

Since last year, Sih County in Anhui has regarded cadre education and training as an important window for closely observing and identifying cadres. They have explored the establishment of a cadre training observation system, adopting a model of “embedded observation + comprehensive assessment” to closely examine and identify the political quality, behavioral style, and other practical performance of cadres.
Based on standards such as good political quality, strong sense of responsibility, and familiarity with the work of cadre identification, 34 outstanding cadres have been selected from organizational and disciplinary inspection departments to serve as embedded observers. They participate in training sessions for mid-level cadre training classes and young and middle-aged cadre training classes lasting more than half a month, conducting embedded observations.
An embedded observation checklist for participating cadres has been issued, focusing on eight aspects such as academic style, work style, and individual characteristics, scientifically setting observation content. Observers pay attention to the performance of trainees in discussions, teamwork, and other areas, recording attendance, participation, and learning quality during the training period.
According to the characteristics of different types of training classes, self-evaluations by students, peer evaluations, evaluations by class instructors, and assessments by observers are set up. Through observation records, regular reviews, and comprehensive analysis at the end of the course, individual performance of students is assessed one by one.
