This excerpt that has been widely circulated on various social platforms comes from Comrade Jiang Zemin’s paper published on December 10, 2006 – “Efforts to Grasp the Technological Initiative in Microelectronics, Software, and Computer Industries”. While deeply mourning the passing of Comrade Jiang Zemin, we, having gone through 11 months of 2022, are all impressed by his wisdom and foresight as we recall this year’s domestic and international situation, and we pay our highest respects to him.
This paper is from Comrade Jiang Zemin’s economic work “On the Development of China’s Information Technology Industry”, which includes 27 important papers, reports, speeches, and articles on information technology industry and informatization issues from Jiang Zemin from 1983 to 2008, along with 2 appendices, many of which are published for the first time. One of the most summarizing papers in this book is the important paper “Development of China’s Information Technology Industry in the New Era”.

The Long-term Vision of “Development of China’s Information Technology Industry in the New Era”

“Development of China’s Information Technology Industry in the New Era” was published in the October 2008 issue of the “Journal of Shanghai Jiao Tong University”. At that time, the 82-year-old Comrade Jiang Zemin summarized the experiences of the development of China’s information technology industry since the reform and opening up and explored the frontier issues of the future development of the information technology industry. These important thoughts and research results have a very important guiding role in promoting the development of China’s information technology industry, advancing the informatization process, and accelerating the pace of technological innovation in China. Many viewpoints related to semiconductor development and network security construction are still relevant today and are often refreshing.
The paper points out that the information technology industry has become a strategic high ground in international competition. The international competition pattern of the information technology industry is becoming increasingly complex, and competitive pressure is increasing. Developed countries such as the United States, Japan, and Europe have successively launched national strategies for the development of the information technology industry, and some major developed countries have formed control over core technologies and online information resources, strengthening their influence over developing countries by leveraging their advantages in information technology and information resources.
Information technology is giving birth to new major breakthroughs. In the coming period, the integration and processing capabilities of chips, represented by CPUs, will continue to grow exponentially, with wafer sizes becoming larger, integration levels increasing, and feature sizes decreasing, while system-on-chip becoming the development direction, significantly reducing power consumption and costs.
Network technology is accelerating towards broadband, wireless, and intelligent directions; the broadbandization of mobile communications and the mobilization of fixed communications are increasingly merging; high-performance computing is developing towards computation-intensive and data-intensive directions; high-performance computers and servers are advancing along multi-core CPUs and multi-level parallel structures, moving towards trillions of calculations or even higher levels, and transitioning from purely pursuing peak computing speed to pursuing comprehensive information processing efficiency; the emerging cloud computing can virtualize various resources in the network into a single computer, providing users with the required computing resources; the trend of open-source is deeply developing; operating systems and databases middleware are merging into a unified system software platform; in the open and dynamic Internet application environment, “Software as a Service” (SaaS) has become an important direction for software development.

High-end Design Technology:
We need to strengthen design research in architecture, algorithms, and software-hardware collaboration, breakthrough high-end embedded chips, RF circuits, analog-digital mixed circuits design, verification, and testing technologies, and develop advanced and applicable design support tools: explore the development of terahertz high-speed integrated circuits; in market-demand fields such as mobile communications, digital television smart cards, network terminals, and information security, develop a batch of system-on-chip products with independent intellectual property rights, making mainstream products reach the world’s forefront level.

Key Manufacturing Equipment and Measurement Instruments:
This is a prerequisite for determining the development level of the microelectronics industry, and it is also a bottleneck that China needs to break through. Photolithography machines, etching machines, and ion implantation machines are key equipment for chip manufacturing. Based on the research and development of prototype machines, we need to achieve large-scale production and application. Overcoming next-generation lithography technology (NGL) is very important and will help improve the starting point for the development of nanometer-level integrated circuits in China. The extreme ultraviolet lithography technology under development can reduce linewidth through changes in the wavelength of the light source and multi-mirror reflection. At the same time, equipment is the materialization of technology, and we should pay attention to the trend of equipping manufacturing technology and processes, actively developing advanced high-density packaging equipment and other automated manufacturing equipment, and developing key process modules, measurement instruments, and supporting tools.

New Materials: Actively explore and research silicon-based optoelectronic integration, silicon-based hybrid integrated chip materials, and non-silicon materials that have important application prospects, which can create conditions for breaking through the limitations of power consumption and linewidth.
High-performance Computing – Focused on High-performance CPUs, GPUs, and High-performance Supercomputers, Network Computing Technologies
High-performance CPUs and GPUs: The CPU directly determines the performance of the computer system. To meet the needs of the independent development of China’s computer industry, we should focus on overcoming high-performance CPU chips. Adapt to the trend of multi-core development, develop high-performance multi-core and many-core CPUs, and develop high-performance embedded CPUs, ensuring that our high-performance CPU chips have a place in the international market.
Software – Fully aligning with the international trend of open source, to promote industry development, balancing internal and external needs
Basic Software: High-reliability, high-performance, and high-security general-purpose database management systems for multi-core CPT, as well as middleware supporting network services, can be the focus of development.
Software and Information Services: “Software as a Service” is an important transformation opportunity for the software industry.
Networks – Accelerate the research and deployment of ubiquitous networks, build a national comprehensive network infrastructure, and continue to carry out research, development, and standard formulation of next-generation network technologies and wireless broadband technologies
Broadband Wireless Mobile Communication: Breakthrough key technologies for the next generation of wireless transmission and networking to improve spectrum utilization and transmission efficiency, achieving seamless interconnection of heterogeneous networks through full IP.

New Components and Electronic Materials: Improving the level of new components industry requires the widespread adoption of advanced design and manufacturing technologies such as functional integration, micro-manufacturing, three-dimensional packaging, and system-level testing, breaking through key technologies for sensitive components and sensors, and developing high-frequency surface acoustic wave devices, high-frequency microwave dielectric devices, etc.
High-end Specialized Components: Establishing an aerospace-grade specialized component industry system, achieving major technological breakthroughs in specialized traveling wave tubes, gallium nitride (GaN), silicon carbide (SiC) microwave power devices, analog-to-digital converters (ADC), digital signal processors (DSP), and high-precision detection devices such as infrared focal planes.
Display and Photovoltaic Devices: Researching new display technologies that represent future directions, such as organic light-emitting displays and laser three-dimensional imaging (see figure 18), to reduce the gap with the world’s advanced level. In terms of photovoltaic devices, overcoming basic materials and complete equipment, mastering material purification technology, and developing manufacturing processes and key equipment for battery components are essential.
