Recently, the Municipal Urban Construction Department received the “Outstanding Case of Party Building Innovation” from the Municipal Direct Agency Work Committee.
Currently, our city is deeply implementing urban renewal actions, promoting the enhancement of urban quality and vitality by building resilient cities.The Huangshan City Urban Infrastructure Construction Department is responsible for flood control and drainage management in the central urban area, as well as the construction and renovation of underground pipeline corridors, which are crucial projects related to the well-being of the people.During the project construction process, we face complex supervision stages, prominent integrity risks, quality and safety issues, and many other challenges. To effectively address and solve these problems, the Party Committee of the Huangshan City Urban Infrastructure Construction Department actively explores innovative paths for party building, establishing an embedded supervision model led by party building, integrating supervision throughout the entire project construction process, ensuring smooth project advancement.
1. Forming a Party Member Vanguard Team to Achieve Deep Embedded Supervision
Led by the full-time deputy secretary of the Party Committee of the Urban Construction Department, a selection of party members with strong political qualities and excellent professional abilities from the agency’s party branch is made to form a Party Member Vanguard Team. Members of the Vanguard Team intervene from the planning and design stage of the project, fully leveraging the exemplary role and professional advantages of party members, strictly supervising the review of project initiation, feasibility study report approval, bidding procedures, contract signing, project progress, fund payments, project changes, and completion acceptance decision-making processes and bases, ensuring that the decision-making process is scientific, democratic, and legally compliant. For example, in the underground pipeline corridor project on Tun Guang Avenue, the Vanguard Team arranged personnel to participate in major procedural decisions such as early bidding entrustment and evaluation separation, strengthening party supervision, and avoiding decision-making errors; during the supervision of bidding activities, members of the Vanguard Team strictly control the release of bidding announcements, preparation of bidding documents, and qualification review of bidders, preventing illegal activities such as collusion and false bidding.
2. Innovating Supervision Methods to Enhance the Role of Party Building
(1) “Party Building + Integrity Talks” to Prevent Integrity Risks. Through integrity talks, we strengthen the integrity foundation of project construction. At key nodes of project implementation and before major holidays, members of the Party Member Vanguard Team are dispatched to conduct collective integrity talks with all parties involved, including bidding agents, consulting services, construction, and supervision, emphasizing integrity discipline. The talks focus on the party’s disciplinary requirements and standards of integrity, combined with typical cases, to emphasize the importance of integrity construction to all participants, reminding all parties to strictly adhere to integrity bottom lines.

(2) “Party Building + Special Inspections” focusing on project construction. Through special inspections, we strictly supervise all stages and processes of project implementation. The Party Member Vanguard Team is organized to participate in the inspection and supervision of business departments and working groups, regularly visiting project sites to conduct special inspections in key areas such as quality safety, civilized construction, project progress, and payment of migrant workers’ wages. For projects that are relatively behind schedule, have safety hazards, uncivilized construction, delayed payment of migrant workers’ wages, or non-compliance with construction procedures, we urge on-site rectification and timely track the implementation of rectifications, ensuring that problems are resolved promptly, effectively, and quickly, continuously improving the standardization and proceduralization of project implementation by all parties involved.

(3) “Party Building + Learning and Education” to Solidify the Ideological Foundation of All Participants
The Party Committee of the Urban Construction Department collaborates with construction units, supervision units, and party organizations of various ongoing projects to carry out joint party building activities, establishing a platform for party building exchange. Through regular party building exchange meetings, joint theme party day activities, centralized learning of party policies, theories, and project construction laws and regulations, community volunteer services, visits to red education bases, and integrity warning education, we enhance communication and cooperation between party organizations, jointly learn party theoretical knowledge, share experiences in party building work, improve professional quality, strengthen awareness of integrity and risk prevention measures, and gather collective strength for project supervision, forming a good situation of co-construction, sharing, and collaborative advancement.

3. Results and Insights
Through the innovative practice of party-led embedded supervision, the project supervision work of the Huangshan City Urban Infrastructure Construction Department has achieved certain results, with the discipline awareness, legal awareness, procedural awareness, and quality safety awareness of all parties involved in ongoing projects and our department’s party members significantly improved, the level of civilized construction has significantly increased, reducing the impact of project construction on the surrounding environment; project progress has accelerated, ensuring timely and quality completion of project construction tasks; wages for migrant workers have been paid on time and in full, maintaining social stability. This innovative model not only provides strong support for the high-quality development of urban infrastructure construction but also accumulates valuable experience for the deep integration of party building and business, injecting strong momentum into the continuous development of urban construction. In the next step, the Party Committee of the Huangshan City Urban Infrastructure Construction Department will continue to deepen the role of party building, continuously improve the embedded supervision mechanism, and provide strong disciplinary guarantees for urban construction..
