In recent years, the Jiayu County Discipline Inspection Commission has included the cleanup and revitalization of inefficient and idle assets in the special supervision work list for rural revitalization, integrating supervisory forces to carry out ’embedded’ supervision, promoting the activation of idle land and factories, and awakening ‘dormant resources’ to increase collective income.
Entering Nanjian Lake Village in Yuyue Town, Jiayu County, rows of fruit trees are arranged in an orderly manner, and villagers are busy with maintenance in the fields, creating a thriving pastoral scene.
Hu Dahong, a villager from Nanjian Lake Village, Yuyue Town, Jiayu County: In the past, everyone went out to work, and these lands were left uncultivated, which was quite a pity. Thanks to the comrades from the Discipline Inspection Commission, we are finally able to utilize them now.
This change stems from the concentrated rectification action of prominent issues in the management of rural collective ‘three funds’ initiated by the Jiayu County Discipline Inspection Commission. Previously, this land was scattered with family vegetable gardens, and some plots were left idle.
Hu Jiguang, a member of the Party Committee and Secretary of the Discipline Inspection Commission of Yuyue Town, Jiayu County: By holding face-to-face discussions with the ‘two committees’ of Nanjian Lake Village and representatives of the villagers, we comprehensively understood the reasons for land idleness, development intentions, and existing difficulties, compiling a list of issues to feedback to the town Party Committee and the ‘two committees’ of Nanjian Lake Village for research and handling.
After receiving the feedback, Nanjian Lake Village strictly implemented the ‘four discussions and two disclosures’ system, organized a consultation meeting, and ultimately decided unanimously to transfer this idle land from the village collective and introduce enterprises to develop characteristic agriculture. The town’s Discipline Inspection Commission regularly follows up on the progress of land transfer and assists the village in attracting enterprises.
Hu Jiguang, a member of the Party Committee and Secretary of the Discipline Inspection Commission of Yuyue Town, Jiayu County: With joint efforts, Nanjian Lake Village has collectively transferred 107 acres of idle land and introduced a certain agricultural company from Hubei, establishing a comprehensive orchard that integrates sightseeing, picking, and sales through a ‘leisure picking + ecological agriculture’ model.
Zhao Jianghua, Secretary of the Party Branch and Director of the Village Committee of Nanjian Lake Village: The orchard is collectively owned by ten families in Nanjian Lake Village, and villagers not only receive rental income from the land but can also participate in orchard management and seasonal picking work.
To fully ‘awaken’ dormant resources, Jiayu County has deepened the ‘1+X’ cooperation mechanism, led by the county’s Discipline Inspection Commission, integrating relevant departments such as agriculture and finance, organizing the Discipline Inspection Commissions of various towns to conduct a thorough investigation of the management and use of collective asset resources throughout the county, and establishing an ‘information database for each village’. At the same time, through the ‘room-group-field’ linkage, supervisory forces in contact areas are integrated to carry out ’embedded’ supervision, strictly correcting issues such as favoritism, false reporting, and misappropriation, ensuring that agricultural benefit policies are implemented thoroughly and meticulously.
