01Abstract
With the continuous development of industrialization and informatization in commercial tobacco enterprises, a large number of industrial control systems have been used in logistics distribution and tobacco leaf re-drying. This paper first analyzes which systems in commercial tobacco are industrial control systems and categorizes them. Then, from the perspectives of “layered zoning, secure networking, boundary protection, and comprehensive management and control,” it proposes key points for the construction of network security protection and provides examples of security construction, offering ideas for the network security protection construction of industrial control systems in commercial tobacco enterprises.

Introduction
In recent years, China has issued a series of laws, regulations, and standards related to network security, such as the “Cybersecurity Law of the People’s Republic of China,” the “Multi-Level Protection Scheme 2.0” series standards, and the “Guidelines for Network Security Protection of Industrial Control Systems.” The tobacco industry has also formulated industry standards such as the “Network Interconnection Security Specifications for Production and Management Areas of Tobacco Industry Enterprises” and the “Technical Specifications for Network Security Baseline of Industrial Control Systems in the Tobacco Industry” to guide the network security construction of industrial control systems in the tobacco industry. However, these standards lack specificity for the network security protection construction of commercial tobacco industrial control systems and cannot address how to implement network security protection for these systems. For example, the definition of industrial control systems is unclear, and the asset scope for security protection of industrial control systems is ambiguous [1]; some enterprises did not separate industrial control networks and information networks during early construction [2], and there are mixed network transmission situations at the device layer of industrial control systems. This paper, based on a survey of the actual needs and security protection status of a provincial commercial tobacco enterprise, combines the characteristics of commercial tobacco industrial control systems to provide ideas for network security protection construction.
