the “Road Traffic Safety Law of the People’s Republic of China” and its implementation regulations, “Air Pollution Prevention and Control Law of the People’s Republic of China”, “Measures for the Administration of Qualification Recognition of Inspection and Testing Institutions” and related documents.
[Interpretation of Provisions]
This article stipulates the purpose and basis of the formulation.
Article 15 of the “Implementation Regulations of the Road Traffic Safety Law of the People’s Republic of China” stipulates: “The quality and technical supervision department is responsible for the measurement certification management of motor vehicle safety technical inspection institutions, …”; Article 54 of the “Air Pollution Prevention and Control Law of the People’s Republic of China” stipulates: “Motor vehicle emission inspection institutions shall pass measurement certification in accordance with the law, …”.
In order to standardize the qualification recognition review work of motor vehicle inspection institutions, this “Supplementary Technical Requirement” is formulated in accordance with the “Measures for the Administration of Qualification Recognition of Inspection and Testing Institutions” and related documents.
*Article Two The motor vehicle inspection institutions referred to in this supplementary technical requirement include institutions that conduct motor vehicle safety technical inspections and emission inspections.
A motor vehicle safety technical inspection institution refers to an institution that conducts safety technical inspections on motor vehicles that are on the road in accordance with the provisions of the “Road Traffic Safety Law of the People’s Republic of China” and its implementation regulations, according to the motor vehicle safety technical inspection standards.
A motor vehicle emission inspection institution refers to an institution that conducts emission inspections on motor vehicles that are on the road in accordance with the provisions of the “Air Pollution Prevention and Control Law of the People’s Republic of China”, according to national standards and regulations formulated by the competent ecological environment department of the State Council or local regulations.

This article defines the motor vehicle inspection institutions applicable to this “Supplementary Technical Requirement”.
Article 10 of the “Road Traffic Safety Law of the People’s Republic of China” stipulates: “Motor vehicles approved for registration must meet national safety technical standards. When applying for motor vehicle registration, a safety technical inspection of the motor vehicle shall be conducted. …”; Article 13 stipulates: “Motor vehicles that are registered and driven on the road shall undergo regular safety technical inspections according to the provisions of laws and administrative regulations, based on different situations such as vehicle usage, passenger and cargo capacity, and service life. …”; Article 15 of the “Implementation Regulations of the Road Traffic Safety Law” stipulates: “Motor vehicle safety technical inspections shall be carried out by motor vehicle safety technical inspection institutions. …”; Article 53 of the “Air Pollution Prevention and Control Law of the People’s Republic of China” stipulates: “In-use motor vehicles shall undergo emission inspections regularly by motor vehicle emission inspection institutions according to national or local regulations. …”
Article 53 of the “Air Pollution Prevention and Control Law of the People’s Republic of China” only stipulates: “In-use motor vehicles shall undergo emission inspections regularly by motor vehicle emission inspection institutions according to national or local regulations.” Therefore, institutions that only conduct emission inspections on newly manufactured motor vehicles are not subject to this supplementary requirement.
*Article Three The qualification recognition review of motor vehicle inspection institutions shall comply with this supplementary technical requirement.
[Interpretation of Provisions]
This article specifies the scope of application of this “Supplementary Technical Requirement”.
When conducting qualification recognition reviews for inspection and testing institutions specified in Article Two, in addition to meeting the general requirements of the “Qualification Recognition Review Criteria for Inspection and Testing Institutions”, they shall also meet the provisions of this “Supplementary Technical Requirement”.
*Article Four If the business scope of the motor vehicle inspection institution involves motor vehicle maintenance, servicing, and sales, it shall ensure the independent operation of motor vehicle inspection business and other related businesses to ensure the impartiality of inspections.
[Interpretation of Provisions]
This article is about the requirements for the impartiality of motor vehicle inspection institutions.
Article 13 of the “Road Traffic Safety Law of the People’s Republic of China” stipulates: “… Motor vehicle safety technical inspection institutions shall not require motor vehicles to be repaired or maintained at designated places.” Article 9 of the “Measures for the Administration of Qualification Recognition of Inspection and Testing Institutions” stipulates that the inspection and testing institutions applying for qualification recognition shall meet the requirement of “having and effectively operating a management system that ensures the independence, impartiality, scientificity, and integrity of their inspection and testing activities”.
To ensure the impartiality of inspections, when the legal person of a motor vehicle inspection institution’s business scope involves motor vehicle maintenance, servicing, sales, etc., the institution shall ensure that the motor vehicle inspection business and these related businesses are relatively independent in terms of personnel, management, and finance, ensuring the independent operation of inspection activities without being influenced by other related businesses.
Chapter Two Technical Capability Review Requirements
*Article Five The motor vehicle inspection institution shall have the inspection capability for all items of safety technical inspection for one or several types of vehicles applicable to the “Safety Technical Inspection Items and Methods for Motor Vehicles” (GB38900), and shall also have the emission inspection capability for vehicles corresponding to the emission standards such as “Limits and Measurement Methods for Pollutants from Gasoline Vehicles” (GB18285), “Limits and Measurement Methods for Pollutants from Diesel Vehicles” (GB3847) or other standards (except for those not applicable).

This article specifies the requirements for the capability review of motor vehicle inspection institutions.
According to the “Notice on Printing and Distributing (Opinions on Deepening the Reform of Motor Vehicle Inspection System and Optimizing Vehicle Inspection Services)” (Public Transport Management [2022] No. 295), the qualification recognition conditions for integrating motor vehicle safety technical inspection institutions and emission inspection institutions require that newly established inspection institutions must possess both safety technical inspection (hereinafter referred to as safety technical inspection) and emission inspection (hereinafter referred to as emission inspection) capabilities for the same type of motor vehicles, achieving “two stations in one” and providing one-stop convenient services. Institutions that only have safety technical inspection or emission inspection capabilities, and have not supplemented their capabilities when their licenses expire, will no longer have their qualification recognition certificates renewed by market supervision departments, and the results they issue will no longer be recognized by public security and ecological environment departments.
The basic inspection and testing capabilities that motor vehicle inspection and testing institutions must possess when applying for qualification recognition shall include the inspection capabilities for all safety technical inspection items for one or several types of motor vehicles applicable to the “Safety Technical Inspection Items and Methods for Motor Vehicles” (GB38900) (see Table 1 or Table 2) and the emission performance inspection capabilities for corresponding types of vehicles.
In Table 1 or Table 2 of GB38900-2020, passenger cars are classified into two types, and non-operating small and mini passenger cars are classified as one type, while other passenger cars are classified as another type. Non-operating small and mini passenger cars can apply for qualification recognition as one type of vehicle.
Since the vehicle classification in the emission performance inspection standards does not completely correspond to the vehicle types in Table 1 or Table 2 of GB38900-2020, it should be understood that their inspection and testing capabilities can cover the vehicle types in Table 1 or Table 2 of GB38900-2020, including gasoline vehicles, diesel vehicles, or gas vehicles, etc. Vehicles that do not require emission inspection can exclude their inspection capabilities.
If an inspection and testing institution possesses inspection and testing capabilities for a certain type of vehicle, but cannot meet all inspection and testing capability requirements in terms of equipment measurement range capabilities such as load capacity, vehicle dimensions, or engine power (displacement), it should be restricted and explained in the qualification recognition certificate annex, and should not be authorized as insufficient capability for that applicable vehicle type.
*Article Six Motor vehicle inspection institutions with multiple locations shall ensure that each inspection location possesses the complete inspection capabilities and service capabilities for all items of safety technical inspection for one or several types of vehicles and corresponding emission inspection capabilities. They shall possess the complete inspection capabilities and service capabilities for independent motor vehicle inspections.

This article specifies the capability review requirements for motor vehicle inspection institutions with multiple locations.
When a legal person of a motor vehicle inspection institution has multiple inspection locations, each inspection location’s capabilities should meet the requirements of Article Five of this “Supplementary Technical Requirement” and be able to provide complete vehicle inspection services, that is, the vehicle submitter can complete all inspection services at once after delivering the vehicle. The scope of capabilities applied for at each location can vary.
For multi-site motor vehicle inspection institutions that implement unified quality system management, integrated management of certificates can be implemented according to the principle of voluntary application by the institutions.
Chapter Three Personnel Review Requirements
*Article Seven The inspection institution shall allocate corresponding inspection personnel according to qualification recognition requirements. The inspection personnel of motor vehicle inspection institutions shall include (but not limited to): login personnel, appearance inspectors, chassis component inspectors, vehicle drivers, OBD inspectors, emission inspectors, etc. The inspection personnel’s inspection capabilities shall match the motor vehicle inspection work they undertake.

This article specifies the personnel allocation requirements for motor vehicle inspection institutions.
Motor vehicle inspection institutions shall allocate corresponding inspection personnel, and the capabilities of the inspection personnel shall meet the inspection requirements.
*Article Eight Motor vehicle inspection institutions shall train inspection personnel and conduct assessments to confirm that they meet technical capability requirements before they can engage in related inspection work.

This article specifies the assessment requirements for inspection personnel in motor vehicle inspection institutions.
Motor vehicle inspection institutions shall train and assess inspection personnel. Training and assessment can be conducted internally by the institution or by external organizations. The inspection institution shall retain training and assessment records. If theoretical assessments do not meet capability confirmation requirements, practical operation assessments can be used. The inspection institution shall confirm the assessment results and retain confirmation records.
*Article Nine The number of inspection personnel in motor vehicle inspection institutions shall match the number of inspection lines and the number of vehicles inspected daily to meet the requirements of motor vehicle inspections.

This article specifies the quantity requirements for inspection personnel in motor vehicle inspection institutions.
The number of inspection personnel in motor vehicle inspection institutions shall be determined based on the number of inspection lines and the daily vehicle inspection volume. Positions can be held concurrently, or multiple inspectors can be assigned to the same position. Personnel holding concurrent positions shall confirm their capability to perform the concurrent positions.
*Article Ten The technical person in charge of the motor vehicle inspection institution and the authorized signatory shall be familiar with relevant laws, regulations, and standards, as well as the basic knowledge and components of motor vehicle theory and structure, emission control systems, inspection station business, processes, and related professional knowledge, and be proficient in the operation procedures of inspection and testing instruments and equipment.

This article specifies the basic requirements for the capabilities of the technical person in charge and the authorized signatory.
The technical person in charge and the authorized signatory shall be familiar with laws and regulations related to motor vehicle inspection (such as the “Road Traffic Safety Law of the People’s Republic of China” and its implementation regulations, the “Air Pollution Prevention and Control Law of the People’s Republic of China”, the “Measures for the Administration of Qualification Recognition of Inspection and Testing Institutions”, the “Measures for the Supervision and Administration of Inspection and Testing Institutions”, etc.), technical specifications (such as the “Qualification Recognition Review Criteria for Inspection and Testing Institutions”, the “Supplementary Technical Requirements for Qualification Recognition of Motor Vehicle Inspection Institutions”, and environmental emission testing specifications, etc.), and inspection standards, and be familiar with the business and professional knowledge related to motor vehicles and motor vehicle inspections.
If the technical person in charge or authorized signatory is responsible only for safety technical inspections or emission inspections, they shall at least meet the capability requirements within their scope of responsibility.
*Article Eleven The technical person in charge and authorized signatory of the motor vehicle inspection institution shall have intermediate or above relevant professional technical titles and have engaged in relevant inspection and testing work for three years or more, or possess equivalent capabilities. For the authorized signatory for inspections of large passenger vehicles, school buses, and vehicles for transporting hazardous goods, the requirement for the duration of relevant inspection and testing work shall be increased by two years on top of the original requirement.
The relevant professional technical titles referred to in this article are: vehicle engineering, power engineering (internal combustion engine), automotive application engineering, automotive maintenance engineering, automotive testing (technology), automotive design and manufacture, automotive testing, automotive service engineering, as well as mechanical engineering, road transportation safety, electromechanical manufacturing, automation control, environmental engineering, and environmental monitoring technical titles.
The equivalent capabilities referred to in this article mean meeting the equivalent capability requirements specified in the “Qualification Recognition Review Criteria for Inspection and Testing Institutions”; or having a bachelor’s degree in vehicle engineering, automotive application engineering, automotive service engineering, etc., or having an associate degree in motor vehicle design, manufacturing, assembly, inspection, maintenance, appraisal, modification, automotive electronics, automotive marketing and service, automotive new energy, etc., and having engaged in relevant inspection and testing work for three years or more; or having technician or above skill qualifications (levels) in motor vehicle inspection, motor vehicle maintenance, automotive manufacturing, automotive assembly, engineering machinery maintenance, etc., and having engaged in relevant inspection and testing work for three years or more.
The term “engaged in relevant inspection and testing work” refers to working in inspection and testing institutions conducting complete vehicle inspections, working in motor vehicle manufacturing enterprises conducting complete vehicle inspections, working in automotive repair enterprises conducting complete vehicle inspections, and engaging in motor vehicle safety technical inspections, motor vehicle emission inspections, and motor vehicle comprehensive performance inspections.
[Interpretation of Provisions]
This article specifies the assessment requirements for the technical person in charge and authorized signatory’s titles and capabilities.
The first paragraph of this article provides the assessment requirements for the technical person in charge and authorized signatory’s professional technical titles and work experience, that is, “having intermediate or above relevant professional technical titles and having engaged in relevant inspection and testing work for three years or more, or possessing equivalent capabilities.” Here, the original supplementary requirement of “having a college degree or above in a motor vehicle-related major” or “having a technician or above technical level” has been uniformly classified as equivalent capabilities personnel. At the same time, the requirements for authorized signatories for inspection reports of large passenger vehicles, school buses, and vehicles for transporting hazardous goods have been raised, that is, the authorized signatories for inspection reports of large passenger vehicles, school buses, and vehicles for transporting hazardous goods must have intermediate or above relevant professional technical titles (or qualifications), and if they are equivalent capabilities personnel, the requirement for the duration of relevant inspection and testing work shall be increased by two years on top of the original requirement.
The second paragraph of this article explains the relevant professional technical titles of intermediate or above (or qualifications). For personnel with intermediate or above technical titles (or qualifications) in fields that do not belong to the scope of this paragraph, the equivalent capabilities requirements shall apply.
The third paragraph of this article explains the “equivalent capabilities”. Among them, “having engaged in relevant inspection and testing work for three years or more” shall be understood as having engaged in relevant work after obtaining the corresponding educational qualifications or technician or above skill qualifications (levels).
The fourth paragraph of this article explains “engaged in relevant inspection and testing work”. The comprehensive performance inspection of motor vehicles refers to the comprehensive performance inspection of motor vehicles that need to be operated on the road, based on standards and specifications such as GB18565-2016 “Comprehensive Performance Requirements and Inspection Methods for Operating Vehicles”.
*Article Twelve The motor vehicle inspection driver shall hold a valid motor vehicle driver’s license corresponding to the inspected vehicle type and have more than two years of driving experience.

This article specifies the assessment requirements for the driving qualifications of the vehicle driver in motor vehicle inspection institutions.
The vehicle driver refers to the person who drives the vehicle during safety technical inspections and emission inspections.
*Article Thirteen Motor vehicle inspection institutions shall sign labor and employment contracts with motor vehicle inspection personnel, establishing labor relations. Inspection personnel shall sign a commitment to integrity inspection, promising to conduct motor vehicle inspection work strictly according to laws, regulations, technical standards, and other requirements.

This article specifies the management assessment requirements for inspection personnel in motor vehicle inspection institutions.
Chapter Four Facility Assessment Requirements
*Article Fourteen Motor vehicle inspection institutions shall have fixed workplaces with ownership or full usage rights, and the working environment shall ensure the accuracy of inspection results.
[Interpretation of Provisions]
This article specifies the assessment requirements for the workplace of motor vehicle inspection institutions.
The term “ownership or full usage rights” includes self-owned property, allocation or permissions from superiors, or lease agreements. The workplace shall not be shared with others, shall not occupy social roads, and shall not have off-site enclaves.
*Article Fifteen The site, buildings, and facilities of motor vehicle inspection institutions shall meet the requirements of the inspection items and safe operations for the inspected vehicle types, and corresponding office, inspection, service areas shall be set up. The office area shall include an office, a file room (for classified storage of technical files and vehicle files), and a machine room. The inspection area shall include a pre-inspection area, an external inspection area, a chassis component inspection area (which can be combined with a functional inspection area), a testing workshop (instrument and equipment automatic control area), a dynamic chassis inspection area, a road test inspection area for driving brake performance (if applicable), a road test inspection area for parking brake performance (if applicable), and a quality and external dimensions inspection area for unloaded vehicles (if applicable). The external inspection area shall include an external inspection shed or external inspection workshop. When conducting mobile inspections in the inspection area, closed management shall be implemented, with isolation facilities to prevent unrelated personnel from entering, ensuring inspection safety.

This article specifies the area setup assessment requirements for motor vehicle inspection institutions.
The site, buildings, and facilities of motor vehicle inspection institutions shall be capable of meeting the inspection items and safety operation requirements for the inspected vehicle types during continuous vehicle inspections, such as having sufficient space, appropriate lighting, and corresponding safety protection measures. The pre-inspection area and external inspection area can be used together. Mobile inspections include safety technical inspections, emission tests on inspection lines, dynamic chassis inspections, road test driving brake inspections, and road test parking brake inspections.
*Article Sixteen The internal roads of motor vehicle inspection institutions shall be cement or asphalt surfaces, ensuring good visibility and smooth traffic. The length, width, and turning radius of the roads shall meet the normal driving requirements of the inspected vehicle types.

This article specifies the road setup assessment requirements for motor vehicle inspection institutions.
*Article Seventeen The motor vehicle inspection institutions shall reasonably plan the driving routes within the site. Sufficient traffic signs, traffic markings, guide signs, and safety signs shall be set up. The information on the internal traffic signs and markings should be concise, clear, continuous, and clearly directed, in accordance with the provisions of “Traffic Signs and Markings” (GB5768), to ensure the safe passage of vehicles and personnel and smooth entry and exit.

This article specifies the assessment requirements for internal driving routes and signs and markings in motor vehicle inspection institutions.
The internal driving routes of the institution should minimize the crossing of vehicle traffic to ensure safety and smoothness.Internal traffic signs and markings should comply with the requirements of “Traffic Signs and Markings” (GB5768). Isolation measures can also be used to replace some traffic signs and markings.
*Article Eighteen The operational space for chassis component inspection shall meet inspection requirements, with good lighting, ventilation, signaling facilities, and measures to prevent vehicles from falling into the pit around the pit.
The entrance and exit of the pit should be set on the side of the pit, with safety railings at the entrance and exit, or other measures to protect the safety of personnel inspecting vehicle chassis components without affecting vehicle passage. Sufficient working and emergency escape space should be reserved for inspection sites using lifting devices.
[Interpretation of Provisions]
This article specifies the assessment requirements for the inspection site and facilities of chassis components in motor vehicle inspection institutions.
The operational space for chassis component inspection should meet the activity requirements of the personnel inspecting the chassis components, the pit length should match the length of the inspected vehicle, and ensure that the vehicle does not need to move during the inspection. The pit should be waterproofed, and safety facilities should be set up to prevent vehicle falls.
There should be ventilation measures in the pit to prevent exhaust gas from accumulating.
Measures should be in place to ensure that personnel are not under the vehicle while it is moving over the pit, to avoid injuries from vehicle falls or rotating parts being thrown out. All measures should not affect vehicle passage.
When using lifting devices for chassis inspections, safety should also be ensured, and the safety inspection standards should not be lowered.
*Article Nineteen The testing workshop shall be a fixed building, meeting safety protection requirements for ventilation, lighting, drainage, rainproof, fireproof, etc.
The length, width, internal space, spacing distance between workstations, and entrance and exit doors of the testing workshop shall meet the requirements for the inspected vehicle types and inspection items. The testing workshop should fully consider the circulation of air, and install exhaust devices for vehicle exhaust if necessary. Reduce air pollution in the workshop and ensure good ventilation in the emission testing workshop to avoid accumulation or gathering of motor vehicle exhaust.
The testing workshop shall have a hard floor that is easy to clean (such as cement, terrazzo, etc.), and the floor strength shall meet the load requirements of the inspected vehicles: the longitudinal and transverse slope of the driving surface shall not exceed 0.1%; the adhesion coefficient of the driving surface before and after the braking performance testing equipment shall not be less than 0.7 (for large vehicle testing lines within 6m, and small vehicle testing lines within 3m, except when using flat brake testing platforms), or other measures to prevent vehicles from sliding back during brake testing.
The entrance and exit of the testing workshop shall be set separately and shall not be mixed.
If there are pedestrian passages in the testing workshop (if any), they shall be separated from the inspection passage with barriers and signs, with a width of not less than 1m.The entrance and exit of the testing workshop shall have a vehicle delivery lane and necessary traffic signs.
[Interpretation of Provisions]
This article specifies the assessment requirements for the testing workshop of motor vehicle inspection institutions.
The testing workshop (the workshop where safety inspection and environmental inspection lines are located) should be a fixed building that is immovable and can be used for a long time, rather than a temporary building (such as a rain shed, etc.).
The testing workshop should meet inspection requirements, and appropriate safety distances should be maintained between workstations to avoid mutual interference and not affect the passage and safety of inspection personnel and vehicles. The emission testing workshop should ensure good ventilation, and the emission testing area should avoid the accumulation or gathering of motor vehicle exhaust, affecting the accuracy of testing results. The ground of the inspection workstation should be flat to avoid affecting the accuracy of results for weight, braking, lighting, side slip, and other projects. The adhesion coefficient of the driving surface before and after the roller brake testing platform for large vehicle testing lines within 6m, and small vehicle testing lines (axle weight of 3 tons and below) within 3m, should not be less than 0.7. If other measures are adopted, they should ensure that vehicles do not slide back due to low adhesion coefficients during brake testing.
*Article Twenty Motor vehicle inspection institutions shall have road test lanes for driving brake testing, and the length and width of the lanes shall meet the requirements for inspection work.
The road test lane shall have a flat, hard, clean cement or asphalt surface, with standardized traffic signs and markings, a longitudinal slope of no more than 1%, and an adhesion coefficient of not less than 0.7 between the tires and the ground. For road test lanes for vehicles with a total mass of less than or equal to 3500kg, the effective length shall be no less than 80m and the width shall be no less than 6m; for road test lanes for vehicles with a total mass greater than 3500kg, the effective length shall be no less than 100m and the width shall be no less than 6m; or shall be measured to meet the requirements of the inspected vehicle types. Road test lanes shall have safety signs and safety protection measures.
Road test lanes shall not be set on rooftops, basements, or areas outside the site.
When using flat brake testing platforms to test the braking performance of non-operating small and mini passenger cars, road test lanes are not required.
[Interpretation of Provisions]
This article specifies the assessment requirements for road test lanes for driving brake testing in motor vehicle inspection institutions.
Motor vehicle inspection institutions shall have road test lanes for driving brake testing, which shall meet the requirements of the second paragraph of this article, and there should be a certain area for vehicles to turn or make U-turns before and after the road test lane. To ensure safety during road testing, road test lanes should have safety signs and safety protection measures, and should generally be set in a separate area, with isolation measures taken during testing.
The longitudinal slope of the road test lane should not exceed 1%, and it should at least ensure that the longitudinal slope does not exceed 1% in the braking area, and the lateral slope should not cause sliding.
*Article Twenty-One Motor vehicle inspection institutions shall have parking slopes or equip parking brake testing instruments and equipment that meet the requirements of the “Safety Technical Inspection Items and Methods for Motor Vehicles” (GB38900).
The parking slope shall meet the following requirements: a slope of 15% (if applicable) and 20%, and the width of the slope shall be 1m wider than the maximum width of the inspected vehicle type. Parking slopes shall not be set on rooftops, basements, or areas outside the site.
[Interpretation of Provisions]
This article specifies the assessment requirements for parking slopes in motor vehicle inspection institutions.
Motor vehicle inspection institutions may use brake testing platforms (roller platforms, flat platforms) to conduct parking brake performance tests, or they may use parking slopes for parking brake performance tests.
Common parking slopes have two types: 15% or 20% slope, and the slope surface adhesion coefficient shall meet the standard requirements (not less than 0.7), and the length of the slope shall ensure that all wheels of the inspected vehicle can stop on the slope. Parking slopes can be fixed or movable, and must meet the load requirements of the inspected vehicles. *Article Twenty-Four Motor vehicle inspection institutions shall equip testing and inspection instruments and equipment that meet national standards and specifications according to their applied inspection and testing capabilities.
The main inspection and testing instruments and equipment for motor vehicle inspection, such as brake testing platforms, wheel (axle) weight instruments (weighbridges), side slip testing platforms, headlamp testing instruments, automatic measurement devices for external dimensions, chassis dynamometers, and chassis gap gauges, shall be fixed equipment, and automatically controlled instruments and equipment should be installed in the testing workshop. The main inspection and testing instruments and equipment for motorcycles and tricycles can use mobile equipment.

Installation and use of inspection and testing instruments and equipment shall comply with relevant standards or specifications and ensure continuous normal operation. The installation of headlamp testing instruments should prevent sunlight and other light from adversely affecting testing results. The installation of emission testing equipment should facilitate the exhaust of vehicle exhaust to the outdoors or take other measures to prevent exhaust gas accumulation.
Motor vehicle inspection institutions shall own the inspection and testing instruments and equipment used, including self-purchased, allocated or configured by superiors. Renting or borrowing is not allowed.
*Article Twenty-Five Motor vehicle inspection institutions shall ensure that the software used for inspection and testing and that affects the results complies with relevant laws, regulations, and standards, has been validated, and undergoes re-validation after maintenance, changes, and upgrades, and shall be uniquely identified.
Motor vehicle inspection institutions shall ensure the uniqueness and integrity of the software used for inspection and testing, and shall not modify the software without authorization. If upgrades are necessary, the version number, time, and function modification explanations shall be recorded.

The inspection report usually adopts the inspection serial number automatically generated by the inspection line as the unique report number; at this time, both the report and records have VIN numbers, which can be considered unique and corresponding.
Other forms of unique numbering that meet the requirements of this article for records and reports are also allowed.
Records and reports of manual inspections, road tests (including driving brake, parking brake), and mobile inspection equipment testing, etc., must ensure traceability. For example: the printed small slip of road test results, parking brake manual inspection records, after completing the signing procedures, can be pasted on (not fixed in other ways) the “Motor Vehicle Safety Technical Inspection Form (Manual Inspection Part)” (cannot be removed, and does not need to add unique numbers) can also be considered to meet the requirements.
*Article Thirty-Four Motor vehicle inspection institutions shall not make any modifications to inspection reports that have been issued. If modifications to the inspection report are necessary, the issued report shall be withdrawn and invalidated, and a new report shall be issued, and if necessary, a re-inspection shall be conducted.

The archived electronic information should be consistent with the original records and reports, and have corresponding unique numbering, with records and reports being quickly retrievable, and measures in place to prevent loss, misrecording, or modification of record and report information, and regular backups and confirmations should be conducted.
*Article Thirty-Six The retention period for vehicle inspection reports and inspection records (including initial, re-inspection records, and road test records) shall not be less than six years, and the electronic archives of motor vehicle emission inspection reports shall be retained for not less than ten years.
Motor vehicle inspection institutions shall retain the inspection reports and records for every inspection conducted during the motor vehicle inspection process.
The retention of surveillance videos, images, and data information related to inspections connected with public security, ecological environment, and transportation departments shall comply with the requirements of relevant departments.

(2) “Turnkey project” service, with inspection work being fully handled by the inspection institution’s staff at once. Integrate window service processes to achieve a one-stop processing of the entire process. The service window shall implement queue calling management;
(3) A comprehensive consultation desk shall be set up in the service hall to provide ticket collection and consultation services: electronic screens shall be set up to display vehicle detection status in real-time;
(4) Publicize supervision and reporting phone numbers in a prominent position and set up a reporting box to respond promptly and properly to reasonable opinions from the public.
Market supervision departments in provinces, autonomous regions, municipalities directly under the central government, and Xinjiang Production and Construction Corps can formulate relevant service specifications or standards for motor vehicle inspection institutions based on the actual situation in their regions on the basis of the above requirements.

*Article Thirty-Nine Automobile brand sales and service enterprises with Class I and II maintenance qualifications may pilot inspections of non-operating small and mini passenger cars, and the qualification recognition review requirements shall be implemented according to the relevant requirements in the “Notice on Issuing (Opinions on Deepening the Reform of Motor Vehicle Inspection System and Optimizing Vehicle Inspection Services)” issued by the Ministry of Public Security, the State Administration for Market Regulation, the Ministry of Ecology and Environment, and the Ministry of Transport.

The “Opinions on Deepening the Reform of Motor Vehicle Inspection System and Optimizing Vehicle Inspection Services” require: Based on a comprehensive assessment of the number, distribution, and testing capabilities of inspection institutions, select 3 to 5 cities to allow certain automobile brand sales enterprises with Class I and II maintenance qualifications to pilot inspections of their non-operating small and mini passenger cars, achieving one-stop services for maintenance, servicing, and inspection of non-operating small and mini passenger cars. Under the premise of ensuring safety standards are not lowered, pilot enterprises are allowed to use lifting equipment for chassis inspections, and there is no mandatory requirement to build experimental lanes, parking slopes, side slip testing instruments, parking brake testing devices, or other facilities or equipment. Pilot enterprises with inspection equipment, systems, personnel, etc., meeting the qualification recognition conditions can obtain qualification recognition certificates. Maintenance personnel and inspection testing personnel shall not serve concurrently to ensure the fairness and impartiality of inspections.
*Article Forty This supplementary technical requirement shall come into effect on June 1, 2023. The “Supplementary Requirements for Qualification Recognition of Motor Vehicle Safety Technical Inspection Institutions” issued by the former General Administration of Quality Supervision, Inspection and Quarantine and the former National Certification and Accreditation Administration on September 24, 2015, shall be simultaneously abolished.
