The construction of embedded service facilities in communities is a beneficial project to promote better public service coverage for residents. Recently, the Ministry of Housing and Urban-Rural Development and other departments issued a notice on solidly advancing the construction of urban community embedded service facilities, proposing to accelerate digital empowerment, enhance the information technology level of community embedded services, and promote the integrated development of online and offline community services. In recent years, some urban public service projects have extended coverage to communities, utilizing digital technology to transform community infrastructure, addressing service shortfalls, and allowing more residents to enjoy quality services “at their doorstep.”

“Facial recognition + infrared sensing + smoke detection alarm + forest fire prevention grade,” 24-hour unmanned intelligent supervision… Recently, the smart parking shed in the Shishanghuayuan community of the Yanglou Street in Hedong District, Tianjin, was officially put into use.

To eliminate safety hazards and meet residents’ outdoor charging needs, this year, the Shishanghuayuan community has upgraded old parking sheds, transforming from manual management to intelligent operation. The smart parking shed covers an area of 200 square meters, adopts a semi-closed structure of brick and mixed color panels, and is equipped with hanging dry powder fire extinguishers, cameras, lighting facilities, etc., while installing smart charging plugs to solve residents’ outdoor charging difficulties.

“I want to borrow a ladder; can you teach me how to operate it?” In front of the smart sharing cabinet in the Nanshan community of Jiuhutown, Zhangzhou, Fujian, a community resident borrowed a ladder with the help of a volunteer. Sewing kits, ladders, wheelchairs, hammers, first aid kits… these commonly used tools in daily life are hidden in this smart sharing cabinet, which residents can access through simple operations on a WeChat mini-program.

“The items in the smart sharing cabinet are things that residents may need in daily life, but since they are used infrequently, they may not be stocked at home. The smart sharing cabinet can meet residents’ needs at critical times,” said a relevant person in charge. In April of this year, the Nanshan community, in collaboration with multiple departments, created a smart sharing cabinet area using idle space in the community, operating the smart sharing cabinet through a model of investment by local benefactors, contributions from co-construction units, and community management, providing free use for community residents.

After three phases of upgrades, the first community sports field in Shanghai – Kangjian Sports Park has been completely revitalized. Established in 2004, after the renovation, it has become a comprehensive community public sports space with over ten functional facilities, including a smart fitness track, smart basketball court, outdoor smart fitness stations, a health home for the elderly, a children’s play area, and a sports culture collection museum, catering to the differentiated sports health needs of different ages and populations.

Service Embedding – Online and Offline Integration, Balancing the Needs of the Elderly and Children

“Since my parents’ information was uploaded to the smart elderly care service platform, I receive immediate alerts in case of emergencies, and staff from the platform will come to check at home, which gives us peace of mind,” said a resident of Qiaomeng Street in Qixian County, Hebi City, Henan Province.

In recent years, Qixian has focused on the actual situation to meet the elderly’s demand for care services, developing and building a smart elderly care service platform to provide convenient, accessible, and reliable services for the elderly. The platform includes modules for elderly care information databases, community elderly care services, supply and demand information release, a smart elderly care app, and convenient service modules. Additionally, a comprehensive elderly care database has been established based on the smart elderly care service platform, recording relevant information about the elderly from various dimensions, including personal basic data, health data, service data, and guardian data.

The Xinyuan community in Dongsheng District, Ordos City, Inner Mongolia, is surrounded by residential areas with a high demand for infant and toddler family care. To reduce the burden of family upbringing, the Xinyuan community has embedded and transformed community facilities to create a community care station for infants and toddlers, meeting the nearby care needs of families. It is reported that Ordos City has strengthened digital empowerment, investing 6 million yuan to build a smart care information management platform for infants and toddlers, creating an integrated service system for care that covers upbringing, care, and support, allowing for innovative applications of care institutions “managed by one network,” “enjoyed by one button,” and “viewed on one map.”

Functional Embedding – Integrating Multi-Business Resources and Smart Property Management

In recent years, Zhengzhou City in Henan Province has fully utilized modern information technologies such as big data, cloud computing, and the Internet of Things, along with efficient, refined, and dynamic management concepts, to create a comprehensive smart property management platform. Currently, this platform has the capability of government management in the property industry, service provision by property enterprises, and resident life services.

Among them, the government end of the platform meets the business management needs of the property industry, achieving “one street, one group,” effectively reaching 300,000 property service personnel and providing information technology support; the enterprise end meets the cost reduction and efficiency improvement needs of property service enterprises, providing customer management, property payment, reporting repairs, complaints, and other commonly used functional modules for property management, and can also expand to connect with other information systems as needed; the resident end realizes “one household, one card,” helping owners exercise their rights and enjoy owner benefits. It is reported that the Hongxing Ziqun Community integrates multi-business resources and utilizes 5G (fifth-generation mobile communication technology), the Internet of Things, cloud computing, and big data technologies to launch a mini-program for an integrated service platform, achieving mobile property payment, timely property repair reporting, intelligent equipment management, and online vehicle management, among other functions. It has also integrated basic guarantee-type businesses that meet daily needs, such as community kitchens, group purchases, fruit and vegetable markets, housekeeping services, family laundry, lock replacement, and package collection. Furthermore, the platform has also launched quality enhancement businesses such as home care, childcare, leisure and entertainment, and elderly-friendly renovations, meeting residents’ higher-level living needs.
