2. Jiangsu Province
Action Goal	Focusing on direct carbon dioxide emissions from energy activities, research and formulate construction indicators and guidelines for near-zero carbon emission demonstration projects, and strengthen policy support for near-zero carbon emission demonstration projects.
Key Areas	(Near) zero carbon industrial parks should establish greenhouse gas accounting capabilities and focus on six aspects: benchmarking energy efficiency levels, cleaning production processes, zero-carbon energy supply, greening infrastructure, recycling resource utilization, and intelligent operation management.

4. Changzhou City
Action Goal	By the end of 2026, complete the construction of more than 10 near-zero carbon park pilot demonstration projects.
Key Areas	Focus on selecting green industrial parks, parks with relatively concentrated foreign trade exports, “green island” parks for comprehensive governance of hazardous waste, and science and technology innovation industrial parks.
Funding and Policy Support	For parks included in the Changzhou near-zero carbon park pilot plan, a one-time construction subsidy of 500,000 yuan per park will be provided; for near-zero carbon demonstration parks that complete pilot creation and pass acceptance, a maximum of 500,000 yuan will be awarded.Promote zero carbon investment funds to provide capital support for enterprises in the city’s zero carbon technology field, helping to accelerate the resolution of technical bottlenecks. Support financial institutions in providing comprehensive financial service plans for near-zero carbon parks, offering project loans, operational property loans, acquisition loans, asset securitization, leasing, etc., with support in loan limits, interest rates, terms, and repayment methods. 5. Nantong City
Action Goal	By 2027, achieve phased progress in near-zero carbon pilot construction work, with the construction goals basically completed, forming a batch of replicable and promotable experiences to lay a solid foundation for the widespread development of near-zero carbon construction in the city.
Key Areas	Focus on constructing a new power system and promoting coordinated pollution reduction and carbon reduction in the city’s near-zero carbon industrial park pilot work.
Park Conditions	1. Clear implementation subject and boundary, significant carbon reduction potential, strong innovation motivation, and certain representativeness and demonstration significance.2. Should have a certain foundation in energy consumption and carbon emission statistics, monitoring, and accounting, actively incorporating the concept of green low-carbon development into medium- and long-term development plans.3. No major safety, environmental, quality accidents in the past three years. The enterprise application subject is not listed in the national enterprise credit information public system’s abnormal operation directory and serious illegal dishonesty list.
Funding and Policy Support	For the first batch of Nantong (near) zero carbon pilot industrial parks, a one-time construction subsidy of up to 800,000 yuan will be provided after passing acceptance. For parks that complete the creation of national carbon peak pilot parks, national pollution reduction and carbon reduction collaborative innovation pilot parks, Jiangsu Province carbon peak and carbon neutrality pilot parks, Jiangsu Province new power system pilot parks, etc., additional funding awards of up to 200,000 yuan and 100,000 yuan will be provided respectively. Each level of the same park can only enjoy one reward, with a maximum funding award of 1,000,000 yuan.

Key Areas	Key tasks: Build carbon management systems, break through key zero carbon technologies, construct clean energy systems, enhance resource recycling efficiency, vigorously develop green low-carbon industries, promote comprehensive green transformation of parks, and support the establishment of low-carbon and zero-carbon standards.Focus on industrial clusters or key enterprise industrial parks with strong willingness for green transformation, good creation foundation, and significant demonstration significance, especially in the fields of new energy vehicles, lithium batteries, solar cells, and parks or large factories with high levels of intelligence.
Park Conditions	1. Clear regional boundaries, meeting the zero carbon industrial park creation standards specified in the “Construction Plan”; 2. Should calculate the park’s carbon emissions based on energy statistics and carbon emission accounting methods (see Attachment 2), identify key carbon emission sources, and analyze the carbon emission change trends from 2021 to 2023 and by 2027, having a good low-carbon development foundation and clear zero carbon development goals; 3. Parks with serious pollution incidents, criminal cases of environmental pollution, or major environmental incidents or ecological destruction events are not eligible to apply for creation, and enterprises with serious dishonesty behaviors or key emission units that have not completed compliance in the carbon market in the past three years are not eligible to apply for creation.
