There is a solid foundation for promoting the high-quality development of vehicle networking and intelligent connected vehicles. At the same time, there are still some constraints in the development of the vehicle networking and intelligent connected vehicle industry. The Provincial Department of Industry and Information Technology, Provincial Internet Information Office, Development and Reform Commission, Science and Technology Department, Public Security Department, Finance Department, Natural Resources Department, Housing and Urban-Rural Development Department, Transportation Department, Government Service Management Office, Market Supervision Administration, and Communication Administration will form a special working group for the development of vehicle networking and intelligent connected vehicles, coordinating the promotion of infrastructure construction, application implementation, and business model exploration, and industrial agglomeration development. The Provincial Department of Industry and Information Technology, Public Security Department, and Transportation Department will establish a joint promotion group to promote the road testing and demonstration applications of intelligent connected vehicles. Establish and improve industrial promotion institutions as well as think tanks and expert teams, strengthening decision-making consultation support. Implement the Yangtze River Delta integration development strategy, strengthen regional docking cooperation, and promote the interconnectivity of infrastructure and application services. Each municipality can establish corresponding working mechanisms based on actual conditions to promote the high-quality development of vehicle networking and intelligent connected vehicles.
(2) Strengthen policy innovation. Establish and improve the statistical monitoring index system for the development of vehicle networking and intelligent connected vehicles, and improve the statistical monitoring mechanism. Strengthen the coordination and planning of major issues, timely evaluate the development of the vehicle networking and intelligent connected vehicle industry, and optimize policy measures in a timely manner. Actively promote pilot projects for the coordinated development of smart city infrastructure and intelligent connected vehicles. Continuously enhance the development level of the national-level Jiangsu (Wuxi) vehicle networking pilot area. Leverage grassroots initiatives, encouraging the implementation of policies and regulations in advance to provide necessary support for technological innovation, application promotion, and industrial cultivation in vehicle networking and intelligent connected vehicles. Support qualified regions in opening up several typical road sections and areas (including highways), exploring the implementation of graded management for roads and vehicles, and conducting road testing and demonstration applications for intelligent connected vehicles, actively promoting mutual recognition of testing results by third-party testing institutions.
(3) Ensure the supply of elements. Relevant special funds at the provincial level will strengthen coordination and increase support for vehicle networking and intelligent connected vehicles. Strengthen financial services and improve funding mechanisms. Promote the integration of industry and education, encouraging higher education institutions to establish intelligent connected vehicle majors, jointly formulate training plans with enterprises, and carry out teaching practices, promoting the interdisciplinary integration of automotive, artificial intelligence, information communication, and the internet, enhancing communication and cooperation. Accelerate the introduction and cultivation of leading talents and entrepreneurial teams in the field of vehicle networking and intelligent connected vehicles, ensuring the supply of skilled talents. Coordinate the promotion of C-V2X direct communication frequency planning and usage. Support various levels of industrial and information technology, public security, housing and urban-rural development, and transportation departments in orderly promoting industry data openness, providing data resource support for the development of vehicle networking. Encourage localities to formulate and issue special policies based on actual conditions to support the high-quality development of vehicle networking and intelligent connected vehicles.
