1. Applicable Product Scope
GCC certification is a mandatory entry certification for certain products in the member countries of the Gulf Cooperation Council (GCC) (Saudi Arabia, UAE, Kuwait, etc.), mainly applicable to categories related to public safety, health, and environmental protection. The specific categories include:
- Low Voltage Electrical Equipment:
- Electrical equipment operating at AC 50-1000V or DC 75-1500V, such as household fans, power adapters, sockets, etc.;
- Toys, bunk beds, cribs, mattresses, blankets, lighters, paints, carpets, etc.;
- Electric bicycles, power lawn mowers, swimming pool slides, portable gas containers, etc.. Exceptions: Medical devices, food, and other products are usually exempt.
2. Necessity of Certification
- Market Access: Products without the GCC mark are prohibited from being sold in GCC member countries, and customs may detain or return them.
- Legal Compliance: Avoid penalties and legal disputes related to product value.
- Consumer Trust: Certification enhances product safety and market competitiveness, complying with local regulations for consumer rights protection.
3. Classification
GCC certification is divided into two categories based on product type and risk level:
- Mandatory Certified Products:
- 13 categories of low voltage electrical appliances (such as fans, sockets) and high-risk products (such as toys, bunk beds) require full process testing and factory inspection.;
- Some low-risk products (such as ordinary lamps, connection cables) can simplify the process by submitting a Declaration of Conformity (SDoC).
4. Certification Process
- Application Submission:
- Submit the application form, technical documents, and samples to a GCC authorized certification body.;
- The certification body reviews whether the product manual, circuit diagrams, etc., comply with technical regulations.
- Samples must pass performance and safety tests (such as electrical safety, chemical toxicity).;
- High-risk products must undergo on-site audits of the factory’s production quality system.
5. Application Material Checklist
- Technical Documents:
- Product manual (in English/Arabic), circuit diagrams, list of key components.;
- Test reports (such as electrical safety, EMC, chemical substance testing).;
- Company Qualifications:
- Manufacturer’s business license, ISO 9001 certificate (not mandatory but recommended).;
- Importer authorization and company registration proof in GCC member countries..
6. Important Notes
- Labeling Standards:
- The GCC mark must be clear, non-removable, and include the certificate number (e.g., GC-XXXX).;
- The difference between technical documents and actual product specifications must not exceed 5%; otherwise, re-inspection is required.;
- Non-GCC companies must submit applications through registered companies or authorized agents in member countries.;
- The certificate is usually valid for 1-3 years and needs to be updated regularly; product design changes require re-certification.;
- Gulf country standards (such as GSO) may be stricter than international standards, requiring targeted parameter adjustments (e.g., socket plug types)..
