“An undercover investigation revealed that some restaurants in the area violated epidemic prevention regulations by providing dine-in services. They have been ordered to close. Please closely monitor the health status of community members.” Recently, Ke Jingfen, a staff member from the Haikou Municipal Party Committee’s Inspection Office, reminded the staff of the Sanlian Community in Meilan District about the inadequate epidemic prevention measures in the community. In response to the recent outbreak, the Haikou Municipal Commission for Discipline Inspection and Supervision has dispatched specialized supervisory teams to conduct embedded supervision on key aspects such as nucleic acid testing progress, medical personnel allocation, and risk assessment and control, ensuring efficiency in all aspects of epidemic prevention.

In recent days, the Haikou Municipal Discipline Inspection and Supervision Agency has taken on the political responsibility for epidemic prevention, insisting on rapid responses and weaving a tight supervision network for epidemic prevention. Members of the Haikou Municipal Commission for Discipline Inspection have led four inspection teams to various epidemic prevention command centers, “three ports and one station,” the 12345 smart linkage platform, and makeshift hospitals to conduct supervision and guidance. A total of 452 staff members from various levels of the municipal discipline inspection and supervision agencies have formed 79 inspection teams to engage in embedded supervision at the grassroots level, focusing on prominent issues such as lax personnel control, missed screening targets, and low testing efficiency. They have conducted targeted surprise inspections, undercover investigations, and process checks to accurately identify shortcomings in prevention measures and resolutely correct issues such as lack of accountability and inaction in epidemic prevention work.

On the morning of August 7, around 9 AM, the inspection team discovered that Zhou Ming, a staff member from the Gulou Community in Qiongshan District, had not reported to work on time, and they provided feedback to the community party branch secretary. After urging, Zhou returned to his post; however, when the inspection team conducted a follow-up check, they found that Zhou had left his post again without permission. Considering Zhou’s usual work performance, the inspection team ordered the Gulou Street Office to terminate his employment and reminded the responsible leaders of their accountability. The Provincial Commission for Discipline Inspection and Supervision publicly reported this typical violation of epidemic prevention discipline.

After the work for stranded travelers returning from the island commenced, the inspection team promptly adjusted their focus. On August 13, they organized efforts at airports, ports, and hotels to conduct special inspections on the service guarantees for stranded travelers and their return journeys. The inspection team identified 69 issues, including inadequate transportation support for travelers to the airport and inaccurate policy interpretations by service staff, all of which were reported back and urged responsible departments and personnel to coordinate solutions and expedite rectifications.

Since the outbreak of this round of the epidemic, to facilitate the rapid initiation and handling of clues related to epidemic-related issues during the prevention period, the Haikou Municipal Commission for Discipline Inspection and Supervision has established a direct investigation and quick handling mechanism. They prioritize the handling of suspected disciplinary violations discovered during special supervision, ensuring swift investigations and strict penalties. As of August 29, a total of 53 individuals have been held accountable through style inspections across the city.

Additionally, the Haikou Municipal Commission for Discipline Inspection and Supervision combines the adherence to a strict main tone with the implementation of the “three distinctions” principle, allowing for corrections of mistakes and errors that meet the criteria for leniency in epidemic prevention work, thereby encouraging party organizations and cadres at all levels in the city to strive for excellence and take responsibility in epidemic prevention efforts.

As of now, the inspection teams have conducted supervision checks at a total of 7,057 key locations, including villages (communities), residential areas, supermarkets, hotels, and centralized isolation points. They have identified 1,923 issues, with 1,780 of them rectified on-site by the relevant departments, while the remaining 143 issues have been reported back and urged responsible departments to expedite rectification. They have also proposed 131 work and supervision suggestions.
